Summary. This paper analyses levels of low literacy across 12 countries by using the International Adult Literacy Survey. We go beyond existing work that only looks at the proportions below certain critical levels of literacy. Using methods developed for the measurement of poverty we calculate measures of literacy that are sensitive to the distribution of literacy within those defined as illiterate. This reveals a different pattern of the extent of literacy problems across countries and within some populations. These measures should be useful to policy makers who need to allocate resources to alleviate low literacy and numeracy. 相似文献

The field of behavioral health is facing a national crisis surrounding its workforce. Critical issues include problems in recruitment and retention and a serious lack of relevant preparation for work in mental health settings. This article identifies the challenges inherent in providing effective education and training to mental health staff who hold a bachelor's degree or less formal education. Key theories, concepts, and general principles of critical importance to all staff expected to work in a redesigned or transformed mental health system are described. Best and promising practices are contrasted with current practices, and specific recommendations including core concepts and competencies are listed, leading to the development of a training curricula targeted to meet these needs. 相似文献

OBJECTIVE: The authors tested a prototype intervention designed to deter alcohol use in residence halls. PARTICIPANTS: Approximately 384 freshmen participated in the study over a 2-year period. METHODS: The authors devised a feedback method that assessed residents' blood alcohol concentration (BAC) at night and allowed the readings to be retrieved the next day via the Web. Residents in an intervention hall received their BAC readings as well as normative feedback. In a comparison hall, residents could retrieve only the BAC readings. RESULTS: The authors found statistically significant hall differences, but they were small in size and not meaningful. CONCLUSIONS: Qualitative findings suggest the intervention had an overall positive impact, but the actions of a subgroup of rebellious drinkers might have obscured the effect. Social norms interventions could provoke some episodes of excessive drinking in students who find these messages objectionable. More research is needed to evaluate delayed BAC feedback. 相似文献

OBJECTIVE: To assess Internet use, abuse, and dependence. PARTICIPANTS: 411 undergraduate students. RESULTS: Ninety percent of participants reported daily Internet use. Approximately half of the sample met criteria for Internet abuse, and one-quarter met criteria for Internet dependence. Men and women did not differ on the mean amount of time accessing the Internet each day; however, the reasons for accessing the Internet differed between the 2 groups. Depression was correlated with more frequent use of the Internet to meet people, socially experiment, and participate in chat rooms, and with less frequent face-to-face socialization. In addition, individuals meeting criteria for Internet abuse and dependence endorsed more depressive symptoms, more time online, and less face-to-face socialization than did those not meeting the criteria. CONCLUSIONS: Mental health and student affairs professionals should be alert to the problems associated with Internet overuse, especially as computers become an integral part of college life. 相似文献

Internal migration is a salient dimension of adulthood in Haiti, particularly among women. Despite the high prevalence of migration in Haiti, it remains unknown whether Haitian women’s diverse patterns of migration influence their children’s health and survival. In this paper, we introduce the concept of lateral (i.e., rural-to-rural, urban-to-urban) versus nonlateral (i.e., rural-to-urban, urban-to-rural) migration to describe how some patterns of mothers’ internal migration may be associated with particularly high mortality among children. We use the 2006 Haitian Demographic and Health Survey to estimate a series of discrete-time hazard models among 7,409 rural children and 3,864 urban children. We find that compared with their peers with nonmigrant mothers, children born to lateral migrants generally experience lower mortality, whereas those born to nonlateral migrants generally experience higher mortality. Although there are important distinctions across Haiti’s rural and urban contexts, these associations remain net of socioeconomic factors, suggesting they are not entirely attributable to migrant selection. Considering the timing of maternal migration uncovers even more variation in the child health implications of maternal migration; however, the results counter the standard disruption and adaptation perspective. Although future work is needed to identify the processes underlying the differential risk of child mortality across lateral versus nonlateral migrants, the study demonstrates that looking beyond rural-to-urban migration and considering the timing of maternal migration can provide a fuller, more complex understanding of migration’s association with child health. 相似文献

The US has taken an active role in formulating drugs policy for over a century, and thus much debate on how best to control drug use occurs in that country. Though most Americans support keeping drugs illegal, voices for changing the specifics of how prohibition is administered have grown louder and more effective in the past ten years—witness the recent success on the state and local level for rolling back restrictions on medical cannabis or punitive state mandatory minimum penalties (i.e. Rockefeller drug laws). Expectedly, these successful reforms have happened with the support of voters in those particular states and localities where reforms have been introduced. On the federal level, the accusation of racism has become a familiar cry among anti‐prohibitionists, who argue that cocaine laws, in particular, disproportionately affect African‐Americans and contribute to racial division. The federal government makes a great distinction in sentencing between powder cocaine, usually snorted, and crack cocaine, which is smoked. A person caught in possession of five grams of crack gets an automatic mandatory minimum sentence of five years in prison. Possessing cocaine in its powder form does not carry a mandatory minimum. Additionally, these laws are the target of much debate because, for trafficking in the drug, it takes 100 times more powder cocaine than crack to trigger the same mandatory minimum penalty (the so‐called “100 to 1 quantity ratio”). I will argue that repealing the mandatory minimum sentence for crack is both justified based on the evidence and politically viable. Although the number of people affected by this law every year is minuscule, African‐Americans are undoubtedly disproportionately affected by the penalty. Eliminating the provision should not be expected to have a deleterious effect on crime or drug control efforts, and would instead have a positive effect in reinvigorating faith in the criminal justice system and in promoting positive race relations. Very importantly, it is a politically realistic reform for making prohibition work better. Erasing or dramatically changing the more controversial 100 to 1 quantity ratio—though affecting far more people than the mandatory minimum for crack possession—may or may not justify itself based on the evidence. In recent years much attention has been paid to research into the value and effectiveness of pre-sentence reports and this has contributed to the emergence of the concept of "quality assurance". This encompasses the practice of monitoring reports for "quality" and "effectiveness" and the assumption that there is a positive association between these two factors. In other words, higher quality will normally be associated with a higher level of agreement or concordance between report recommendation and sentencing outcome. Using evidence gained from a sample of pre-sentence reports from a busy magistrates' court in the south-west of England, the authors' three main findings show that this is not the case. First, contrary to expectation, there was little or no relationship between quality of report and concordance rate for the whole sample of pre-sentence reports. Second, whilst there was some relationship between quality of report and concordance for those reports which proposed community sentences, this was not significant. Finally, whilst report writers were generally in favour of quality assurance systems, they did not have any universal definition of "quality" in relation to pre-sentence reports. As a result of these findings the authors question existing practice and make several suggestions for improvement, including the replacement of pre-sentence reports with a new personal social enquiry report and an alternative model of quality assurance based on models from social science. Finally, several key recommendations are identified as essential in order to safeguard the crucial role of the Probation Service as adviser to sentencers. 相似文献
