Weather‐related Employment Subsidies as a Remedy for Seasonal Unemployment? Evidence from Germany

Many European countries try to reduce seasonal unemployment by subsidizing short‐time employment during the winter period. Despite such costly efforts, pronounced seasonal unemployment patterns continue to exist. This puts doubts on the effectiveness of such policy interventions. This paper provides a first empirical assessment of the effectiveness of different subsidy schemes by exploiting the institutional variation in a German subsidy scheme that applies to the construction sector and the variation in local weather and business cycle conditions across 20 years. The findings confirm that generous short‐time subsidies reduce individual lay‐off probabilities in the case of poor weather conditions. However, the link between weather conditions and seasonal lay‐offs is much less strong than expected, making planned capacity reductions the main suspect for causing seasonality in unemployment patterns.     

Insiders or Outsiders: normalisation and women with learning difficulties

This paper examines changing attitudes towards women with learning difficulties within the culture of normalisation. It builds on earlier critiques of the normalisation principle and, whilst welcoming these, argues the case for looking at women in particular. The authors review literature on sex education for people with learning difficulties to illustrate the ways in which gender has been ignored and women's sexuality has been treated. Writing from their perspective as lesbian feminists, they explore the oppressive nature of sex education in a culture that places a premium on normality. The paper ends with a discussion of alternative ways for women with learning difficulties to gain a sense of identity and belonging.     

Beyond the ethno-national divide: intersecting identity transformations during conflict

This article examines intersecting processes of boundary formation and change during periods of conflict in Chiapas and Northern Ireland in a comparative fashion. It provides new approaches to the studies of boundaries, of intersectionality and of identity change. Looking at female activists’ collective identity narratives reveals the interrelation of different processes of identity change and solidarity formation during ethno-national conflict. Those processes are determined by differences in female activists’ perceptions of and positioning towards different levels of society and by spaces for bridging those boundaries. In order to enhance our understanding of ethno-national conflicts, we need to examine intersecting identity categories in relation to social change and highlight underlying and interacting processes at different levels of society that obscure and deny the existence of the gender category.     

Knowledge translation efforts in child and youth mental health: a systematic review

The availability of knowledge translation strategies that have been empirically studied and proven useful is a critical prerequisite to narrowing the research-to-practice gap in child and youth mental health. Through this review the authors sought to determine the current state of scientific knowledge of the effectiveness of knowledge translation approaches in child and youth mental health by conducting a systematic review of the research evidence. The findings and quality of the 12 included studies are discussed. Future work of high methodological quality that explores a broader range of knowledge translation strategies and practitioners to which they are applied and that also attends to implementation process is recommended.     

Social Work Students ‘Juggling’ Field Placement

Field education is widely acknowledged as a central component of social work education. However, it requires a substantial commitment of time and energy from students which can present challenges to students who have multiple responsibilities. Based on a literature review conducted in preparation for doctoral research into social work student experience of juggling multiple roles and responsibilities with field placement, this article summarises what is known about the challenges they face and what helps them to complete placement. The findings have implications for students, schools of social work and field placement agencies. Further research should provide guidance for professional social work bodies, schools of social work, field educators and students.     

Immigrant Entrepreneurs: The Identification of Foreign Market Opportunities

Building on the very few studies that examine how immigrant entrepreneurs identify opportunities to conduct business in foreign markets, this article explores how Italian immigrant entrepreneurs in Australia identify such opportunities. Relying on social network theory (Patel and Conklin, 2009), international business research indicates that social ties, including kinship and ethnic ties, facilitate the flow of information that enables entrepreneurs to identify opportunities (Ellis, 2011; Hayton, Chandler and DeTienne, 2011). This study finds that the Italian immigrant entrepreneurs prefer to receive information about business opportunities from trusting, social ties, particularly country of origin (Italy) regional based ethnic ties, rather kinship ties for fear of damaging the relationship. However both first and second generation immigrants do use kinship ties to gain knowledge about Italian market conditions. Implications for policy and practice, limitations of the study and ideas for future research are also presented.     

The Human Right to Safe Exit: University Evacuation Policy and Mobility Impairment

The case of Gustafson v. Regents of the University of California suggests that students with mobility impairments may face great peril when needing to evacuate multi-level university buildings, yet this problem is rarely considered in the research literature. To address this gap, the extent of this problem was assessed in a sample of 210 universities that house MSW programs. Documents representing university evacuation policy were obtained from university websites and analyzed with respect to three domains of disability rights. Results indicate that the failure to adequately respect these rights was widespread within the sample. To support the advocacy efforts of those seeking to change university policy, model language was extracted from university documents and presented as a goal.     

Career Counseling Practicum: Transformations in Conceptualizing Career Issues

The authors describe how their participation in a doctoral-level career counseling practicum has influenced their perceptions of the relationship between career and personal counseling, attitudes toward career services, and career interventions skills.
