The paper opens the debate on the need to find a stable methodological framework in the construction of composite indicators (CIs) in order to address the methodological challenges including those of sensitivity and uncertainties related to methods used. As CIs are well-known to be essential in public debate, their methodological construction must be known by a large public. Illustrating CIs’ construction steps by a simple indicator, the paper aims to “democratize” this disciplinary field which is still a black box for some researchers but also to show how composite scores are sensitive to methods used and then, its impacts on policies. For example, in the Sustainable Development Indicator case, the geometric aggregation system is favorable to emerging countries which lead the ranking table whereas high income countries (which are leaders in the linear and equal weight system) except Australia, are misclassified. Uncertainty and sensitivity analysis confirm these results showing that the indexes’ scores seem to be influenced by the orientation (implied theoretical framework) given by its sponsors including policy makers. Regarding the validity of the index, correlation tests with some lights and well known indicators, reveal very consistent results.  相似文献

To support China’s national poverty alleviation strategies, it is urgent to develop a scientific method for identifying the poverty-stricken villages and the contributing factors. Based on the anti-poverty plan of “Entire-Village Advancement” of China and the human-environment interaction perspective, the paper proposes a participatory poverty identification model that utilizes geographic information system to quantify and integrate various contributing factors for poverty at the village level. First, a set of poverty identification factors are determined from the human-environment interaction perspective. Secondly, the game theory is used to combine the participatory subjective weight method and the objective entropy method to weight the factors, and a participatory poverty identification with minimum variance model is developed to identify the poverty-stricken villages and their contributing factors. Finally, the model is applied to Qianjiang District in Chongqing, and the case study demonstrates the effectiveness of the model. The model not only identifies the poverty-stricken villages systematically but also helps guide policies for effective poverty interventions.  相似文献

This research explores the opportunity to use standards as recommender instruments for designing urban policy. Standards are soft regulatory mechanisms that can be used for monitoring and safeguarding. More precisely, we explore the potential use of social standards for centering the focus of the smart cities initiative back to the citizens, and establishing a citizen-centered approach. This is in contrast to the industrial drive and technological emphasis which currently dominates. Accordingly, we present a set of novel citizenship indicators which serve as the basis for the social standardization of smart cities, something which is not now taking place, in order to ensure and safeguard the basic social urban rights of citizens. The juridical basis and well-established points of reference for building indicators for citizens’ rights in the city are two International Charters. These are the European Charter for the Safeguarding of Human Rights in the City, and the Global Charter-Agenda for Human Rights in the City. In this paper, we start by comparing and analyzing the rights contained in each of the two Charters, and elaborating indicators for measuring the promotion and protection of these rights. The elaboration of indicators has been based on different criteria and under the common premise of universal existence of feeding data, which is the most recurrent problem when building indicators meant to be global. Next, at the request of the International Standards Organization (ISO), we select the most relevant socio-cultural indicators for the Global Charter Agenda, which will be introduced in the on-going revision of the smart cities and communities standard ISO 37120:2014 Sustainable development of communitiesIndicators for city services and quality of life. This will make ISO 37120 a more beneficial social standard for monitoring and safeguarding citizens’ rights in the smart city.  相似文献

There is increasing interest among researchers in the effects of social capital on the health of older adults. One of the key policy question for an ageing population concerns how do we identify the factors that influence health. Very recently, an increasing interest on social capital as a key determinant for health has developed and, surprisingly, not much is known for the European population. This paper analyzes the association between social capital and self-perceived health among older adults in Europe using a mixed effects logistic model. Social capital is considered in its two components—bonding and bridging—in order to understand if the relations inside or outside an individual inner circle have a different association with health. Our results give empirical support to the role of individual social capital in preventing a poor self-perceived health. This means that social capital, especially the bridging component of it, can be one of the key factors of ageing in good health and should be fostered by policy makers in order to give an answer to one of the most compelling challenge of our century: population ageing.  相似文献

Barriers faced by women entrepreneurs are different from the barriers faced by male entrepreneurs. These barriers differ based on age, culture, geographical region, education, marital status and ethnicity. This paper investigates barriers faced by women entrepreneurs and the moderating effect of culture on the relationship between barriers faced by women entrepreneurs and women entrepreneur’s success in micro, small and medium enterprises. The five main research findings from this study are (1) gender inequality is a major barrier to women’s success in micro, small and medium enterprises, (2) national culture is positively related to barriers faced by women entrepreneurs, (3) barriers faced by women entrepreneur’s is negatively related to women entrepreneurs’ success in micro, small and medium enterprises, (4) national culture is negatively related to women entrepreneurs success in micro, small and medium enterprises and (5) culture moderates the relationship between gender inequality and women’s success in micro, small and medium enterprises.  相似文献

