The Effectiveness of Immigration Policies   总被引:1,自引:0,他引:1  
This article elaborates a conceptual framework for assessing the character and effectiveness of immigration policies. It argues that, to a considerable extent, the public and academic controversy concerning this issue is spurious because of fuzzy definitions of policy effectiveness, stemming from confusion between (1) policy discourses, (2) policies on paper, (3) policy implementation, and (4) policy impacts. The article distinguishes three policy gaps: the discrepancy between public discourses and policies on paper (discursive gap); the disparity between policies on paper and implemented policies (implementation gap); and the extent to which implemented policies affect migration (efficacy gap). Although implemented policies seem to be the correct yardstick to assess policy effectiveness, in practice the (generally more pronounced) discourses are often used as a benchmark. This can lead to an overestimation of policy failure. Existing empirical studies suggest that policies significantly affect the targeted migration flows, but they crucially fail to assess the relative importance of policies in comparison to other migration determinants, including non‐migration policies, as well as the hypothetical occurrence of unintended categorical, spatial, inter‐temporal, and reverse flow “substitution” effects. Evidence on such effects is still scarce, showing the need for more empirically informed insights about the short‐ and long‐term effects of migration policies.  相似文献

We described the use of pornography in Norway, including how many people have used pornographic magazines, films, and internet sites and to what extent those who watch pornography on the internet also use it as an arena for erotic chatting. The data stem from a survey on sexual behavior among a random sample of 10,000 Norwegians between 18 and 49 years. The response rate was 34%. A total of 82% reported having read pornographic magazines, 84% had seen pornographic films, and 34% had examined pornography on the internet. Statistically significantly more men than women reported use of pornography. There was a 20% difference between men and women in use of magazines and films. Among those exposed to pornography on the internet during the past year, 14% had participated in erotic chatting. Gay/bisexual men and lesbian/bisexual women reported higher use of pornography than straight men and women. Gender was the most significant variable for the prediction of use of pornography. Level of education predicted exposure to pornography on the internet, in magazines, and in films. Younger individuals were more likely to utilize the internet both for viewing pornographic material and for chatting.  相似文献

Although it is commonly believed that the volume, diversity, geographical scope, and overall complexity of international migration have increased as part of globalization processes, this idea has remained largely untested. This article analyzes shifts in global migration patterns between 1960 and 2000 using indices that simultaneously capture changes in the spread, distance, and intensity of migration. While the results challenge the idea that there has been a global increase in volume, diversity, and geographical scope of migration, main migratory shifts have been directional. Migration has globalized from a destination country perspective but hardly from an origin country perspective, with migrants from an increasingly diverse array of non‐European‐origin countries concentrating in a shrinking pool of prime destination countries. The global migration map has thus become more skewed. Rather than refuting the globalization of migration hypothesis, this seems to reflect the asymmetric nature of globalization processes in general.  相似文献

Extant major approaches to states and revolutions privilege the role of state practices and the character of war‐making in shaping modern state‐making in the Third World. Bringing the role of ideology into this analytical landscape of state‐making, this paper advances an alternative claim that ideological practices shape modern state structures and practices as well as the dynamics of political contention between the state and the revolutions. First, I argue that that intra‐movement ideological dynamics within the nationalist movement can have a profound impact on the structure and practices of the state. Using the writings of the party leaders, memoirs and official publications of the Burmese communist party, I maintain that subtle and specific ideological differences amongst the Burmese leftist movements generated organizational splits and internecine conflicts in the nationalist struggle, which exerted profound influences on the structures and practices of the Burmese state Secondly, relative ideological positions of the state and the revolutionary movements play an important role in shaping the dynamics of contention between the state and revolution. For example, an intimate web of ideological affinity between the nascent Burmese state and the Burmese leftist movements shaped the context and content of political contention between the state and these movements in the post‐colonial Burma. To address these issues empirically, the first part of the paper examines the formation and cementation of organizational linkages amongst Burmese leftist nationalists during the anti‐colonial struggle. The second part of the paper addresses specific and subtle ways in which ideological character and practices of the Burmese state and the Burmese Communist party shaped state practices and state structures in modern Burma as well as the dynamics of political contention between the state and the revolutionary movements.  相似文献

The measure of whether a management scenario is capable of establishing regional-scale ecosystem sustainability is the degree to which it recovers the historical characteristics of the regional landscape mosaic. This study examines the ability of alternate management scenarios to recover the defining ecological features of the Everglades and South Florida landscape. Five conceptual scenarios are evaluated for recovering and sustaining the ecological characteristics of the wetland systems in South Florida. First, the regional-scale physical characteristics are identified that created and supported the major organizing and driving forces in the predrainage Everglades and Big Cypress basins. Eight hypotheses are proposed to explain how human-caused modifications to these defining characteristics have been responsible for the substantial level of ecological deterioration that has been documented in South Florida wetlands during the last century. The restoration scenarios are evaluated on their proposed ability to correct the physical and biological problems identified by the hypotheses. Our assessment of the five scenarios shows that all would improve the problems addressed by the eight hypotheses, as all could more effectively move increased volumes of water across broader expanses of contiguous wetlands than do existing management programs. This would result in longer hydroperiods over larger areas, reflecting historical patterns. Two of the scenarios would be successful in increasing flows into Florida Bay and the Gulf coast estuaries because removing internal structures increases the spatial extent of the upstream areas that could be devoted to natural hydropatterns.The benefits of eastern boundary buffer zones include improved flow into the Taylor Slough basin. Using Lake Okeechobee as a site for increased water storage, followed by the addition of eastern buffer zones and portions of the Everglades Agricultural Area, would produce increased flexibility in providing the storage capacity required to meet sustainability goals. Scenarios with maximum areas of buffer not only are more successful in reducing groundwater seepage losses to the east but also are more likely to reduce the level of nutrients and other contaminants entering the natural wetlands.  相似文献

We study the relation between formal incentives and social exchange in organizations where employees work for several managers and reciprocate a manager’s attention with higher effort. To this end we develop a common agency model with two-sided moral hazard. We show that when management attention is not contractible, the first-best can only be achieved by granting autonomy to employees together with incentive pay for both managers and employees. When neither attention nor effort are contractible, an ‘attention race’ arises, as each manager tries to sway the employee’s effort his way. While this may result in too much social exchange, the attention race may also be a blessing because it alleviates managers’ moral-hazard problem in attention provision. Lastly, we show how organizational structure can be used to motivate managers and employees in the absence of formal incentives.  相似文献

ABSTRACT

Waged work is widely seen as a sufficient basis for meeting basic needs, achieving social inclusion and realizing essential social rights. Yet waged work that provides a livable income on reasonably secure terms is rare in ‘developing’ economies and increasingly scarce in ‘developed’ economies. This trend is likely to persist and worsen as the disruptive impacts of economic volatility and climate change intensify and labour market restructuring continues. Aggravating the impact is the diminishing access to livelihood options outside the wage economy. South Africa is an extreme example of this trend, with a very large proportion of the working age population superfluous to the formal economy, high levels of poverty and severe inequality. This paper describes this crisis at the global level and then specifically in South Africa, before considering the option of a universal basic income grant (UBIG). It examines the critiques and the potential merits and risks of such an intervention. To realize its transformative potential, a UBIG would have to be deployed as part of a broad transformation strategy that is led by an active state and driven by a mobilized civil society.  相似文献
