This article focuses on the Urban Area Security Initiative (UASI) controversy as a case study in the politics of risk assessment. It examines struggles among diverse actors–think tank experts, journalists, politicians, and government officials–engaged in the contentious process of establishing a legitimate definition of risk. In the field of homeland security, the means of conducting rational risk assessment have not yet been settled, and entrepreneurial officials from urban and regional governments use different techniques to identify local risks and vulnerabilities. In this contentious process, federal bureaucrats are responsible for determining how to allocate resources fairly and rationally to different cities and metropolitan regions, given that local officials have clear incentives to request funds and little cause to refrain. Although “rationality” is supposed to replace “politics” in making bureaucratic decisions over the allocation of resources, what we find instead is a political struggle over how to define, measure, and manage risk. For political actors, victory in debates over urban security comes from codifying one’s interests within the technical practice of risk assessment.  相似文献

In this work, a simplified interface system for education of people with disabilities is presented. This platform allows the control of different tools (PC games, robot, and electric wheelchair) using different interfaces (mouse, joysticks, etc.). This interface system can be automatically reconfigured to match user’s ability, and it is operated locally or remotely through the internet. Saving of experimental progress data for later analysis can be done. Quantitative indicators are defined for evaluation purposes and to determine the needed assistance and adaptation. The system is tested on different age groups for people without physical disability. Results are presented and discussed.  相似文献

This study considers sibling differences in child labor in Nepal. The data are consistent with a model where parents care equally for all children but siblings differ in comparative advantage in household production, although parental preferences and credit constraints could also be important. Girls, especially older girls, tend to work more than their brothers. This extra work increases with the number of younger siblings and the spacing between siblings. The extra work performed by girls is such that, at modal birth spacing, the younger girl actually spends significantly more time working than her older brother.

Objective: Assess long-acting reversible contraceptive (LARC) and other contraceptive use trends, identify LARC use predictors, and examine dual method use. Participants: Women in the American College Health Association-National College Health Assessment (ACHA-NCHA) II, aged 18–24 years, who reported having vaginal sex (N = 37,899). Methods: Secondary analyses of Fall 2011–2014 ACHA-NCHA II data. Results: Statistically significant increases in LARC usage and, specifically, implant usage, were found. Characteristics associated with LARC use included age, race/ethnicity, relationship status, and school type. Students reporting LARC use had lower odds of condom usage compared with non-LARC hormonal method users. Conclusion: This analysis of LARC predictors and dual LARC/condom use has implications for research and health promotion efforts. Findings suggest that college health services are well positioned to meet the sexual and reproductive health needs of diverse populations of students. College health professionals should elicit students' individual and/or relationship priorities to tailor messaging/services offered for pregnancy/STI prevention.  相似文献

Decision makers face difficult choices when tasked with identifying and implementing appropriate mechanisms for protecting the elderly and other vulnerable adults from abuse. A pilot project involving fingerprint-based criminal history background checks for personal care workers in Michigan has supplied an opportunity to examine one such mechanism. In conjunction with the pilot project, we have conducted a stakeholder analysis with the aim of informing decision makers about stakeholder perceptions of standard policy criteria like effectiveness, efficiency, and equity. We employed focus groups and a Web-based survey to collect data from stakeholders. While stakeholders generally see fingerprint-based background checks for personal care workers as potentially effective and as a net benefit, they also point to a variety of contingencies. They also recognize difficulties and constraints for government involvement. This preliminary analysis provides solid foundational information for decision makers and for more extensive benefit–cost analysis.  相似文献

Although some research has examined Latino collectivism and Latino students' campus climate perceptions, there remains a gap in the literature regarding the interactive effects of these two constructs. Therefore, the authors examined the moderating effect that perceptions of campus racial climate may have on the relationship between communal goals and academic major satisfaction for Latino students in comparison with European American students. Contrary to prediction, perceptions of a positive university campus racial climate moderated the relationship between communal goals and academic satisfaction for European American students but not Latino students. Specifically, European Americans endorsing higher communal goals were more likely to report higher academic satisfaction when holding a positive perception of the university's racial climate. However, a main effect was observed whereby communal goals were a significant positive predictor of academic satisfaction for Latino students. Implications for research and practice are discussed.  相似文献

In this paper, we envisage how the sociohistorical experiences of groups are related to their residential patterns. We posit that the residential clustering of a group can be strongly related to the group's mnemonic institutions, which are organizational symbols of collective identity that link the present to the past. We present the case of Jewish residential clustering patterns in Toronto to demonstrate our arguments. We employ 2001 Canadian Census tract‐level data to show Jewish residential clustering patterns in relation to the presence of a synagogue or Jewish community center, the mnemonic institutions of Jews.  相似文献

While many conversation analysts and scholars in related fields have used video recordings to study interaction, this study is one of a small but growing number that investigates video recordings of the joint activities of media professionals working with, and on, video. It examines practices of media production that are, in their involvement with the visual and verbal qualities of video, both beyond talk and deeply shaped by talk. The article draws upon video recordings of the making of a feature‐length documentary. In particular, it analyses a complex course of action where an editing team are reviewing their interview of the subject of the documentary, their footage being intercut with existing reality TV footage of that same interviewee. The central contributions that the article makes are, firstly, to the sociolinguistics of mediatisation, through the identification of the workplace concerns of the members of the editing team; secondly, showing how editing is accomplished, moment by moment, through the use of particular forms of embodied action; and, finally, how the media themselves feature in the ordering of action. While this is professional work, it sheds light on the video‐mediated practices in contemporary culture, especially those found in social media where video makers carefully consider their editing of the perspective toward themselves and others.  相似文献

Mentoring is an extremely valuable activity for both individuals and organizations. Mentoring within organizations can develop and integrate employees into their corporate culture. Mentoring outside the mentees’ work groups or through professional development organizations can give broader perspective and support, especially in times of transition. But mentoring programs require tremendous effort to start, organize, and maintain. Few last more than two years. This article provides a structured approach to starting and sustaining a successful program. The steps include understanding an organization’s particular needs, learning from small pilot programs, following up with mentoring pairs during a committed formal mentoring period, and evaluating results from each program’s cycle to learn and grow the program.