Identifying the dispersion of the administrative villages is one of prerequisites for the rational allocation of sources and services during implementing “Entire-Village Advancement” poverty alleviation strategy of China. From the perspective of an administrative village scale, this paper develops a methodology serving the construction of a comprehensive dispersion evaluation model and the examination of the relationship between dispersion and economic poverty. Specially, we develops an village-level comprehensive dispersion evaluation model that is presented in two forms of Euclidean Dispersion Index (EDI) versus Dispersion Composite Index (DCI), using spatial statistical analysis to examine the comprehensive dispersion of the administrative village and its association with the Net Income of Village Residents (NIVR) under different geographic and socioeconomic conditions. The case study in Neixiang County of China shows that, DCI is more rational and objective than EDI for scoring details of the village’s dispersion, especially in the mountainous area; DCI has a more significant spatial autocorrelation and a more significantly negative relationship to NIVR than EDI; the negative correlation between DCI and NIVR is obviously stronger in mountainous area than that in the hill and plain area; The closer to the economic circle, the higher NIVR vs. the lower DCI. Which not only provides new perspective and way to deal with dispersion, but also helps guide policies for effective poverty interventions.  相似文献

Generally, inequality indices play a basic role in the analysis of welfare economics, also appearing as technical tools applied to income data. A good deal of findings in this research field is provided by the Gini coefficient, typically used for non-negative income values. Even if negative income is often an unfamiliar concept, its presence in real surveys may lead to difficulty in applying the classical Gini-based inequality measures, as they lie outside their standard ranges. In this paper, the more general issue of negative values is considered and a reformulation of the main Gini-based inequality measures adjusted for the problem of negative values is adopted with the purpose of providing theoretical extensions for the income decomposition approach by both income sources and area components. Investigations about the related inferential issues, conducted thorough simulation studies based on resampling techniques, highlight how the traditional approach of removing negative income values may yield different results in terms of inequality estimation, proving that the proposed approach, based on preserving negative values, is the more appropriate practice to follow to avoid the loss of data that really provide a coherent picture of the inequality condition.  相似文献

Accessibility and satisfaction related to healthcare services are conceived as multidimensional concepts. These concepts can be studied using objective and subjective measures. In this study, we created two indices: a composite healthcare accessibility index (CHCA) and a composite healthcare satisfaction index (CHCS). To calculate the CHCA index we used three indicators based on three components of multidimensional healthcare accessibility: availability, acceptability and accessibility. In the indicator based on the component of accessibility, we included an innovative perceived time-decay parameter. The three indicators of the CHCA index were weighted through the application of a principal components analysis. To calculate the CHCS index, we used three indicators: the waiting time after the patient arrives at the healthcare service, the quality of the healthcare, and the healthcare service supply. These three indicators making up the CHCA index were weighted by applying an analytical hierarchy process. Three kinds of regressions were subsequently applied in order to explain the CHCA and CHCS indices: namely the Linear Least Squares, Ordinal Logistic, and Random Forests regressions. In these regressions, we used different independent social and health-related variables. These variables represented the predisposing, enabling, and need factors of people´s behaviors related to healthcare. All the calculations were applied to a study area: the city of Quito, Ecuador. Results showed that there are health-related inequalities in regard to healthcare accessibility and healthcare satisfaction in our study area. We also identified specific social factors that explained the indices developed. The present work is a mixed-methods approach to evaluate multidimensional healthcare accessibility and healthcare satisfaction, incorporating a pluralistic perspective, as well as a multidisciplinary framework. The results obtained can also be considered as tools for healthcare and urban planners, for more integrative social analyses that can improve the quality of life in urban residents.  相似文献

This paper makes two contributions to the literature on the effects of wealth on health. First, it deals with reverse causality and omitted variable bias by exploiting exogenous variation in inherited wealth generated by the repeal of the Swedish inheritance tax. Second, it analyzes responses in health outcomes through the use of administrative registers. The results show that increased wealth has limited short to medium run impacts on objective adult health. This is in line with what has previously been reported in the literature.  相似文献

This study is the first to comprehensively examine the effect of state anti-bullying laws (ABLs) on school safety and youth violence. Using existing data from the Youth Risk Behavior Surveys and the Uniform Crime Reports, and newly-collected data on school shootings, we find little evidence that the typical state ABL is effective in improving school safety and student well-being. However, this null finding masks substantial policy heterogeneity. State mandates that require school districts to implement strong, comprehensive anti-bullying policies are associated with a 7 to 13 % reduction in school violence and an 8 to 12 % reduction in bullying. In addition, our results show that strong anti-bullying policy mandates are associated with a reduction in minor teen school shooting deaths and violent crime arrests, suggesting potentially important spillover effects.  相似文献
