On measuring deprivation adjusted for group disparities

This paper is concerned to present a procedure for `adjusting' a real-valued index of deprivation in such a way that the resulting measure is a summary statistic of both the average level of deprivation and the extent of inequality which obtains in its distribution. Planning problems of state road transport—India

This article focuses on some of the Planning Problems of State Road Transport Undertakings in India. It seeks to examine the environment in which the State Road Transport Undertakings are called upon to operate. It seeks to clarify the nature of the product and services rendered and also identify the constraints under which the State Road Transport Undertakings are called upon to operate. Finally the article seeks to examine certain strategic planning problems involved, such as nationalization of private operations, consolidation and expansion, traffic and route surveys and scheduling aspects. It is concluded that what ultimately matters is what the passenger gets and not what the undertaking plans and hence the article emphasises the importance of Operational Planning to meet the needs of the passenger as the basis of Corporate Planning for State Road Transport Undertakings. The issues examined in this article will be of relevance to State Road Transport Undertakings in other developing countries.     

Who Evacuates When Hurricanes Approach? The Role of Risk,Information, and Location*

Objective. This article offers an expanded perspective on evacuation decision making during severe weather. In particular, this work focuses on uncovering determinants of individual evacuation decisions. Methods. We draw on a survey conducted in 2005 of residents in the eight‐county Houston metropolitan area after Hurricane Rita made landfall on September 24, 2005. Results. We find that evacuation decisions are influenced by a heterogeneous set of parameters, including perceived risk from wind, influence of media and neighbors, and awareness of evacuation zone, that are often at variance with one of the primary measures of risk used by public officials to order or recommend an evacuation (i.e., storm surge). We further find that perceived risk and its influence on evacuation behavior is a local phenomenon more readily communicated by and among individuals who share the same geography, as is the case with residents living inside and outside official risk areas. Conclusions. Who evacuates and why is partially dependent on where one lives because perceptions of risk are not uniformly shared across the area threatened by an approaching hurricane and the same sources and content of information do not have the same effect on evacuation behavior. Hence, efforts to persuade residential populations about risk and when, where, and how to evacuate or shelter in place should originate in the neighborhood rather than emanating from blanket statements from the media or public officials. Our findings also raise important policy questions (included in the discussion section) that require further study and consideration by those responsible with organizing and implementing evacuation plans.     

Inverse censoring weighted median regression

We implement semiparametric random censorship model aided inference for censored median regression models. This is based on the idea that, when the censoring is specified by a common distribution, a semiparametric survival function estimator acts as an improved weight in the so-called inverse censoring weighted estimating function. We show that the proposed method will always produce estimates of the model parameters that are as good as or better than an existing estimator based on the traditional Kaplan–Meier weights. We also provide an illustration of the method through an analysis of a lung cancer data set.     

Assessing the ‘Agedness’ of A Population

In this paper we follow a lead provided by Basu and Basu [‘The Greying of Populations: Concepts and Measurement,’ Demography India 16, pp. 79–89], in order to advance a class of ‘agedness’ indices which, because they have been motivated by analogous considerations in the poverty measurement literature, can find application in that area of enquiry as well. The properties of the proposed indices are discussed, and illustrations of empirical application are provided. The note is intended as a contribution to the larger enquiry into the measurement of development indicators.
