Workfare is, at least in part, a policy response to changing labour markets and the expansion taking place in jobs that are low‐paid, irregular and insecure. For lone mothers, increasingly the focus of workfare policies, precarious employment creates special challenges. However, the nature of the jobs that are available to women on social assistance has received relatively little attention in the workfare literature, which focuses more on individual characteristics, supports to employment, and programme impacts. Drawing upon both primary and secondary sources and using Ontario, the province with the most developed workfare programme in Canada, this article examines the ways in which policies support and enforce precarious employment. The article also considers the implications of precarious employment for UK policy, which has not (yet) adopted workfare for lone mothers, although incremental steps in that direction are taking place as employment is increasingly viewed as the appropriate objective of income support programmes for lone mothers. 相似文献

In an article published in 2002, one of the authors of this paper offered an analysis of the Australian child protection data from 1999 to 2000 and raised questions about the effectiveness of mandatory reporting. Recently, child protection data for 2003–2004 has been released. This provides an opportunity to re‐examine some child protection issues and the effectiveness of mandatory reporting 5 years on. These have been tumultuous years. Each state and territory has held major inquiries into this area of practice and, as a result, significant organizational changes have taken place and new resources are being made available. Financial liaisons between clinical researchers, research institutions, and industrial sponsors have gained momentum in recent years. In the process, it has been argued by many that trust in the research infrastructure is being eroded by the financial conflicts of interest that emerge from these arrangements. Yet, the financial resources of industry are needed to continue technology transfer from the bench to the bedside. Policy makers and government regulators are currently struggling to determine how to best manage financial conflicts of interest that emerge from these liaisons. Various organizations and government entities have proposed different strategies. This paper explores the limitations of existing measures and recommends that a unified national agenda is needed. This article adopts a comparative perspective on policies to increase labour force participation of single mothers. Australia's orientation is briefly explored within the context of other major English-speaking countries (the United States, Britain and Canada), and the common emphasis in the policies on providing employment services and reducing poverty traps for Australia and Canada's largest province (Ontario) is then examined. While the potential of these approaches to increase labour force participation is found to be limited, the comparison suggests that Canada would do well to follow some of the recent anti-poverty measures Australia has adopted. Australia, however, appears to offer a less favourable employment climate for women. The article concludes that both jurisdictions will need to pursue a broader set of policies to respond to the root causes of poverty among women heading families on their own. 相似文献

This article reexamines the living arrangements of children following their parents’ divorce, using Wisconsin Court Records, updating an analysis that showed relatively small but significant increases in shared custody in the late 1980s and early 1990s. These changes have accelerated markedly in the intervening years: between 1988 and 2008, the proportion of mothers granted sole physical custody fell substantially, the proportion of parents sharing custody increased dramatically, and father–sole custody remained relatively stable. We explore changes in the correlates of alternative custody outcomes, showing that some results from the earlier analysis still hold (for example, cases with higher total family income are more likely to have shared custody), but other differences have lessened (shared-custody cases have become less distinctive as they have become more common). Despite the considerable changes in marriage and divorce patterns over this period, we do not find strong evidence that the changes in custody are related to changes in the characteristics of families experiencing a divorce; rather, changes in custody may be the result of changes in social norms and the process by which custody is determined. 相似文献

This paper evaluates economic impacts arising from the introduction of high-speed rail (HSR) between Madrid and Barcelona. Using difference-in-differences estimation we estimate an average treatment effect for provinces with stops on the HSR line of 2.4% for economic output, 3.3% for numbers of firms, and 1.1% for labour productivity. We complement our DID results with a synthetic control analysis for Lleida and Tarragona, two provinces that we argue were assigned HSR stations largely due to their incidental location. We find that both the number of firms and labour productivity are substantially higher in these provinces than in their synthetic counterparts. 相似文献
