Quantitative risk assessment (QRA) is now regarded as an essential component in the analysis of risks arising from installations classified as major hazards. The purpose of this paper is to discuss the value of the results in decision-making in practical situations. The use made of QRA in three contrasting cases which came to extensive public attention in the U.K. is examined. The first concerned an extension of domestic development near a chemical factory; the second an extension to a large petrochemical complex; and the third to a proposal to build a pressurized water reactor. The two public inquiries concerned with the chemical industry accepted standards of individual risk which were comparable to the risks from everyday accidents; the evidence of societal risk that could arise from major accidents at the petrochemical complex was compared with that of a local natural hazard — flooding. Higher standards of individual safety were set in the inquiry into the PWR proposal, and the definition of societal risk was debated at length. The QRA results were analyzed to show that risks arising from accidents were lower than those from normal operations, but they were used explicitly as a check on the overall safety of the design and of the operational and licensing organization. Such qualitative examination will always be required in addition to QRA. All these inquiries were faced with considerable technical argument. There is a need for the full details of risk calculations to be clear. The usefulness of QRA as an input to decision-making would be much enhanced if the technical points at issue could be clarified outside a formal public inquiry. In addition, there are some technical questions which apply to many installations. There should be better mechanisms of technical debate to achieve a measure of agreement on the optimum methods of calculation in these cases, and some possibilities are explored. 相似文献

Social, academic, emotional functioning and social support of 99 ninth-grade Asian American students were investigated using standardized measures. When compared to 404 ninth-grade Caucasian adolescents who had attended the same school, Asian American students exhibited less delinquent behavior and performed better academically. However, they were significantly more isolated, more depressed and anxious, less apt to be involved in after school activities or seek help for their problems, and internalized their social problems. Also, they had fewer role models and less social support, underscoring the psychosocial and emotional plight of Asian American adolescents and the dire need to establish proactive outreach programs.This work was supported by NIMH grant #MH41569-07. 相似文献

This paper examines the problem of distilling conflicting interpersonal comparisons into a single set of interpersonal comparisons.
The mapping that achieves this has a richer co-domain than all social choice problems (and a richer domain than most social
choice problems). The set of mappings satisfying a mild set of restrictions is very small. If interpersonal comparisons embody
ratio-scale comparability then the mapping is Cobb–Douglas in form; if interpersonal comparisons embody no more than level
and difference comparability then the mapping must be dictatorial and it is impossible to combine different interpersonal
comparisons.

An analysis of the form of the dynastic state known today as the Kingdom of Kandy provides a backdrop for an exploration of the sentiments that directed its resistance to the imperial expansion of the Portuguese, Dutch and British in the period from the 1590s to 1818. Known in its day as Sinhalē, a concept that could embrace the whole island of Lanka, the state and its cakravārti king served as the focus for a Sinhala collective consciousness that was embodied in epic tales, war poems and onomastic folklore, while also being promoted by the sacred topography associated with pilgrimages. These sentiments embraced both the ruling elements and the ordinary people. Within this body of thought, two threads stand out: first, the demonisation of Threatening Others; and, secondly, an associational logic that merges present with past, old enemies with new. This logic is akin to the atidēsa function identified by Ranajit Guha. In its ethnographic specifics among the Sinhalese, it merged the 'vile-cum-fierce Tamils' with the disordering Portuguese, English, et al. All were para rupu , 'alien enemies'. This paper describes the evaluation of a three year Initiative run by the YMCA. The aim of the Initiative was to set up 30 different projects in YMCA centres in England, to provide help and support to the parents of teenagers. The Initiative was evaluated by the Trust for the Study of Adolescence. Funding was agreed for 29 projects, which included group‐based courses, ‘Dads and Lads’ projects, mediation schemes, transition evenings, and families and computing courses. A variety of outcomes from these projects are identified, both for parents, young people, project workers, and the YMCA as an organisation. Key issues and learning points from the Initiative are also identified. Finally, some general comments are made about strategies to provide support to the parents of teenagers.
