This is an evaluative study on the delivery of devolved programs in health, agriculture and social welfare. It aimed to identify the major devolved programs/projects implemented by the LGU of Columbio, Sultan Kudarat; the responsiveness of the actual delivery of devolve services in terms of human resources, facilities and fund allocation; the status of devolve services implemented if it was effective and efficient; and the inadequacies encountered. The “expose facto” method of research was used. There were 49 implementers and 132 beneficiaries of the various devolved programs. There were 181 total respondents. A four-part questionnaire was constructed and the gathered data were supplemented by information extracted through interviews with Key Informants, Focus Group Discussions and document analysis. There were three departments implementing the devolved social services programs such as the Municipal Health Office with 6 devolved health programs; the Municipal Agriculturist Office with 6 devolved agricultural projects; and the Municipal Social Welfare and Development Office with 7 devolved social welfare programs. The respondents rated the implementation of devolve services in health, agriculture and social welfare programs between rank 5 to 9 for the aspects of human resources, facilities and fund allocations. The respondents assessed the implementation of devolved programs as Very Efficient and Most Responsive programs to the needs of the people specially the children, youths and women. The study also found some inadequacies observed during the implementation of devolved social services programs which were Agreed by the majority of the respondents. These findings implied that the implementation of various devolved social services for several years has made a significant difference in the lives of the people of the Municipality of Columbio, Sultan Kudarat, the Local Government of Columbio and program implementers with their commitment and solidarity to serve the people especially the marginalized is a manifestation of their unselfish dedication to uplift the socio-economic condition and well-being of the people. The precautionary principle calls on decisionmakers to take preventive action in light of evidence indicating that there is a potential for harm to public health and the environment, even though the nature and magnitude of harm are not fully understood scientifically. Critics of the precautionary principle frequently argue that unbridled application of the principle leads to unintended damage to health and ecosystems (risk tradeoffs) and that precautious decision making leaves us vulnerable to "false-positive" risks that divert resources away from "real risks." The 1991 cholera epidemic in Peru is often cited as an example of these pitfalls of the precautionary principle. It has been mistakenly argued that application of the precautionary principle caused decisionmakers to stop chlorinating the water supply due to the risks of disinfection byproducts (DBPs), resulting in the epidemic. Through analyses of investigations conducted in the cities of Iquitos and Trujillo, Peru, literature review, and interviews with leading Peruvian infectious disease researchers, we determined that the epidemic was caused by a much more complex set of circumstances, including poor sanitation conditions, poor separation of water and waste streams, and inadequate water treatment and distribution systems. The evidence indicates that no decision was made to stop chlorinating on the basis of DBP concerns and that concerns raised about DBPs masked more important factors limiting expansion of chlorination. In fact, outside of Peru's capital Lima, chlorination of drinking water supplies at the time of the epidemic was limited at best. We conclude that the Peruvian cholera epidemic was not caused by a failure of precaution but rather by an inadequate public health infrastructure unable to control a known risk: that of microbial contamination of water supplies. 相似文献

For the most part, strategy, entrepreneurship, and innovation have been researched and practiced from a representational position. In this paper, we make a case for taking a performative turn. Strategists, entrepreneurs, and intrapreneurs are embedded-embodied actors who engage in material-discursive practices in their attempts at constituting phenomena. Overflows, which are inevitable given dispersion of agency, give rise to matters of concern for multiple stakeholder groups. Settlements between stakeholders are temporary, as phenomena will be de-constituted when constitutive arrangements change. Consequently, the projects and initiatives that strategists, entrepreneurs, and intrapreneurs undertake are best seen as ongoing journeys. 相似文献

This article examines the production of crime and justice field experiments during the 1990s. Data were collected on the characteristics of criminological experiments funded by the National Institute of Justice (NIJ), the principal research agency of the U.S. Department of Justice, during the 10-year period from 1991 through 2000. The analyses find that, whereas the funds available for research and evaluation at the NIJ increased during this period, the number of projects and the amount of funds awarded supporting field experiments declined. The article describes the characteristics of the experiments funded and assesses the extent to which the reduced support can be attributed to the characteristics of NIJ research funding, research topics, researchers, or criminal justice operational agencies. 相似文献

