Efforts to improve the efficiency and responsiveness of public services by harnessing the self‐interest of professionals in state agencies have been widely debated in the recent literature on welfare state reform. In the context of social services, one way in which British policy‐makers have sought to effect such changes has been through the “new community care” of the 1990 NHS and Community Care Act. Key to this is the concept of care management, in which the identification of needs and the provision of services are separated, purportedly with a view to improving advocacy, choice and quality for service users. This paper uses data from a wide‐ranging qualitative study of access to social care for older people to examine the success of the policy in these terms, with specific reference to its attempts to harness the rational self‐interest of professionals. While care management removes one potential conflict of interests by separating commissioning and provision, the responsibility of social care professionals to comply with organizational priorities conflicts with their role of advocacy for their clients, a tension rendered all the more problematic by the perceived inadequacy of funding. Moreover, the bureaucracy of the care management process itself further negates the approach's supposedly client‐centred ethos.  相似文献

As the number of people with AIDS increases, the number of people impacted by the AIDS crisis will also increase. Larger metropolitan areas have already responded to the crisis with various services (Deuchar, 1984); but the disease has yet to fully impact on smaller cities and towns. The formation of community service groups to cope with the AIDS crisis is a virtual necessity in health care preparation for persons with AIDS. The experience of the Fort Wayne AIDS Task Force reflects the potential of any community to utilize the existing resources in the gay and lesbian community, health and social service professions, and among family and friends of persons with AIDS. Consultation and resources are available through local and state boards of health, as well as local social service and health personnel currently dealing with the AIDS crisis.  相似文献

Summary Research data continue to indicate that black communities aredisproportionately represented across social welfare statistics.The Macpherson Report (1999) considered the impact of institutionalracism and the various ways in which these contingencies affectthe life chances of black families and individuals. Black community-basedorganizations have responded to these challenges through culturallyconstructed interpretative frameworks in shaping and definingsocial welfare activities. Through a critical reading of culturalelements and products they have utilized cultural knowledgeas a source and means of empowerment. These are important sitesof empowerment that reject deficit approaches to embrace culturallyaffirming models located in cultural knowledge and lived experiences.In this way, black communities have engaged in an active processof revitalization, cultural renewal and regeneration. This articleexplores models of social welfare in black community-based organizationsand draws on a research study conducted by the author, whichexamines the role and saliency of cultural knowledge in shapingsocial welfare delivery. Research findings reveal the ways inwhich black agency is sometimes located in culturally constructedways to reflect on daily lives and experiences. The assumptions that underpin the conventional economic model of ‘rational agents’ tend to be substantially violated by data from surveys that try to elicit people’s values for health, safety and environmental goods. Psychological research suggests that there may be a large affective component in people’s responses to such surveys, with the result that those data are not amenable to the ‘logic’ of economic rationality. This raises questions both about the way we model human judgment and decision processes, and also about the use of survey data to guide public policy in these and other areas.  相似文献

In the past twenty years food banks have established themselves as one of the fastest–growing charitable industries in first world societies. As institutionalized centres or clearing houses for the redistribution of donated and surplus food they have emerged as a key frontline response to the growing problem of food poverty and inequality. As welfare states have been restructured and cut back and basic entitlements have been denied, food banks have become secondary extensions of weakened social safety nets. This paper explores the growth of food banking in Canada and analyses its role in terms of advancing the human right to food, its effectiveness in achieving food security and the extent to which it contributes to, and/or counters the increasing emphasis by governments on welfare reform policies informed by neo–conservative ideology. Food banks are examined from the perspective of their origins and purposes, institutionalization, usage, food distributed and effectiveness. The rise of food banks in Canada is concrete evidence both of the breakdown of the social safety net and the commodification of social assistance. As such, they undermine the state's obligation, as ratified in international conventions, to respect, protect and fulfil the human right to food. They enable governments to look the other way and neglect food poverty and nutritional health and well–being. A possible future role for food banks in countries where they are already established lies in public education and advocacy, but their institutionalization makes this seem an unlikely course. In countries where they are in their infancy, the question of whether to support their development should be a matter of urgent public debate.  相似文献

