An analysis is presented of the longitudinal stability over the course of a year of characteristics of positive functioning and of individual and ecological developmental assets, among African American male youth involved in gangs or in community-based organizations (CBOs) serving youth. The dependence of earnings on age is a firmly established empirical fact. A simple microeconomic model of educational choice, being consistent with this observation, is designed. The model lends itself readily to aggregation over individuals and age groups. Thus, relations can be set up between economic variables influencing the aggregate distribution of labor incomes and demographic variables determining the age structure of the population. The main results of the present study are: 1) overall earnings inequality is shown to be an increasing function of life expectancy and a decreasing function of fertility. 2) The effectiveness of redistributive policies is sensitive to the age composition. In particular, the inequality-reducing effect of a 1% income tax rise is shown to be smaller the older the population.  相似文献

A social health maintenance organization (SHMO) integrates acute and long-term care and provides an extended-care benefit for elderly who are at risk of institutionalization. This article reports findings from a case study of the termination of the Group Health SHMO in Minnesota. Interviews were conducted with social workers and at-risk elderly who had been receiving long-term care through the SHMO. The case study examines the post-SHMO transition and the process of replacing SHMO care coordination and longterm care services. Most of the elderly and their caregivers indicated they were "losing ground"--that is, they were paying more or getting less care. Some were paying more for less care. Because they tended to switch to private-pay arrangements and to rely more on informal care, it appears that their care system became much less stable after the closing of the SHMO.  相似文献

The regulation and management of hazardous industrial activities increasingly rely on formal expert judgment processes to provide wisdom in areas of science and technology where traditional "good science" is, in practice, unable to supply unambiguous "facts." Expert judgment has always played a significant, if often unrecognized, role in analysis; however, recent trends are to make it formal, explicit, and documented so it can be identified and reviewed by others. We propose four categories of expert judgment and present three case studies which illustrate some of the pitfalls commonly encountered in its use. We conclude that there will be an expanding policy role for formal expert judgment and that the openness, transparency, and documentation that it requires have implications for enhanced public involvement in scientific and technical affairs.  相似文献

This paper explores reasons for difficulties in communicating risks among analysts, the laypublic, media, and regulators. Formulating risk communication problems as decisions involving objectives and alternatives helps to identify strategies for overcoming these difficulties. Several strategies are suggested to achieve risk communication objectives like improving public knowledge about risks and risk management, encouraging risk reduction behavior, understanding public values and concerns, and increasing trust and credibility.  相似文献

ABSTRACT

Although studies suggest that transformational leaders play an important role in employee health and well-being, the relationship between transformational leadership and employee burnout remains unclear. One reason may be that moderators may play an important role. Building on conservation of resources theory, we examined if leaders’ perceptions of internal and external resources in terms of vigour and peer support augmented the relationship between transformational leadership and employee burnout in a sample of municipality workers and their leaders in Sweden (N?=?217). Multilevel analyses over two time points revealed that both vigour and peer support enhance this relationship, such that when leaders experience high levels of vigour or peer support, the negative relationship between transformational leadership behaviours and employee burnout was strengthened. Our findings suggest that both personal and contextual resources may help leaders to better engage in transformational leadership, which is important in order to protect employees from burning out.  相似文献
