With the rise in popularity of market‐based responses to social policy challenges, the stewardship of quasi‐markets or public service markets, is a key concern for governments worldwide. Debates about how to manage quasi‐markets have focussed on high‐level decision‐making processes. However local actors, in particular street level bureaucrats, are a key part of the complex work of managing quasi‐markets. We examine how street level bureaucrats act as local market stewards in a new quasi‐market for disability care, the Australian National Disability Insurance scheme. We find that the street level bureaucrats, known as local area coordinators, act as shapers of local markets but that their contributions are informal and often restricted by formal structures and processes. For example, we found evidence that the use of key performance indicators can disrupt effective local stewardship efforts towards a procedural approach. We conclude that introducing principles of the polycentric governance approach can improve connections between local market knowledge holders and central decision‐making agencies, thereby improving market stewardship and outcomes. 相似文献

There is a dearth of current empirical research exploring the experiences of nonoffending partners, or women whose partners have perpetrated child sexual abuse. Existing literature is dated and focuses disproportionately on intrafamilial abuse. This research explores how nonoffending partners construct and understand their experiences using thematic analysis within a social constructionist framework. Findings indicate that discovery of a partner's sexual offending is a profoundly distressing experience. It can inhibit a woman's ability to process the broader implications of her partner's behavior, including issues of risk, the impact on the victim, and the additional protective responsibilities she must adopt in the future. The article reports the development of a synchronous text-based online interviewing tool with a continuity of private discussion that is not achieved in open-ended questionnaires, email interviews and online discussion boards. The participants were women who had undergone a surgical or natural menopause, who in a pilot interview highlighted the potential sensitivity of this subject and inspired the implementation of this method. The overall feedback was positive with the main advantages centred on feelings of anonymity, convenience and a more comfortable interview environment. Disadvantages included lack of body language and technical issues with computers. This technique ensures a degree of confidentiality while still obtaining depth of enquiry, where other qualitative methods potentially risk invading a participant’s privacy. It can be offered both alongside other interviewing techniques to allow participant choice and on its own when exploring sensitive and personal topics or when extra participant anonymity is appropriate. 相似文献

Space weather phenomena have been studied in detail in the peer‐reviewed scientific literature. However, there has arguably been scant analysis of the potential socioeconomic impacts of space weather, despite a growing gray literature from different national studies, of varying degrees of methodological rigor. In this analysis, we therefore provide a general framework for assessing the potential socioeconomic impacts of critical infrastructure failure resulting from geomagnetic disturbances, applying it to the British high‐voltage electricity transmission network. Socioeconomic analysis of this threat has hitherto failed to address the general geophysical risk, asset vulnerability, and the network structure of critical infrastructure systems. We overcome this by using a three‐part method that includes (i) estimating the probability of intense magnetospheric substorms, (ii) exploring the vulnerability of electricity transmission assets to geomagnetically induced currents, and (iii) testing the socioeconomic impacts under different levels of space weather forecasting. This has required a multidisciplinary approach, providing a step toward the standardization of space weather risk assessment. We find that for a Carrington‐sized 1‐in‐100‐year event with no space weather forecasting capability, the gross domestic product loss to the United Kingdom could be as high as £15.9 billion, with this figure dropping to £2.9 billion based on current forecasting capability. However, with existing satellites nearing the end of their life, current forecasting capability will decrease in coming years. Therefore, if no further investment takes place, critical infrastructure will become more vulnerable to space weather. Additional investment could provide enhanced forecasting, reducing the economic loss for a Carrington‐sized 1‐in‐100‐year event to £0.9 billion. 相似文献

The recent financial and economic crisis, defined “a once in a century credit tsunami” by former President of Federal Reserve, Alan Greenspan, has produced relevant damages in all economic sectors, making many people much poorer. For this reason, many scientific contributions have addressed the causes of the crisis, focusing mostly on the ‘bad practices’ in lending and credit securitization procedures as well as in corporate governance mechanisms ruling the banking system. Our work is based on an organizational perspective and it reviews the crisis under a theoretical model that combines the political and new institutionalist studies, in order to show evidence of the intense network of relationships and interests underlying the financial system government. In doing so, we identify the key players acting as institutional entrepreneurs that, levering on their resources and power, have contributed to construct and reshape the institutional framework—normative and symbolic—ruling the so called Great Moderation period. 相似文献

Management responsibilities for the system of marine national parks and sanctuaries declared in Victoria, Australia in 2002 have created imperatives for robust, scientifically defendable approaches to identifying threats to valued ecological attributes of the parks, setting management priorities, and developing monitoring systems. We are developing a protocol for ecological risk assessment in the parks that has due regard for the perception of risks by individuals, and ensures that stakeholder values are an intrinsic part of decision making. The inclusive and transparent protocol provides an opportunity for stakeholder involvement in the identification of valued attributes, as well as in the assessment of associated risks. Our approach brings together ideas about how science enters the community engagement domain in ways that promote collaboration and transparency in decision making. A series of stakeholder workshops across the state drew on the expertise of agency staff, community groups, fishers, industry representatives, academics, and knowledgeable park neighbors to identify hazards of major concern in the parks. Many hazards involved predictable, tangible threats like pollution and exotic species, but the approach also identified a number of less obvious threats related to governance issues and the knowledge-base for the parks. Importantly, the workshops with their broad range of stakeholders identified threats not previously considered by the management agency in its internal assessments, and several of these "new" threats are already the subject of action by the agency. The deliberate incorporation of local knowledge and local networks in the risk assessment process also provided opportunities for greater engagement of stakeholders with the management agency. 相似文献