In this study 61 Filipinos drawn from rural and regional towns reported that they were generally happily married and were subjected infrequently to physical violence in their marriages, although there was evidence of higher levels of abuse in the form of constraints on personal freedom, access to money and verbal criticism. The Filipino cultural value of amor propio (sense of honour or personal dignity) and Filipinas' experience of spousal abuse in their family of origin best predicted their anticipation of reporting spousal abuse and separating from or retaliating against an abusive partner. This provides some support for cultural value and inter generational transfer explanations of response to spousal abuse.  相似文献

This study was designed to explore the nature of informal or illegal gambling in South African townships, to investigate what motivates people to participate in this form of gambling and what they perceive are the associated benefits and dis-benefits. A series of focus group workshops was conducted with two groups of gamblers, all of whom had experience of some form of township gambling: one group currently lived in townships and the other had previously resided in townships. Gambling for the township residents was a far more frequent activity than for non-township residents and consumed substantially more of their time. The majority of the township residents classified themselves as unemployed, while of those who were unemployed, most people indicated that gambling was a major source of their income; some even described it as their only source of income. The most significant difference between what township and non-township residents expressed as wanting and getting from gambling was that the former indicated quite clearly and unanimously that what they sought and gained from gambling was money. Township residents were far more likely to indicate that they used gambling to balance their budgets than ex-township residents who gambled primarily at casinos. A lottery type game called “Fahfee” is the most widely spread and pervasive form of gambling and was unanimously portrayed as a necessary and beneficial form of support for the poor and unemployed. Lottery and Casino gambling were, in contrast, widely perceived by the township participants as being ‘rigged’ and unfair. Township Dice and cards were perceived as being ‘fairer’ and as allowing punters to be more in control than casino gambling. The downside of township gambling was reported to be high levels of violence, crime and insecurity surrounding, in particular, the game of Dice. There was widespread inability to calculate expected payoffs or odds, and an apparent belief that these were not particularly helpful skills for gamblers. In Fahfee, the reliance on dreams to guide choice of numbers appears to eradicate any interest in the odds, or of playing strategically. The findings of this study are preliminary but have serious policy implications for education and for gambling regulation in South Africa.  相似文献

The capacity of cyberspace to bypass some of the spatial divisions that underpin social inequality endows it with political significance. This article examines some of the ways in which cyberspace has contributed to redrawing the boundaries between public and private and some of the consequences of this for people, things, and ideas in Iran and the Iranian diaspora. It shows how cyberspace influences a wide range of political phenomena including political mobilization and censorship, intergenerational communication, identity formation, sexuality, sense of belonging, and forms and location of symbolic capital. The relationship between net users in the diaspora and cyberspace involves a circuit of reorderings of one's understanding of the diaspora, one's contact with it in cyberspace, of one's own ideas on the basis of what one finds there, and of social relationships established and maintained in cyberspace. Paradoxically, the very richness and diversity of the ideas and opinions found in Iranian cyberspace may undermine the idea of there actually being a single Iranian diaspora.  相似文献

This paper argues that community studies remain an effective medium for the development of sociological arguments, despite well-known criticisms of the genre. Several features of community studies help to explain the continuing popularity of the approach among researchers and audiences, even though they are at odds with the discipline's supposed 'McDonaldization'. First, community studies have the capability of 'placing' sociological arguments. Secondly, community studies have the capacity to illustrate the meaning of macro-level trends for people's everyday lives. Thirdly, community studies facilitate holistic treatments of the social relations under investigation through their emphasis on context. Fourthly, the community studies format is prized for its accessibility, achieved through a narrative style which plays down conventional researcher/ reader hierarchies without losing analytical sharpness. Recent research monographs and other studies are drawn upon to illustrate these points. They show that while the community studies tradition has necessarily evolved conceptually and methodologically, it has continuing relevance to the sociological enterprise.  相似文献
