Lateral transshipments are a method of responding to shortages of stock in a network of inventory‐holding locations. Conventional reactive approaches only seek to meet immediate shortages. The study proposes hybrid transshipments which exploit economies of scale by moving additional stock between locations to prevent future shortages in addition to meeting immediate ones. The setting considered is motivated by retailers who operate networks of outlets supplying car parts via a system of periodic replenishment. It is novel in allowing non‐stationary stochastic demand and general patterns of dependence between multiple item types. The generality of our work makes it widely applicable. We develop an easy‐to‐compute quasi‐myopic heuristic for determining how hybrid transshipments should be made. We obtain simple characterizations of the heuristic and demonstrate its strong cost performance in both small and large networks in an extensive numerical study.  相似文献

We consider a cross‐calibration test of predictions by multiple potential experts in a stochastic environment. This test checks whether each expert is calibrated conditional on the predictions made by other experts. We show that this test is good in the sense that a true expert—one informed of the true distribution of the process—is guaranteed to pass the test no matter what the other potential experts do, and false experts will fail the test on all but a small (category I) set of true distributions. Furthermore, even when there is no true expert present, a test similar to cross‐calibration cannot be simultaneously manipulated by multiple false experts, but at the cost of failing some true experts.  相似文献

This article explores the policy and organizational drives towards cooperation and merger within the voluntary sector. We draw together theoretical and empirical literature on the topic and identify six factors which may be hypothesized to be associated with a decision to cooperate in the voluntary sector: adverse macro-economic conditions; the search for an organizational niche; severe resource dependency; a drive for organizational growth; funders' concern about duplication of provision; and perceived crisis. We then present a case study which provides detailed data about the circumstances leading to a decision to merge by several independent voluntary agencies working in the HIV/AIDS field. We analyse the multiplicity of factors which drove the agencies and the complex interrelationships between those factors. Policy pressures, pragmatism and the personal values of key managers are found to be particularly important. Finally, we consider the implications of our study for policy analysis and future research.  相似文献

If politics is the art of the possible, then determining what the public will tolerate is an important step in the design of prevention strategies. In this random survey of 1205 residents of country and urban areas in Western Australia, attitudes towards drinking and driving, drink-driving behaviour, and opinions of countermeasures were examined. Drink-driving was seen as an important issue for the community and there was a perception that something needed to be done. Drinking and driving was a well-established behaviour, but there was evidence that for many people ‘other’ people constitute the drink-driving problem. There were popular and unpopular preventives, but, interestingly, those that were deemed popular were often believed to be less effective than those that were less popular. The policy implications of these findings are considered, particularly in the light of the current implementation of random breath testing in Western Australia.  相似文献

In many parts of the world, and in at least three states in Australia, the last decade has seen a resurgence of interest in worker co-operatives as a response to high levels of unemployment. Significant determinants of the degree of success of worker co-operatives are the attitudes of powerful people and organisations in the community. This study documents the attitudes of politicians and political parties, public servants, representatives from business, trade unions, churches and cooperatives in Queensland. Despite the history of co-operatives and the persistent efforts of some informal groups to work co-operatively in Queensland, no strong commitment to the concept of worker co-operatives was found. Attitudes might best be described as varying between disinterested and hostile. Those committed to the development of worker co-operatives in Queensland will have to engage these critical attitudes as part of any development process.  相似文献
