The lack of engagement of fathers by child welfare services is well‐documented in the literature as a serious problem. Towards addressing this problem, this paper reports the findings of interviews with 18 fathers about their involvement with child welfare services in Ontario, Canada. Qualitative analysis of the interviews yielded themes about what men saw as the positive and negative aspects of their involvement with child welfare. Positive aspects of service involvement for fathers included understanding and supportive workers, useful assistance from workers, being connected to useful resources and being given a ‘wake‐up call’. Negative aspects of service involvement included uncaring, unhelpful and unprofessional workers; prejudice against fathers; and experiencing the child welfare system as unresponsive, uncaring and rigid. Implications for practice are discussed with a view to improving the engagement of men in, and their experiences with, child welfare services.  相似文献

This chapter discusses a case study of the merger between two relatively small organizations: a local nonprofit arts council and a public county‐level humanities commission. As this case deviates from other merger analyses that tend to focus on larger health and social service agencies, the chapter examines how well key findings of the nonprofit merger literature apply to mergers of organizations of smaller size and in other fields. Generally, we find that the merger literature so far provides sufficient guidance for nonprofit managers in fields such as the arts, where merger pressures have only now begun to mount.  相似文献

Conventional equality measures have made a limited impact on women’s position in the workforce. This is not simply the result of measures being inadequately pursued. Instead, this paper argues, there is a more fundamental difficulty with the policy approach: that it focuses on women as having problems which need to be redressed rather than on changing organizations. As a result women are seen as inadequate and men become resentful of the ‘special treatment’ that follows. Changing these perceptions requires cultural change which cannot be achieved via conventional personnel-based equality initiatives. Many organizations are looking for new ways to present and pursue equality programmes such as a stress on providing a ‘business case’ or through a consideration of the value of workforce diversity. The paper assesses the ability of these initiatives to change the culture for equality. It argues that many organizations are merely pursuing a defensive approach which centres on language change and modified initiatives rather than new approaches to winning consent. In contrast it argues that culture change will only be achieved through a more pro-active approach. Various initiatives such as skills audits and training for men are discussed which indicate what can be done in practice.  相似文献

This article examines the association of personal and family factors with double job holding by married women in Great Britain in 1974. The author first considers reasons for double job holding and then examines data on the subject from the General Household Survey. The literature on the incidence and causes of second-job holding in Great Britain is extremely small.1 To the best of the present author's knowledge there have been no studies in any country which attempt to explain the decision to hold two jobs in terms of family behaviour. Most studies are interested in asking people general questions about why they have two jobs rather than investigating contingent factors which may be responsible for the decision to hold a second job. The present paper attempts to discover why married women have two jobs using data from the 1974 General Household Survey. The topic is one of importance as the advent of two-job wives may have a variety of implications for family role structure and public policy.  相似文献

This article explores the relationships between institutional features of small college and university campuses and the levels of reported sexual assault. Using the mandated reporting of crime on campus through the Clery Act, we look at the combined levels of reported sexual assault for the years 2012 and 2013 at the main campuses of all accredited non‐profit, four‐year, residential, undergraduate colleges and universities in the United States that have a student body size of 2,000–2,999 students, N = 198. We find that the presence of a Greek life system, alcohol policy, religious affiliation, and the proportion of male students all influence the levels of reported sexual assault at colleges and universities, with alcohol policy being the strongest influence.  相似文献

It is well established that encounters between welfare bureaucracies and their clients have been reconfigured under neoliberalism to address the problem of “welfare dependency.” Contemporary bureaucratic encounters therefore entail measures to activate clients’ entrepreneurial/self-governing capacities, and conditionality/sanctioning practices to deal with clients who behave “irresponsibly.” Despite the dominance of the neoliberal model, recent research has identified a counter-trend in the practices of housing services away from entrepreneurializing and punitive strategies and towards a more supportive approach. This paper examines this counter-trend and its implications for neoliberal welfare governance. To do this, it presents findings from research into social housing governance in Queensland, Australia, where the neoliberal focus on welfare independence, conditionality and sanctioning has been tempered by a new supportive approach focused on assisting vulnerable clients to maintain and benefit from access to welfare/housing support. Following Larner, we argue that this shift signals the emergence of an “after neoliberal” governmental formation, wherein key features of neoliberal governmentality are replaced by, or redeployed in the service of, progressive initiatives that address neoliberalism’s failings at the street level, but leave broader neoliberal policy settings undisturbed. We also challenge recent sociological accounts that construe supportive welfare practices as a function of an all-encompassing neoliberal project, arguing instead for appreciation of the contingency of these developments and the progressive political affordances that they entail.  相似文献

The general audience for a global crisis can become a grassroots force in the ultimate fate of policy decisions. Focusing on the North Korean nuclear crisis case, certain contingent factors (dominant coalition characteristics, external threat, and external public characteristics) were overall strong predictors for public estimation about the government stance. Further, perception of situational factors (external threat and external public characteristics) was a stronger predictor for the participants’ stance estimation than perception of predisposing factors (dominant coalition characteristics). Computable General Equilibrium (CGE) models are very popular for analyzing a wide range of policy issues. CGE applications vary from estimating the welfare impact of tax reform and alternative energy policies to the effect of foreign trade reforms, labour markets and employment. CGE models are commonly developed at the country level; however, modified versions of CGE, so called Regional CGE (RCGE) models, can be used at subnational disaggregation to examine impacts studied at the national counterparts on a specific region. RCGE models have grown in popularity as an alternative to the Input-Output (I-O) models, which are regularly used for regional analysis. RCGE models can provide comprehensive information, which make them more desirable analytical models for many researchers. Yet, RCGE models have not yet become a “go-to” for governmental policy practitioners when they are developing regional public policies. This paper reviews the current state of regional CGE models, describes their features, contributions and limitations and surveys some applications of the main three classes of RCGE models: region-specific, bottom-up, and top-down models. This paper concludes that the applications of RCGE are quite variable and flexible, with a new and more complex type of application to be developed with the advancement of computation economics. The paper offers recommendations on the micro, meso and macro conditions that are necessary to increase policy practitioners’ utilization of RCGE models.  相似文献
