Evaluating federally funded research and development (R&D) presents unique challenges to both federal science agencies and evaluators. Often focusing only on outcome evaluative measures (such as productivity or economic value) can shortchange the true value of the federal investment. For example, program directors at the National Science Foundation (NSF) and National Institutes of Health (NIH) talk about the "value added" of the new interdisciplinary science centers that they have funded-and they hope to be able to capture how funding can generate increased capacity for new cutting-edge research in the future. The purpose of this paper is to present a use-and-transformation model for evaluating public R&D, which explicitly focuses on measuring capacity-based metrics for evaluation instead of outcome-based metrics. The theory for the model presented here explicitly uses the concept of a Knowledge Value Collective that was introduced by Bozeman and Rogers [Bozeman, B., & Rogers, J. D. (2002). This study examined the contributions of maternal labor force participation and marital status on economic self-sufficiency over time for rural mothers. Data were from 174 rural families participating in three waves of data collection in Rural Families Speak. χ 2 and multiple logistic regression were utilized. Results revealed only one-third of mothers moved toward economic self-sufficiency over three years. Maternal education, employment status, and weekly work hours were associated with improved economic well-being. Compared to single-parent families, unmarried-couple and married-couple families had increased odds of improving economically. In an analysis of all mothers with partners, married or unmarried, martial status was not significant in economic improvement. Findings suggest the role of marriage in welfare reform for rural families should be reconsidered.

Foster care provides round-the-clock substitute care for nearly 700,000 U.S. children who are temporarily or permanently separated from their family of origin each year. Each state manages its own foster care system according to federal regulations. Despite numerous large-scale federal policy reforms over the past several decades, substantial concerns remain about the experiences and outcomes of children in the foster care system. The most recent effort to reform foster care, the Family First Prevention Services Act of 2018, attempts to both reduce the use of foster care and increase the quality of care. In this report, we review how policy has shaped the experiences and outcomes of children in foster care, where policy has succeeded, and where it falls short of achieving its goals. We then identify opportunities for federal and state policy to better support the safety, health, and well-being of children in foster care.  相似文献

Few studies have explored the outcomes of adolescent mothers leaving foster care, especially using person‐oriented methods. The current study employed a cluster analysis to identify unique patterns of functioning among adolescent mothers aged 19 (n = 777). Data from the National Youth in Transition Database and the Adoption and Foster Care Analysis and Reporting System were utilized. Findings revealed five subpopulations characterized by distinct constellations of outcomes at age 19. The largest group (43%) exhibited competent functioning across all the domains studied—its members were connected to school and/or employment and did not experience homelessness, substance abuse referrals, or incarceration during the past 2 years (i.e., “resilient”). A relatively small group (12%) exhibited challenges across all the above‐referenced domains, whereas the remaining groups presented challenges in some domains, but not in others. Follow‐up analyses revealed that adolescent mothers classified as resilient at age 19 had the lowest rates of congregate care placements and the highest rates of nonrelative foster care placements at age 17. Moreover, they had lower placement instability and higher rates of extended foster care as compared with members of the other clusters. Implications for practice, policy, and research are discussed.  相似文献

Places affected or threatened by extreme environmental disturbances confront a number of significant issues, including whether their populations will stay the same or change through migration. Research on Hurricanes Katrina and Rita shows some displaced residents returned to their disaster-affected communities once the built environment was restored, new migrants settled in affected places as part of the rebuilding effort, and the regional migration system grew more urbanized and spatially concentrated during post-disaster years. Research also shows that not all disaster-affected places recovered their populations. Our study examines whether differential recovery is systematically patterned along the rural–urban gradient. Using U.S. Census Bureau estimates and IRS county-to-county migration data, we investigate whether the 2005 hurricane season differentially exacerbated or altered previous migration trends across a rural–urban gradient that incorporates proximity to metropolitan areas and disaster-related housing loss. We find a rural–urban differential in Gulf Coast recovery migration: The disaster boosted migration among non-metropolitan counties, yet these increases were smaller and short-lived compared to the patterns found for metropolitan counties, most especially high loss metropolitan counties. Our findings encourage theories of environmental migration to incorporate spatial differentiation and scenarios of environmental changes to account for differential impacts on settlement patterns across the rural–urban continuum.  相似文献

A need exists to better understand how racial/ethnic minority students' critical consciousness development in response to marginalization may be involved in their educational and career development. We therefore examined the link between critical consciousness development and career decision self-efficacy and career outcome expectations among racial/ethnic minority community college students. Following social cognitive career theory's conceptual pillars, we developed a testable model integrating critical consciousness and social cognitive variables. This model was tested with 135 racially and ethnically diverse community college students. Data analysis included path analyses and tests of model fit using structural equation modeling. Results suggested that (a) higher critical agency is linked to higher career decision self-efficacy and outcome expectations and (b) critical action and reflection have a bidirectional link and predict higher critical agency. Implications for research and practice aiming to close educational and career gaps among racial/ethnic minorities are discussed.  相似文献

Identifying patterns of fearful behaviors early and accurately is essential to identify children who may be at increased risk for psychopathology. Previous work focused on the total amount of fear by using composites across time. However, considering the temporal dynamics of fear expression might offer novel insights into the identification of children at risk. One hundred and twenty‐five toddlers participated in high‐ and low‐fear tasks. Data were modeled using a novel two‐step approach. First, a hidden Markov model estimated latent fear states and transitions across states over time. Results revealed children's behavior was best represented by six behavioral states. Next, these states were analyzed using sequence clustering to identify groups of children with similar dynamic trajectories through the states. A four‐cluster solution found groups of children varied in fear response and regulation process: “external regulators” (using the caregiver as a regulation tool), “low reactive” (low reaction to stimulus), “fearful explorers” (managing their own internal state with minimal assistance from the caregiver), and “high fear” (fearful/at‐caregiver state regardless of task). The combination of analytic tools enabled fine‐grained examination of the processes of fearful temperament. These insights may help prevention programs target behaviors that perpetuate anxious behavior in the moment.  相似文献
