Neoliberalism,Individualisation and Community: Regional Restructuring in Australia

Since the early 1980s, Australian governments have embraced neoliberal policies as a means of improving the nation's global economic competitiveness. The impacts of such policies in regional areas have been quite profound, leading to socio-economic polarisation, population loss, and the growth of anti-globalisation sentiments. In this paper, we examine the process of regional restructuring that arises from this trajectory in Australia, and examine current policy responses to change under the neoliberal regime. We argue that while many such responses are individualistic, and based upon policies of personal responsibility, self-advancement and entrepreneurship, others are imbued with the language of community, social capital and collective action. The existence of individualism and community within the same policy agenda may appear contradictory, yet it is suggested that neoliberalism brings together these two opposing discourses through a process of what Nikolas Rose calls ‘governing through community’. We explore how neoliberalism underpins community approaches to regional development in Australia, arguing that such strategies do little to counter the negative forces of globalisation in non-metropolitan parts of the country.     

The role of character in ethical leadership research

The study of character is a legitimate and essential topic for the analysis of leadership in organizations. We undertake three key objectives in this article to stimulate meaningful dialogue. First, a brief historical overview of the extant body of literature on character is provided. Second, working definitions of character and character-based leadership are introduced. Third, new directions for organizational scholars interested in examining the role of character-based leadership in both their research and teaching domains are suggested.     

Agreement on water and a watered-down agreement: The political ecology of contested coastal development in Down East, North Carolina

In 2006, land use planning emerged as a contested issue in the rural area known as ‘Down East’, Carteret County, in eastern North Carolina, USA. Down East is experiencing a transition from a commercial fishing to an amenity economy and concerns about related changes led to the formation of ‘Down East Tomorrow’ (DET), a grassroots group that proposed a one-year development moratorium in order to facilitate a community planning process. In this paper, we use political ecology to examine the fate of the moratorium as reflected in the public written record, primarily minutes of meetings of the Carteret County Board of Commissioners. We illustrate how issues of community, science, and governance were linked to an increasing focus on coastal water quality in the debate, and argue that this focus facilitated a switch by the Board from considering a development moratorium to adopting a conservation ordinance, one that fell short of addressing DET’s concerns. This outcome illustrates the power of formal political institutions in ’First World’ environmental conflicts and the difficulties of reconciling competing values associated with land use in areas of transition, especially where historical resistance to planning has been the norm.     

Beyond the make-or-buy dichotomy: outsourcing creativity in the fashion sector

Both a resource-based view and transaction cost economics perspective point to firms deciding to either make-or-buy an input. In practice, this tends to result in low-skill functions being outsourced while those of higher value are retained. In this article, we explore a situation counter to the prevailing literature. We study a highly creative industry – fashion – and discover the relationship between core competence and outsourcing is not as simple as previously conceptualised. Creativity, fashion's assumed competency, rather than being guarded within a firm is instead often outsourced or borrowed. More mundane tasks such as marketing and logistics are what each firm rather develops. The effects of resulting co-dependencies are mapped and analysed in order to offer managerial insight as well as contribute to discussion within the outsourcing and resource based literatures.
