Each month, 200,000 widows and 6,000 widowers receive Social Security disabled widow(er)s benefits, each benefit averaging about $550. Among the most economically at-risk Social Security beneficiaries, their benefits are permanently reduced. This paper reviews the legislative history of the disabled widow(er)s benefit, identifying key decisions that gave shape to this benefit. Social Security program data and six years of Current Population Survey data (March Annual Demographic Files, 1995-2000) are used to profile the economic status of current and potential disabled widows. The analysis, including comparison with other widows, provides strong evidence of economic need among disabled widows with, for example, 44% of disabled widow beneficiaries, ages 50-59, having below-poverty incomes compared with 15% of like-aged non-disabled widows. We conclude that serious consideration should be given to extending eligibility to all widow(er)s disabled before the normal retirement age; to providing a benefit equal to 100% of the deceased spouse's private insurance amount (PIA); to eliminating the unnecessarily restrictive seven-year rule; and to protecting beneficiaries from losing their eligibility to Medicaid. Even in the context of today's heated Social Security debate, we suggest that a rare opportunity may exist to garner bipartisan support for meaningful, low-cost improvements, in a benefit that primarily targets women. 相似文献

OBJECTIVE: Given the inconsistent findings in the literature, the authors' purpose in this study was to examine the associations between physical activity and behavioral and perceptional correlates, such as binge drinking, cigarette smoking, fruit or vegetable consumption, and weight perceptions, among midwestern college students. PARTICIPANTS AND METHODS: The authors invited a convenience sample of 1,200 undergraduate college students enrolled in the 2004-2005 academic year in 4 different midwestern universities to participate in a survey. Of the 1,163 students who participated in the survey, a total of 1,134 usable surveys were received (response rate of 94.5%). RESULTS: Hierarchical multiple logistic regression analyses indicated that smoking, perceived weight, and consumption of fruit were independent predictors of physical activity when controlling for other variables. CONCLUSIONS: Physical activity promotion requires tailored approaches that are dependent on the target segment of the college student populations. 相似文献

A series of studies examines whether certain biases in probability assessments and perceptions of loss, previously found in experimental studies, affect consumers' decisions about insurance. Framing manipulations lead the consumers studied here to make hypothetical insurance-purchase choices that violate basic laws of probability and value. Subjects exhibit distortions in their perception of risk and framing effects in evaluating premiums and benefits. Abstract As reported in numerous studies, the system of social protection in the Republic of Korea long remained underdeveloped because of the priority given instead to economic growth. The past few years have seen major changes, however. The government decided to apply the theory of “productive welfare”, thereby committing itself to introducing a system of universal statutory social insurance which is intended to set the seal on a new social compact and which may, ultimately, impact on the model of socioeconomic development itself. Objectives. We test two competing explanations in order to answer the question: Why do organized interests choose to engage in advocacy behavior? The first turns on the notion that concerns with policy success are the principal forces affecting a group's choice. To a lesser degree, issues of group maintenance have also been identified as entering into organized interests' decisional calculus. Method. Using survey data supplemented with confidential interviews of organized interests, we systematically examine the power of both accounts to explain the decision of groups to locate their energies in the federal judiciary. Consequently, in the penultimate section of the article, we specify and test a comprehensive model of interest group litigation behavior. Results. In the resulting multivariate analysis, we find that forces associated with both avenues of explanation for interest group advocacy behavior have substantial statistical purchase and empirical traction. Conclusion. Our findings did not show a dominate role for maintenance concerns; however, clearly, a group's assessment of where, and possibly whether, to act is not an easy calculation based on the receptiveness of a venue and the available balance in the bank account. Groups must attend to their members and their competition. Explanations of group advocacy omitting such concerns are inherently flawed. 相似文献

This paper applied the model of Linear System of Action developed by Coleman (1992) to understand racial composition in neighborhoods from a systemic approach. The model had an advantage to consider how an individual household simultaneously maximizes all desirable neighborhood qualities with limited socioeconomic resources. The model generated relative values of socioeconomic resources and neighborhood qualities of each racial group in the exchange process. In addition, the model estimated a preference hierarchy of neighborhood qualities of each group. Results suggested that blacks and Asians in Canada tend to live in neighborhoods with higher proportions of their own groups because blacks may be steered away from predominantly white neighborhoods and Asians experience low returns on their socioeconomic resources in improving spatial contact with whites. 相似文献

A new investigation is launched into the problem of decision-making in the face of complete ignorance, and linked to the problem of social choice. In the first section the author introduces a set of properties which might characterize a criterion for decision-making under complete ignorance. Two of these properties are novel: independence of non-discriminating states, and weak pessimism. The second section provides a new characterization of the so-called principle of insufficient reason.
