Integrated water resources management is one of the major bottom-up alternatives that emerged during the 1980s in North America as part of the trend towards more holistic and participatory styles of environmental governance. It aims to protect surface and groundwater resources by focusing on the integrated and collaborative management of land and water resources and interests on a watershed basis. In this paper, we draw on the policy network perspective on governance to shed light on the strengths and weaknesses of watershed-based processes of collaboration and integration for water quality protection in agricultural areas. The policy network perspective focuses on the interaction of actors, institutions and ideas within and among policy sectors to capture the intricacies of the policy process in increasingly complex and fragmented societies. Empirically, this study is based on the analysis of agro-environmental strategies for water quality protection in the Province of Ontario over the last 15 years. The contamination of a rural municipal well in Ontario in 2000, with its tragic consequences, translated into an ongoing pluralistic debate and strong attempts to fundamentally change the provincial policy style for addressing drinking water threats, especially agricultural pollution. Based on our analysis, we suggest that meaningful scales for collaboration and integration of land and water resources and interests at the local level, from the point of view of Ontario's agricultural policy network, do not currently include the watershed. We conclude that, instead of forcing watershed-based governance structures, the exploration and examination of more creative and flexible ways of linking watershed imperatives to existing socially and politically meaningful scales in agricultural areas of Ontario and elsewhere is warranted. 相似文献

Analysis of oversight systems is often conducted from a single disciplinary perspective and by using a limited set of criteria for evaluation. In this article, we develop an approach that blends risk analysis, social science, public administration, legal, public policy, and ethical perspectives to develop a broad set of criteria for assessing oversight systems. Multiple methods, including historical analysis, expert elicitation, and behavioral consensus, were employed to develop multidisciplinary criteria for evaluating oversight of emerging technologies. Sixty‐six initial criteria were identified from extensive literature reviews and input from our Working Group. Criteria were placed in four categories reflecting the development, attributes, evolution, and outcomes of oversight systems. Expert elicitation, consensus methods, and multidisciplinary review of the literature were used to refine a condensed, operative set of criteria. Twenty‐eight criteria resulted spanning four categories: seven development criteria, 15 attribute criteria, five outcome criteria, and one evolution criterion. These criteria illuminate how oversight systems develop, operate, change, and affect society. We term our approach “integrated oversight assessment” and propose its use as a tool for analyzing relationships among features, outcomes, and tradeoffs of oversight systems. Comparisons among historical case studies of oversight using a consistent set of criteria should result in defensible and evidence‐supported lessons to guide the development of oversight systems for emerging technologies, such as nanotechnology. 相似文献

Recent studies report that economic inequality is associated with reduced government expenditures on social programs. Several prominent social scientists, including Putman (Putnam, R., 2000. Bowling Alone. Simon and Schuster, New York), attribute this to the detrimental “psychosocial effects” of group heterogeneity on cooperation. We test the hypothesis that inequality within a group reduces individual contributions in a public goods experiment. Unlike previous examinations of inequality and public good provision, we introduce inequality by manipulating the levels and distributions of fixed payments given to subjects. When made salient through public information about each individual's standing within the group, inequality reduces contributions to the public good for all group members. 相似文献

This study examines the lived experiences of a group of homeless women, with particular attention to their “sexualization” and how this frames their interpretations of and responses to their homelessness. A symbolic interactionist approach locates the social construction of femininity with its emphasis on sexualized embodiment within larger structural conditions of gender inequality. The impact of these structural conditions intersects with homelessness for the participants in this study. In‐depth interviews at a homeless shelter reveal the early sexualization that degraded and violated the women, eroding their self‐worth as young girls and, later, as adults. These circumstances shaped their gendered fears and vulnerabilities and influenced the context of their survival. 相似文献

We report on an ethnographic study of three emerging scenes in which Latino music is produced, performed, experienced, and celebrated in Houston, Texas: rock en Espanol, gay Latino dance music, and professional soccer supporters' music. Music is an important feature of Latino culture, since it informs migration, citizenship, spirituality, and other aspects of the contemporary Latino experience. Three interactionist concepts inform this study. The concept of scene directs our attention to the comprehensive social worlds driven by Latino music. The concept of idioculture directs our attention to the ways audience members experience Latino music within everyday life small groups. The concept of place directs our attention to how Latino music creates new locations to anchor the self in reference to country of origin, present music communities, or possible symbolic locations such as America or La Raza. This paper reports on the experiences of 47 young disabled artists and the interaction between disability, impairment and the arts in their educational and career pathways. The artists were finalists in the VSA arts/Volkswagen of America Inc. Program, an arts‐based program intended to showcase the talents and accomplishments of young disabled artists aged 16–25. A few artists found their impairment to be a barrier to making art. Many, however, did not think their impairment affected their ability to make art, and a few thought it actually enhanced their artistic ability. These finalists often cited art as a tool for overcoming impairment‐related, disability‐related and other barriers. In this paper we identify effective strategies that these young artists used to further their arts careers. It concludes with a discussion of the implications of the findings and provides recommendations to support young disabled artists in their educational and career efforts. 相似文献

The issue of race has long cast a shadow on the founding mythology of the United States, but today some scholars argue race is declining in significance, as evidenced by the rise of interracial unions and the fact that the offspring of such unions can now officially acknowledge their mixed-race backgrounds. However, the sizeable growth of the Asian and Latino populations in the United States through immigration complicates the issue. Seemingly neither black nor white, the new immigrants are generating increased diversity and raising questions about whether today's color line replicates the old Black–White demarcation. The research results introduced in this article suggest the contemporary color line in the United States more reflects a Black/non-Black division than a White/non-White one. 相似文献