Uncertainty and Variability in Health-Related Damages from Coal-Fired Power Plants in the United States 总被引:1,自引:0,他引:1
The health‐related damages associated with emissions from coal‐fired power plants can vary greatly across facilities as a function of plant, site, and population characteristics, but the degree of variability and the contributing factors have not been formally evaluated. In this study, we modeled the monetized damages associated with 407 coal‐fired power plants in the United States, focusing on premature mortality from fine particulate matter (PM2.5). We applied a reduced‐form chemistry‐transport model accounting for primary PM2.5 emissions and the influence of sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions on secondary particulate formation. Outputs were linked with a concentration‐response function for PM2.5‐related mortality that incorporated nonlinearities and model uncertainty. We valued mortality with a value of statistical life approach, characterizing and propagating uncertainties in all model elements. At the median of the plant‐specific uncertainty distributions, damages across plants ranged from $30,000 to $500,000 per ton of PM2.5, $6,000 to $50,000 per ton of SO2, $500 to $15,000 per ton of NOx, and $0.02 to $1.57 per kilowatt‐hour of electricity generated. Variability in damages per ton of emissions was almost entirely explained by population exposure per unit emissions (intake fraction), which itself was related to atmospheric conditions and the population size at various distances from the power plant. Variability in damages per kilowatt‐hour was highly correlated with SO2 emissions, related to fuel and control technology characteristics, but was also correlated with atmospheric conditions and population size at various distances. This experimental study assesses the effect of two survey methods,telephone audio computer-assisted self-interviewing (T-ACASI)and computer-assisted telephone interviewing (CATI), on self-reportsof smoking behavior and smoking susceptibility among adolescents1217 years of age in California. In T-ACASI, participantslisten to prerecorded, computer-controlled questions and respondby pressing the keypad on a touch-tone telephone. In CATI, interviewersadminister the questions and enter responses into a computer.Prior research suggests that youth may be more likely to reportsensitive behaviors in a self-administered survey like T-ACASIcompared to an interviewer-administered survey like CATI, dueto greater perceived confidentiality. Logistic regression analyseswere conducted on unweighted data, controlling for demographicdifferences. Adjusted estimates of current smoking (past 30days) were significantly greater in T-ACASI (8.3 percent) thanCATI (4.5 percent). Smoking susceptibility (i.e., lack of afirm commitment not to smoke among those who have never smoked)was also greater in T-ACASI (45.0 percent) than CATI (34.9 percent).In both surveys, social desirability response bias was negativelyassociated with smoking, which suggests that response bias wasproblematic for both modes. Many respondents reported that aparent was present during the interview (59.4 percent in CATI;42.0 percent in T-ACASI). In both surveys, parental presencewas negatively associated with smoking, which suggests thatthis factor could also contribute to underreporting. Applicationof sample weights to the data eliminated the survey mode effects;however, the CATI current smoking estimate (9.3 percent) fromthis study was significantly less than an estimate (14.2 percent)obtained from a self-administered, school-based survey conductedthe same year on California adolescents. 相似文献

In the 1920s and 30s, mass conversion movements to “Russian” Orthodoxy emerged among Greek Catholics in Czechoslovakia and Poland, comprising a new chapter in a continuing saga of conversion which began in the late nineteenth century, in what was then Austria–Hungary. Pre-1914 conversion movements arose in large part due to transatlantic migration – especially return migration – between Austria–Hungary and the Americas. Americanists have generally treated the 1920s and 30s as the era when transnational migration’s impact waned owing to US immigration restrictions, while East Europeanists have minimized or ignored the impact of transnational migration upon East European regions. Interwar Catholic-to-Orthodox conversions, however, are not merely attributable to historical legacy: transatlantic migration continued to influence the dynamics of conversion as an active, contemporary force. As had been true prior to World War I, returning migrants and their families comprised the most significant constituency of the movements after the war; migrants remaining in the Americas supported the East European movements with economic and social remittances, and activists on either side of the Orthodox/Catholic divide treated the conversions as transnational phenomena.
