Rural small firms’ use of the internet: From global to local 总被引:2,自引:0,他引:2
Reporting on a study of internet portals in rural Scotland, the paper examines the discrepancy between the much theorised use of the internet to afford external market reach to small rural firms, and the consistent and prevailing evidence that the rural economy is sustained by locally-oriented trade. The study combines data from portal operators and rural firms that use portals and finds from both that greater importance is placed on maintaining local interest to facilitate local trade than fostering external market orientation. However, both suppliers and users of portals identify that local orientation of the portal also increases the effectiveness of externally-oriented marketing. Thus, rather than a focus on attracting external markets, a balance of local and external orientation is best placed to foster value-adding business activity. From a theoretical perspective the importance of the local when applied to rural small firms’ internet use is largely neglected, but its importance, as observed in the current study, suggests a rationale for developing theory that better explains the role of the internet for rural firms. 相似文献

Using the critical incident (CI) technique, concrete examples of effective and ineffective managerial behaviour (CIs) were collected from managers and non-managerial employees within private and public sector organizations situated in the north and southeast regions of Mexico. The CIs were content analysed using open, axial and selective coding to identify a smaller number of thematic categories. A total of 38 ‘manager’ and 35 ‘non-managerial employee’ behavioural categories were identified respectively, of which 82.19% (n = 60) were found to be either convergent or polar opposite in meaning. The findings suggest that what behaviourally differentiates effective managers from ineffective managers is perceived, described and defined by Mexican managers and non-managerial employees in much the same way. The study provides new insights on the issue of perceived managerial and leadership effectiveness in Mexico and is a rare example of indigenous managerial behaviour research in a non-Anglo country. 相似文献

This article analyses four cases of governance in Italian local welfare systems. Following Law 328/2000, the design and management of the social services system in Italy involve different public responsibility levels, mainly regional and municipal. In order to manage social policies, Italian municipalities have to join in new inter‐municipal groupings called ‘Piani di Zona’ (Area Plans). Moreover, the law provides for engaging in these Plans even local third‐sector organizations and citizens. The article attempts to highlight the implications of this complex system that is leading local authorities to open new governance arenas. We hereby present the results of a research project on two Piani di Zona in the Region of Lombardy (Northern Italy) and on two in the Region of Campania (Southern Italy), carried out by means of institutional analysis. We particularly focus on the dynamics of participation triggered by the Piani di Zona. Our hypothesis is that the role of public administration is a fundamental variable to understand the different ways of participating. Maintaining the performance of infrastructure-dependent systems in the face of surprises and unknowable risks is a grand challenge. Addressing this issue requires a better understanding of enabling conditions or principles that promote system resilience in a universal way. In this study, a set of such principles is interpreted as a group of interrelated conditions or organizational qualities that, taken together, engender system resilience. The field of resilience engineering identifies basic system or organizational qualities (e.g., abilities for learning) that are associated with enhanced general resilience and has packaged them into a set of principles that should be fostered. However, supporting conditions that give rise to such first-order system qualities remain elusive in the field. An integrative understanding of how such conditions co-occur and fit together to bring about resilience, therefore, has been less clear. This article contributes to addressing this gap by identifying a potentially more comprehensive set of principles for building general resilience in infrastructure-dependent systems. In approaching this aim, we organize scattered notions from across the literature. To reflect the partly self-organizing nature of infrastructure-dependent systems, we compare and synthesize two lines of research on resilience: resilience engineering and social-ecological system resilience. Although some of the principles discussed within the two fields overlap, there are some nuanced differences. By comparing and synthesizing the knowledge developed in them, we recommend an updated set of resilience-enhancing principles for infrastructure-dependent systems.
