This article contributes to the discussion concerning the ways in which network governance and classical-modernist government practices juxtapose and redefine the idea of publicity in planning practices. Through Finnish urban planning cases we ask what kind of publicity is being promoted. We argue that new modes of governing build and employ institutional ambiguity for ‘getting things done’. This provides possibilities to ‘skim the cream’ of the best possible ways of resolving present planning issues. The crucial question is whether the possible positive outcomes give a mandate to the process, even if the process operates in a democratic void.  相似文献

This is a story of my involvement with symbolic interactionism and its influence on my thinking. The process included the following phases or stages: (1) an early foundation from Florian Znaniecki, David Hume, and Adam Smith; (2) participation in “the second Chicago school,” especially with Blumer, Hughes, and colleagues; (3) contact with an expanded circle of symbolic interactionists, working on various theories and concepts in many contexts, often united by the Society for the Study of Symbolic Interaction; (4) attempts at understanding and conceptualizing the interweave of my own work in several areas with my personal experiences; (5) use and development of four basic concepts: social roles, sentiments, identities, and self‐concept.  相似文献

This paper examines participatory arrangements for students with physical disabilities in mainstream education, cooperation between teachers and therapists to ensure that these arrangements are efficient and the organizational prerequisites for such cooperation. The study comprises data obtained from 14 'groups', with each group consisting of a student with physical disabilities aged 9-19 years, their main teacher and the relevant therapists from the local habilitation centre. Data were collected through semi-structured interviews, field observations and a review of relevant documents, including legislation. The results reveal a lack of cooperation between teacher and therapist which results in students with disabilities receiving suboptimal participatory arrangements in school. Differences in the perspectives of the teachers and therapists and in the way they act and perceive their responsibilities were anchored in institutional and societal documents and the distribution of resources. The implications for students with disabilities are discussed.  相似文献

Immigration to Chile is not large (just under 2% of the total population) but has increased in recent years. This study aimed to analyse the socioeconomic status (SES) of immigrants in Chile and compare it with the Chilean‐born, by secondary data analysis of an anonymous nationally representative survey (CASEN, 2006). Immigrants are categorized into Low, Medium and High SES through hierarchical cluster analysis. Around 1 per cent of the total sample are international immigrants; an additional 0.7 per cent did not report their migration status. Self‐reported immigrants show great variability in their SES. Immigrants in the Low SES cluster appeared to be significantly younger than those in Medium and High SES, also more likely to be children, women and belong to an ethnic minority. Immigrants in the Low SES cluster appeared similar to the unemployed, poorest Chilean‐born but are more than eight years younger on average and more likely to be female. Immigrants to Chile are a unique group, with socio‐demographic characteristics that differ significantly from the Chilean‐born population, but there is great heterogeneity and complexity within this group. Cluster analysis provided a meaningful interpretation of the multidimensional concept of SES and allowed the identification of a vulnerable group of Low SES immigrants to Chile.  相似文献

Multivariate longitudinal or clustered data are commonly encountered in clinical trials and toxicological studies. Typically, there is no single standard endpoint to assess the toxicity or efficacy of the compound of interest, but co‐primary endpoints are available to assess the toxic effects or the working of the compound. Modeling the responses jointly is thus appealing to draw overall inferences using all responses and to capture the association among the responses. Non‐Gaussian outcomes are often modeled univariately using exponential family models. To accommodate both the overdispersion and hierarchical structure in the data, Molenberghs et al. A family of generalized linear models for repeated measures with normal and conjugate random effects. Statistical Science 2010; 25:325–347 proposed using two separate sets of random effects. This papers considers a model for multivariate data with hierarchically clustered and overdispersed non‐Gaussian data. Gamma random effect for the over‐dispersion and normal random effects for the clustering in the data are being used. The two outcomes are jointly analyzed by assuming that the normal random effects for both endpoints are correlated. The association structure between the response is analytically derived. Medicaid waiver programs for home- and community-based services (HCBS) have grown rapidly and serve a population at high risk for nursing home (NH) admission. This study utilized the Medicaid Analytic Extract Personal Summary File and the NH Minimum Data Set and tested whether higher levels of per-beneficiary HCBS spending were associated with (1) lower risk of long-term (90+ days) NH admission and (2) higher functional/cognitive impairment at admission for new enrollees in 1915(c) aged or aged and disabled waiver programs. Waiver enrollees in states and counties with higher HCBS spending were found to have lower risk of long-term NH admission and greater functional impairment at NH admission compared to waiver enrollees in states and counties with lower spending. This indicates that higher per-enrollee HCBS spending may enable waiver enrollees to remain in the community until their functional impairment becomes more severe.  相似文献

The education in Brazil is still strongly based on traditional teaching methods that reinforce a passive attitude of the student. Despite the educational guidelines indicate the need for more liberating and interdisciplinary methodologies, there are few actions for change. Within this context, interdisciplinary appears as an important tool to help the creation of a new thinking in education, proposing the connection between the parts of an area of knowledge. In this way leading the student to develop a more critical and reflective thinking about the reality of the community where he lives. Being understood ergonomics as a scientific discipline that looks for the interactions among humans and other elements of a system in order to optimize human well-being and overall system performance, interdisciplinary has become essential in this process. The aim of this study was to discuss the educational foundations of interdisciplinarity and their applicability in the teaching of ergonomics in the context of Brazil.  相似文献

The present work demonstrates, through a case study, the importance of theoretical knowledge in practical application of spatial accessibility in order to guarantee equal conditions for all people in the movement and use of space. Initially there was a literature review on the accessibility of space and how design in a accessible way. Next, we show one makeover proposal in one public school that wants to provide access to people with disabilities. This makeover was done and so we could evaluate the buildings changes through the method of accompanied walk with two people. Finally we present the main results and discussions.  相似文献

In this paper we consider the problem of optimal allocation of a redundant component in the case of series and parallel systems of two components when all the components are dependent. Whereas this problem has been extensively treated for the case of independent components, the case of dependent components has not received too much attention. In this paper we show that for this problem the main tools are the joint stochastic orders introduced by Shanthikumar and Yao (1991).  相似文献
