The Second General Conference of the UNIDO held in Lima in 1975 declared that the share of developing countries in total world industrial production should reach 25% by the year 2000. The model presented in this article has been constructed in order to investigate whether this target is consistent with other more generally accepted goals of development and is feasible within the area of production and trade possibilities.The model is a dynamic, multisectoral, multiregional input-output model. It focuses on the impacts and mutual consistency of targets of growth, regional income distribution, industrialization, consumption levels, and trade. In the empirical application three periods, three regions, and nine sectors have been distinguished to produce intersectorally, interregionally, and intertemporally consistent accounts for the main variables. Since the study is concerned with the maximum possible growth of industrial output of the developing countries, a linear programming approach has been used.The report is organized as follows. After an introduction, the second section describes the mathematical model. The third section contains a detailed explanation of the data basis and of the assumptions made to stimulate the model. The numerical results of the model are discussed in the fourth section, and the main conclusions are given in the fifth. 相似文献

This article examines the involvement of ministries of health in making health service coverage decisions in Denmark, England, France and Germany. The study aims to inform debate in England about the feasibility of reducing perceived ministerial and bureaucratic ‘interference’ in decisions affecting the National Health Service, based on interviews with senior government officials and other health system stakeholders. Ministries of health differ in their involvement in health system governance and coverage decisions (‘the benefits package’), reflecting differences in institutional arrangements. In all four countries, organizations at arm's length or independent from government are either involved in providing technical advice to the ministry of health or have been mandated to take these decisions themselves. However, ministries of health occasionally intervene in the decision‐making process or ignore the advice of these organizations. The Department of Health in England is not an aberrant case, at least in relation to coverage decisions. Indeed, ministries of health in Denmark and France play a larger role in making these decisions. Public pressure, often amplified by the media, is a shared reason for ministerial and ministry involvement in all four countries. This dynamic may thus limit the feasibility of attempts to further separate the NHS from both the Department of Health and wider political pressures. 相似文献

We consider the problem of allocating a list of indivisible goods and some amount of an infinitely divisible good among agents
with equal rights on these resources, and investigate the implications of the following requirement on allocation rules: when
the preferences of some of the agents change, all agents whose preferences are fixed should (weakly) gain, or they should
all (weakly) lose. This condition is an application of a general principle of solidarity discussed in Thomson (1990b) under
the name “replacement principle”. We look for selections from the no-envy solution satisfying this property. We show that
in the general case, when the number of objects is arbitrary, there is no such selection. However, in the one-object case
(a single prize), up to Pareto-indifference, there is only one selection from the no-envy solution satisfying the property.
Such a solution always selects an envy-free allocation at which the winner of the prize is indifferent between his bundle
and the losers’ common bundle.

Traditionally adulthood and citizenship have been synonymous. Yet adulthood is changing. In this paper we explore how young people's evolving understandings of adulthood may contribute towards an understanding of citizenship within the broader context of increasingly extended and fragmented transitions. The paper draws on a unique qualitative longitudinal data set in which 100 young people, from contrasting social backgrounds in the United Kingdom, have been followed over a five‐year period using repeat biographical interviews. We present first the themes that emerged from a cross‐cut analysis of the first of three rounds of interviews distinguishing between relational and individualised understandings of adulthood. We then present a model we developed to capture the ways that young people sought out opportunities for competence and recognition in different fields of their lives. Finally a case study that follows a young woman through her three interviews illustrates how these themes can appear in an individual trajectory. We offer the model and case study as a way of exploring a more subjective approach to citizenship in which participation is not deferred to some distant future in which economic independence is achieved, but is understood as constantly constructed in the present. 相似文献

Since the implementation of economic reforms in 1986, levels of urbanization, industrialization, and women's labour force participation have increased in Vietnam. This article focuses on the experiences of parents in Vietnam and how labour and social conditions affect their ability to work and exit poverty while caring for their children's health and development. We interviewed a sample of 147 parents in Ho Chi Minh City using in-depth, semi-structured questionnaires. Sixty-three percent of parents had faced loss of income or promotions or had difficulty retaining jobs because they had to care for children. Fifty-eight percent of parents lost income while caring for their sick children because they had to take unpaid leave from work to care for their children or because they had to decrease productivity if they were able to continue working. Fifty percent of parents with school-age children experienced barriers to helping with homework, to attending meetings, or to participating in other aspects of their children's education. The aftermath of the Vietnamese – American War affected parents through loss of extended family members, limiting access to a major traditional source of support. The war had affected other parents by preventing them from completing their education, which left them with job choices that offer little or no work benefits. Although Vietnam has made significant progress in providing early childhood care and education and legislating labour laws, working families’ experiences demonstrate the need to ensure that paid leave and work flexibility policies are available and implemented in all work sectors and to expand affordable, quality child care in order to help low-income working parents in Vietnam meet work demands and exit poverty while meeting their children's needs. 相似文献

We adapt the frame-alignment perspective in order to demonstrate how institutional framing shapes media coverage of a toxic crisis. This framing activity is described as a new approach to managing public responses to contamination that differs from the approach characterizing contamination episodes at Love Canal and Woburn, MA. Our analysis focuses on the process by which actors responsible for managing toxic crises carefully construct and manage a coordinated risk frame. We refer to this as institutional framing and illustrate how it shapes media framing of a toxic event. We conclude by proposing further research to identify the causal relationship between institutional framing and the absence of mobilization. 相似文献

Poverty data rarely capture processes of change, limiting our ability to understand poverty trajectories at the individual or household levels. This article uses a household survey, village‐level participatory studies and indepth life‐history interviews to examine people's poverty trajectories and to identify what drives and maintains chronic poverty. Composite shocks can propel previously non‐poor households into severe and long‐term poverty. Poverty is hard to escape, and people born into chronically poor households find few opportunities for accumulation and wealth creation. The analysis highlights the importance of poverty interrupters, including the end of conflict and the re‐integration of internally displaced people, and suggests that state‐led interventions would be needed to provide real opportunities to the chronically poor. 相似文献

This article is derived from survey data obtained from a structured sample of 450 MBA graduates and is part of a wider programme of research investigating the current state of management development in Britain. The intention is to analyse the determinants of the amount, the methods and the impact of management development systems in UK organizations and to assess these findings in relation to a comparable analysis of HRD managers. Both the amount and the variety of management development methods are greater than has been previously reported and, for the HRD sample, the impact of this activity is broadly positive. While agreeing on the amount, MBA managers are less enthusiastic about the availability and effectiveness of management development they have experienced. Overall, the management development policy choices made by organizations are consistently the most influential in determining outcomes, and the implications for this are discussed. 相似文献
