Another ‘Lost Decade’? Crisis and Structural Adjustment in Europe and Latin America

With the recent economic crisis, conditional lending and mandatory structural reforms arrived in the European Union. Greece and a number of other crisis countries were subjected to a rigorous process of economic adjustment in exchange for emergency credits from the troika (European Commission, European Central Bank, and International Monetary Fund). Conditionality and structural adjustment were first tested in Latin America. This article compares the European adjustment programmes with the structural reforms introduced in Latin American countries several decades earlier. By doing so, the article reveals strong parallels in spite of the fact that the initial adjustment programmes are rarely considered a success story and that the neoliberal ideology which inspired the related reforms is widely made responsible for the recent crisis. The fact that there are differences in the adjustment programmes is not the result of a re-think of the neoliberal agenda, but of the specific dynamics of European integration and of pragmatic responses to financial threats. However, the article also shows parallels in the outcome of structural adjustment. Some European crisis countries face a ‘lost decade’ quite similar to the one experienced in Latin America in the 1980s.     

Spatio-temporal statistical analysis of the carbon budget of the terrestrial ecosystem

The Net Ecosystem Exchange describes the net carbon dioxide flux between an ecosystem and the atmosphere and is a key quantity in climate change studies and in political negotiations. This paper provides a spatio-temporal statistical framework, which is able to infer the Net Ecosystem Exchange from remotely-sensed carbon dioxide ground concentrations together with data on the Normalized Difference Vegetation Index, the Gross Primary Production and the land cover classification. The model is based on spatial and temporal latent random effects, that act as space–time varying coefficients, which allows for a flexible modeling of the spatio-temporal auto- and cross-correlation structure. The intra- and inter-annual variations of the Net Ecosystem Exchange are evaluated and dynamic maps are provided on a nearly global grid and in intervals of 16 days.

According to Kohlberg our moral judgment develops in an irreversible sequence of 6 stages. Starting on a level where moral problems are perceived from an egocentric point of view until an increasingly broader and more integrated perspective replaces the initially more restricted one. By using a vignette design on the background of this theory euthanasia was selected as an example to investigate to what extent arguments can morally justify a decision. In order to judge which arguments are adequate and which are less adequate cognitive competence is required. A central task of the education system is to increase this competence. Therefore it is assumed that the impact of different arguments depends above all on the level of education. All in all, the empirical analyses reported in this article do not confirm these hypotheses. In methodological respect the analyses go beyond earlier research since a recently developed multi level procedure is used. This allows an estimate of the intra-individual answer behavior of respondents and inter-individual differences between respondents simultaneously.

Abstract

Hypogonadism or Testosterone Deficiency (TD) in adult men as defined by low levels of serum testosterone accompanied by characteristic symptoms and/or signs as detailed further on can be found in long-recognized clinical entities such as Klinefelter syndrome, Kallmann syndrome, pituitary or testicular disorders, as well as in men with idiopathic, metabolic or iatrogenic conditions that result in testosterone deficiency. These recommendations do not encompass the full range of pathologies leading to hypogonadism (testosterone deficiency), but instead focus on the clinical spectrum of hypogonadism related to metabolic and idiopathic disorders that contribute to the majority of cases that occur in adult men.

Signaling the Strategic Value of Knowledge

Firms competing primarily on knowledge resources face problems in informing relevant external stakeholders about the value of that knowledge without losing its value. This knowledge may be transferred to stakeholders only at great expense, or that transfer of knowledge to stakeholders may simultaneously promote its transfer to competitors. By conceptualizing firms and the environments within which they compete to differ in levels of uncertainty, this paper develops a framework to examine signaling mechanisms firms can use to effectively signal the value of their knowledge to two key stakeholder groups, the capital and labor markets, while avoiding associated transfer problems.
