Correspondence to Robert Sanders, Lecturer in Applied Social Studies, The Department of Social Policy and Applied Social Studies, University of Wales Swansea, Singleton Park, Swansea SA2 8PP; e-mail: R.Sanders{at}swan.ac.uk Summary As part of a review of the role and effectiveness of Area ChildProtection Committees (ACPCs), the authors examined a numberof aspects of the involvement of member agencies in the processof joint development of child protection policies. Interviewswith agency representatives and analysis of documents were usedto explore ACPC composition, attendance at meetings, agenda-setting,effectiveness of representation, and perceived inter-agencyrelationships. Substantial differences were found in the extentto which agencies were involved in the ‘ownership’of the child protection system, with some agencies which couldmake important contributions very much on the periphery of theprocess. It is suggested that this helps to perpetuate the currentemphasis on investigation and registration despite researchfindings which strongly challenge the effectiveness of suchan approach. The article looks at two factors that may influenceagencies' involvement: decentralization of decision making,and the mismatch between the dominant ACPC agenda and policypriorities within agencies other than social services and police.They conclude that basic principles underpinning child protectionservices, for example the policy emphasis on investigation ofall allegations, the development of child protection as a serviceapart from mainstream child welfare, and the role of socialservices as the lead agency should be examined to achieve theeffective involvement of all ACPC member agencies.  相似文献

Summary Using a natural history model, this paper attempts to understandand explain why the problem of child abuse was recognized inBritain when it was and in the manner in which it was. It tracesits development from the initial discovery in America. Particularemphasis is given to the work of the NSPCC battered child researchunit, Sir Keith Joseph, the Tunbridge Wells Study Group andthe media in contributing to the social reaction to the caseof Maria Colwell, which established non-accidental injury asa major social problem in Britain. These developments have hadimplications for the changing role of the personal social servicesand may reflect broader changes in the control culture and therelationship between the state and the family.  相似文献

SUMMARY. Taking up the argument in Eric Blyth's paper, this article claims that the secrecy which currently prevails in the practice of donor insemination in the UK seems to serve the interests of all parties except the child. It analyses the arguments for replacing secrecy with confidentiality in terms of the adverse consequences of deception, the risks of unnecessary mental suffering and the infringement of children's rights. It expresses concern lest the needs of children for genetic knowledge may receive low priority in the Code of Practice of the new Licensing Authority  相似文献

Summary Valentine's article in the British Journal of Social Work (Vol.24, No. 1, February 1994) examined the processes whereby socialwork agencies defend against feelings of blame introjected bysocial workers as a result of public projections of fear andanxiety about child abuse. One of these processes is claimedto be the increasing regulation of practice, exemplified bythe Childrens Act 1989. While welcoming Valentine's generalargument, this article argues that it contains a fundamentaland serious misreading of the Children Act.  相似文献

Correspondence to Department of Sociology, University of Surrey, Guildford, Surrey GU2 5XH, UK Summary The article reports a national survey of social services andpolice arrangements for investigating child sexual abuse (CSA).It is now officially accepted as good practice for police andsocial workers to jointly investigate such allegations. To evaluateinvestigative practice, the survey aimed to (i) document existingarrangements for police/social services investigation and managementof CSA cases; (ii) identify the main organizational models informingsuch work, and (iii) explore the perceptions of police and socialservices managers of the key policy and practice issues posedby such work. The criteria for judging the benefits of jointwork were: reduction in the number of occasions children wereinterviewed, clarification of the role of professionals involved,increased coordination of service delivery, and establishmentof group support for difficult decisions. While there were signsthat some benefit was being achieved, there were also indicationsof the endurance of problems long associated with multiagencywork.  相似文献

The concept of "tacit knowledge" as the means by which individuals interpret the "rules" of social interaction occupies a central role in all the major contemporary theories of action and social structure. The major reference point for social theorists is Wittgenstein's celebrated discussion of rule-following in the Philosophical Investigations. Focusing on Giddens' incorporation of tacit knowledge and rules into his "theory of structuration", I argue that Wittgenstein's later work is steadfastly set against the "latent cognitivism" inherent in the idea of tacit knowledge and tacit rules. I also argue that the idea of tacit knowledge and tacit rules is either incoherent or explanatorily vacuous.  相似文献
