FINITE HORIZONS, INFINITE HORIZONS, and THE REAL INTEREST RATE

Using an overlapping-generations model in which households may have either finite or infinite horizons, I derive the implications of each horizon for the steady-state real interest rate. I then formulate an econometric model of the steady-state real interest rate and devise tests that can distinguish between finite and infinite horizons. These tests are applied to annual and quarterly U.S. data, which span the period 1875–1988. The results are inconsistent with finite horizons, and broadly consistent with infinite horizons.     

Commonality and Difference in the Movement: an 'Association of Blind Asians' in Leeds

Qualitative research with a group of blind Asian people in Leeds indicated that issues of 'difference' were perceived as more important in mobilising disabled people at a local level than the issues of 'commonality' which characterise the international disability movement. Respondents identified more strongly with their experience of specific impairment and specific cultural identity than with their common experience of disablement. It is argued that such issues are common to other social movements and that the disability movement can learn much from the histories of Black people's movements and the women's movement. In building a successful movement at a local, national and international level, disability alliances will need to challenge racist stereotypes about Black disabled people and their families. They will need to support Black-led groups which organise separately while, at the same time, creating more enabling environments for Black people to participate more fully.     

The repeated public goods game: A solution using Tit-for-Tat and the Lindahl point

This paper demonstrates how a repeated public goods problem may be solved by using Tit-for-Tat (TFT) on the Lindahl point. Effects of Medicaid managed care policies on mental health service use among a national probability sample of children in the child welfare system

Children in the child welfare system are dependent upon Medicaid to finance services for their considerable mental health needs. This study examines the effects of Medicaid policies on mental health service use among a national probability sample of children in the child welfare system. Data for this study came from the National Survey of Child and Adolescent Well-Being, the Caring for Children in Child Welfare study, and the Area Resource File. Weighted multivariate logistic regression analyses were conducted to estimate effects of policy variables on children's use of mental health services, controlling for child-level covariates and county-level health resources. Children in counties with behavioral carve-outs under Medicaid managed care had lower odds of inpatient mental health service use. Medicaid managed care enrollment and variations in type of provider reimbursement did not affect use of mental health services. Older age, greater need for mental health services, and higher levels of caregiver education were associated with increased odds of service use. Restrictions on use of inpatient mental healthcare caused by behavioral carve-outs may disproportionately affect children in the child welfare system who have high rates of such use. Careful adoption of carve-outs is necessary to assure appropriate care for these children.     

Population constraints on pooled surveys in demographic hazard modeling

In non-experimental research, data on the same population process may be collected simultaneously by more than one instrument. For example, in the present application, two sample surveys and a population birth registration system all collect observations on first births by age and year, while the two surveys additionally collect information on women’s education. To make maximum use of the three data sources, the survey data are pooled and the population data introduced as constraints in a logistic regression equation. Reductions in standard errors about the age and birth-cohort parameters of the regression equation in the order of three-quarters are obtained by introducing the population data as constraints. A halving of the standard errors about the education parameters is achieved by pooling observations from the larger survey dataset with those from the smaller survey. The percentage reduction in the standard errors through imposing population constraints is independent of the total survey sample size.     

Internal and external determinants of persistent gambling: Problems in generalising from one form of gambling to another

Recent studies completed at the Australian National University focussing on poker machine players are reviewed and a speculative discussion attempts to link the various psychological processes that may contribute to the development of impaired control in regular poker machine players. On the assumption that there is some overlap between regular players and problem players in terms of their level of involvement in gambling, the theorising was extended to include problem players for whom an established habit was argued to be a necessary condition leading to impaired control. Two additional factors may be required for impaired control to be consistently present, negative emotions such as dysphoria and frustration, and indebtedness. Finally by drawing some limited contrasts with another popular, legal form of gambling, off-course betting, if was suggested that there may be different psychological processes causing impaired control in different forms of gambling.     

ACCOUNTING PRACTICES AND ORGANIZATIONAL DECISION MAKING

In this paper we argue for the importance of a sociologically informed study of organizational accounting practices. By making the nexus between accounting and decision making problematic, instead of given, we move issues of interpretation and hierarchical control to the center stage of understanding the social construction of accounting practices. We suggest that inductive case studies of the organizational setting is a promising methodological strategy for identifying how accounting operates as an organizational control system. We focus on debates and proceedings of the board of directors as an overlooked source of data on decision making and organizational practices. We show how accounting practices are part of the strategic control system that functions to interpret the environment and direct the adaptation of the organization in a manner particular to the substantive rationality of corporate decision makers. We illustrate these contentions with a case study of accounting practice changes over a six year period.
