Changing the default setting for information privacy protection: What and whose personal information can be better protected?

With Internet service providers (ISPs) increasingly demanding personal information to develop personalized services, people have become more vulnerable to privacy infringement. As a way to protect individuals’ privacy, industrialized countries have implemented a “notice-and-consent” requirement, meaning an ISP must obtain users’ consent to collect personal information in the course of the ISP's business. Drawing on prospect theory and earlier work on information privacy and behavioral science, in this study, we administered an online survey experiment to test whether the giving of consent differs between ‘opt-in’ and ‘opt-out’ frames. The framing effect was found to be moderated by personal information type, people's attitudes toward privacy, and people's privacy infringement experience. The results indicate that the opt-in frame better protects users’ information privacy, and the framing effect is magnified when the targeted information concerns online activities, when users have weakly held privacy attitudes, and when users have less experience of privacy infringement.     

Exact Tests for 2 × 2 Contingency Tables

Fisher's exact test, difference in proportions, log odds ratio, Pearson's chi-squared, and likelihood ratio are compared as test statistics for testing independence of two dichotomous factors when the associated p values are computed by using the conditional distribution given the marginals. The statistics listed above that can be used for a one-sided alternative give identical p values. For a two-sided alternative, many of the above statistics lead to different p values. The p values are shown to differ only by which tables in the opposite tail from the observed table are considered more extreme than the observed table.     

Sponsored day care in a changing world

Sponsored day care is the term generally used to describe the purchase of places by local authorities in independent day care services (such as childminders, nurseries and playgroups) for children in need. This paper considers the development and operation of sponsored day care services in 12 English local authorities, in the context of current policy developments within early childhood services. It suggests that provision for children in need is in danger of being marginalised by the current focus on early education and child care for working parents, and highlights the importance of developing services for children in need within an overall strategy for children's services. Informing ourselves about early childhood services

Using a range of examples, the paper argues that there is an information deficit concerning early childhood services; even on the most basic issues, there is either no information or such information as does exists is unreliable, limited or outdated. This matters because information is a necessary condition for good policy, for open and democratic decision making and for giving visibility to young children. The article concludes by considering how an adequate information system might be developed based on annual returns from individual services and regular surveys of households with children.     

Understanding Violence in the School: Moral and Psychological Factors

Since violence was declared a health issue in the 1980s, the literature on violence has identified psychological and psychosocial factors which place youth at risk for violent behaviors. This paper reviews the psychological literature on violent youth, the impact of violence on youth predisposing them to violent behavior, including an exploration into parenting styles and the social climate of some schools in which violence is occurring. Preventative strategies involving primary, secondary and tertiary interventions to combat school violence and youth violence, in general, are considered.
