The paper discusses the reasons for the large amount of critical commentary that New Labour's reforms of the youth justice system have attracted. It explores the extent to which there is something ‘new’ about these reforms, suggesting that there are important differences when New Labour's approach is compared with its predecessor's. It then discusses the main lines of critical commentary on the reforms, concluding that much of it is over‐abstract and insufficiently empirically informed. The authors explored predictions of general job satisfaction at early and middle adulthood and uncovered several findings about developmental processes associated with job satisfaction. Tests of life‐span career theory propositions revealed that neither choice‐job congruence nor gender added significantly to predictions of job satisfaction at 2 career stages. Earlier occupational choice and current job added to predictions of midcareer (modal age 43 years) job satisfaction, especially for men. À l'aide des données du recensement de 1986, cette communication analyse lea effets interactifs de la race et du sexe sur le revenu considéré comme facteur de fractionnement des classes. Les recherches de l'auteur indiquent que les effets produits par le groupement par race et par sexe sont inégaux en ce qui trait au revenu, les hommes gagnant davantage que les femmes tout en étant davantage ‘fractionnés’ par le revenu que les femmes. Lorsqu'on fait abstraction des différences de revenu entre classes, la race et le sexe demeurent des facteurs explicatifs importants du niveau de revenu, bien que leurs effets soient plus marqués chez les cadres, les professionnels et les ouvriers. The literature has argued that race and gender are bases of class fractions in that their social construction enables segments of a class to be constituted on racialized and gender-linked characteristics. However, previous empirical works tend to consider race or gender as fractionalizing the working class only. Using the 1986 Census data, this paper analyses the interactive effects of race and gender on earnings as grounds of fractionalizing classes. The findings indicate that race and gender groupings produce unequal effects on earnings: males have an income advantage over females, but race fractionalizes the earnings of men to a greater extent than for women. When inter-class differences in earnings are removed, race and gender remain important in explaining earnings, although their effects are stronger among the managerial, the professsional, and the working class. The gender gap is more pronounced, but race remains important in fractionalizing the earnings of men even after controlling for other variables. The paper argues that it is insufficient to subsume gender and race relations under class relations, and that there are compelling theoretical grounds to consider gender and race inequality as having roots both within and outside the sphere of production. 相似文献

The work-welfare nexus is essential in all social policy regimes. The question is in what situations individuals should be entitled to social welfare benefits and in which situations they should be obliged to work. Social welfare law and administrative practices define mechanisms that separate the deserving poor from people able to work. This article analyses the functions and character of these "separation mechanisms" in Sweden during three periods in history: a) in rural society in the late 19th century; b) in industrial society during the successful years of the Swedish model from World War II until the late 1970s; and c) the present, including the period of welfare retrenchment and reconsideration since the early 1980s. The conclusion is that Swedish social policy has always been strongly work-oriented, but the specific form and content of the work ethic has varied under the influence of different ideologies and handled in different social policy institutions. Under specific conditions the work line has been either generous or restrictive and it has been based on structural attempts to improve the opportunities to work as well as on attempts to strongly pressure the individual to work. The work line of today is seen as an interesting attempt to combine an effort to create good work through improved work conditions and an effort to reinforce elements of work enforcement in the social insurance system. 相似文献

This report summarizes the proceedings of a conference on quantitative methods for assessing the risks of developmental toxicants. The conference was planned by a subcommittee of the National Research Council's Committee on Risk Assessment Methodology 4 in conjunction with staff from several federal agencies, including the U.S. Environmental Protection Agency, U.S. Food and Drug Administration, U.S. Consumer Products Safety Commission, and Health and Welfare Canada. Issues discussed at the workshop included computerized techniques for hazard identification, use of human and animal data for defining risks in a clinical setting, relationships between end points in developmental toxicity testing, reference dose calculations for developmental toxicology, analysis of quantitative dose-response data, mechanisms of developmental toxicity, physiologically based pharmacokinetic models, and structure-activity relationships. Although a formal consensus was not sought, many participants favored the evolution of quantitative techniques for developmental toxicology risk assessment, including the replacement of lowest observed adverse effect levels (LOAELs) and no observed adverse effect levels (NOAELs) with the benchmark dose methodology. 相似文献

The skin is a route of exposure that needs to be considered when conducting a risk assessment. It is necessary to identify the potential for dermal penetration by a chemical as well as to determine the overall importance of the dermal route of exposure as compared with inhalation or oral routes of exposure. The physical state of the chemical, vapor or liquid, the concentration, neat or dilute, and the vehicle, lipid or aqueous, is also important. Dermal risk is related to the product of the amounts of penetration and toxicity. Toxicity involves local effects on the skin itself and the potential for systemic effects. Dermal penetration is described in large part by the permeability constant. When permeability constants are not known, partition coefficients can be used to estimate a chemical's potential to permeate the skin. With these concepts in mind, a tiered approach is proposed for dermal risk assessment. A key first step is the determination of a skin-to-air or skin-to-medium partition coefficient to estimate a potential for dermal absorption. Building a physiologically-based pharmacokinetic (PBPK) model is another step in the tiered approach and is useful prior to classical in vivo toxicity tests. A PBPK model can be used to determine a permeability constant for a chemical as well as to show the distribution of the chemical systemically. A detailed understanding of species differences in the structure and function of the skin and how they relate to differences in penetration rates is necessary in order to extrapolate animal data from PBPK models to the human. Many thousands of people in developing country cities depend on recycling materials from waste for their livelihoods. With the focus of the Millennium Development Goals on poverty reduction, and of waste strategies on improving recycling rates, one of the major challenges in solid waste management in developing countries is how best to work with this informal sector to improve their livelihoods, working conditions and efficiency in recycling.The general characteristics of informal recycling are reviewed, highlighting both positive and negative aspects. Despite the health and social problems associated with informal recycling, it provides significant economic benefits that need to be retained. Experience shows that it can be highly counterproductive to establish new formal waste recycling systems without taking into account informal systems that already exist. The preferred option is to integrate the informal sector into waste management planning, building on their practices and experience, while working to improve efficiency and the living and working conditions of those involved. Issues associated with integrating informal recycling into the formal waste management sector are discussed. 相似文献
