Because levels of mobility and car ownership have risen substantially over recent decades (and the increase seems likely to continue), mobility management is becoming more and more important. Transport policy clearly has a direct impact on mobility and can be used to influence the supply and demand for transport. However, transport policy is not the only way to influence mobility. Other areas of policy making (such as energy or waste policies, for example) are also important determinants of mobility, although the influence of these 'non-transport policies' on mobility is often overlooked when identifying policies for mobility management. In this paper, we show that certain non-transport policies might increase mobility whilst others might reduce it. For example, macro-economic policy and land-use planning might act to reduce travel, whilst EU enlargement and cross-border trade agreements might act in the opposite direction and increase travel. Non-transport policies may also indirectly affect mobility. For example, research and development policy can stimulate the introduction of new technology, which in turn can have implications for the introduction of new transport policy options (such as electronic road pricing) and consequently mobility levels. We present a framework with examples to conceptualize the links (both direct and indirect) between transport policies, non-transport policies, social and economic trends, innovation and technology, and mobility. We then identify some of the potential impacts of non-transport policies on mobility in more qualitative terms, including a review of the role of land-use planning, ICT (information, communications and technology) and macro-economic policies in influencing mobility. We conclude that thinking must change about solutions to transport problems. Transport policies alone may not be enough to manage mobility effectively. The achievement of sustainable transport requires transport demand to be reduced at source by combining complementary transport policies and non-transport policies, including technology. We also suggest that new methods of analysis are required to reflect the true complexity of change in travel that is now taking place. This complexity has arisen from a combination of factors, including non-transport policies, and the range of responses from individuals and firms to this new flexibility needs to be understood.  相似文献

Summary.  'Delete = replace' is a powerful and intuitive modelling identity. This paper extends previous work by stating and proving the identity in more general terms and extending its application to deletion diagnostics for estimates of variance components obtained by restricted maximum likelihood estimation for the linear mixed model. We present a new, fast, transparent and approximate computational procedure, arising as a by-product of the fitting process. We illustrate the effect of the deletion of individual observations, of 'subjects' and of arbitrary subsets. Central to the identity and its application is the conditional residual.  相似文献

A considerable amount of research has examined the cost performance of construction projects, yet there has been a paucity of studies that have examined the impact that client initiated change-orders and rework have on contractors. This paper seeks to add further clarity to this issue by replicating previous empirically-based research to establish the validity and reliability of the key issues influencing a contractor's cost performance. A total of 98 projects were used to examine the value of rework and change-orders and their influence on a contractor's margin. Only 65% of projects experienced a cost increase, though a mean rework cost of 0.39% of the contracted value was incurred. The difference between approved client change-orders and those by the contractor for subcontractors was 0.5% of the total costs incurred, which adversely impacted the organisation's profit. Margin losses may well have been higher as rework is seldom formally documented and reported.  相似文献

There has been limited research that has examined how the public sector can guarantee their major capital projects are delivered within budget. A Strategic Asset Management Framework (SAMF) developed by the Western Australian State Government, was implemented that ensured their major capital projects were delivered within 5% of their budget. Interviews were conducted with stakeholders who had participated in the delivery of capital projects using the SAMF to understand how it had been used to successfully deliver projects. The interviews highlighted the importance of the SAMF in addressing optimism bias and strategic misrepresentation with the use of independent auditors. The research provides invaluable insights from practice that have been used to control and manage the capital expenditure of assets. Such knowledge is pivotal for ensuring strides are made forward to addressing the cost growth phenomenon that continues to plague major capital projects.  相似文献

Millions of Zimbabweans living abroad have been described as an emerging diaspora. However, there has been little attempt to question their designation as a diaspora, or indeed, to engage with the more theoretically informed and conceptually rich literature on diaspora. The assumption in this categorisation relies heavily upon popular usage of the term diaspora among Zimbabweans themselves both abroad and in the homeland. However, instead of suppressing discussion by simply pronouncing them “a diaspora”, it is important to examine whether or not they constitute a diaspora. Drawing on the concepts of diaspora and transnationalism and on the author’s multi‐sited ethnographic research in the United Kingdom (hereafter, “Britain”), the article examines how the diaspora was dispersed, how it is constituted in the hostland and how it maintains connections with the homeland. What factors influenced people’s decisions to migrate into the diaspora and how can these phases be classified? What types of migration patterns characterise Zimbabweans’ migration to Britain? The study explores the origin, formation and articulation of the Zimbabwean diaspora in Britain, providing a conceptual and theoretical interpretation of the social formation vis‐à‐vis other accounts of global diasporas. The findings of this study suggest that Zimbabweans abroad are a fractured transnational diaspora. The scattering of Zimbabweans evinces some of the features commonly ascribed to a diaspora such as involuntary and voluntary dispersion of the population from the homeland; settlement in foreign territories and uneasy relationship with the hostland; strong attachment and connection to the original homeland; and the maintenance of diverse diasporic identities. The study represents a contribution to our knowledge of the Zimbabwean diaspora in particular and to the field of diaspora and transnational studies in general.  相似文献

Group membership, loyalty, and weight are highly relevant for adolescent peer evaluations at school. This research tested how in‐group/out‐group membership affected judgments of peers who deviated from social norms for weight and loyalty. Two hundred and forty 11–13‐year‐olds (49 percent female; 94 percent Caucasian) judged two in‐group or out‐group peers: one was normative (loyal and average weight) and the other was non‐normative (i.e., ‘deviant’). The deviant target was overweight, disloyal to their own group (school), or both (‘doubly deviant’). Derogation of overweight relative to average weight peers was greater if they were in‐group rather than out‐group members, revealing a strong ‘black sheep effect’ for overweight peers. Disloyal out‐group deviants were judged favorably, but this effect was eliminated if they were doubly deviant, suggesting that their disloyalty was insufficient to overcome the overweight stigma. Consistent with developmental subjective group dynamics theory, effects of group membership and types of deviance on adolescents’ favorability toward peers were mediated by adolescents’ perceptions of how well the deviant members would ‘fit’ with the in‐group school. Implications for theory and strategies to reduce peer exclusion, particularly weight stigmatization, are considered.  相似文献

Evidence is presented in this paper of the levelling of the Tyneside (Newcastle) English vowel system toward that of a putative regional standard. This process is hypothesised to follow from the fragmentation of tight-knit urban communities that formed after large-scale immigration to Tyneside from elsewhere in the British Isles during the 18th and 19th centuries. High levels of dialect contact brought about by this influx are argued to have promoted the creation of an urban koiné, which in its contemporary form appears increasingly to be losing specifically local features. In addition to contact and mobility as agents of change, the history of unusually acute stigma attached to Tyneside speech should be considered. These and other social factors inform an analysis of the FACE and GOAT variables in the speech of 32 contemporary Tyneside English speakers of various ages, both sexes and from two social class groups.  相似文献
