Risk and its Management in Post-Financial Crisis Hong Kong   总被引:1,自引:0,他引:1  
In the 1970s and up until the financial crisis occurred in the late 1990s, Hong Kong prospered in a relatively stable social, economic and political context. Since the financial crisis, however, its population has been increasingly exposed to risk: there has been job uncertainty and decreasing capacity for self‐reliance, leading to a growing reliance on public welfare and on families at a time when both are under pressure. The old welfare policies, unable to cope with the new risks, have been replaced by neo‐liberal reforms, redistributing the roles and responsibilities of the individual and the state, with a greater burden falling on the former. Individuals are required to be prudent to manage risk. While these reforms have relieved some of the burden on the state, both new social risk groups and ‘net taxpayers’ considered themselves to have borne disproportional costs. Society is facing serious problems resulting from ineffective old welfare policies, new social risks due to new policies, and the political upheavals arising from increased social conflicts and weakened social cohesion and solidarity. A further complication is that there is no acceptable platform or agent to negotiate a compromise between the polarized groups. This article argues that reliance on publicly funded risk coping strategies or on neo‐liberal risk prevention and mitigation strategies is not a desirable and sustainable policy. A commonly accepted political platform is required to negotiate a compromise which emphasizes shared and balanced roles and responsibilities, and a well‐conceived combination of risk prevention, mitigation and coping strategies.  相似文献

The authors examine the question: Do management tasks differ by field of practice? Many social work Master's programs are organized on the principle of specialization by field of practice for both micro- and macro-practice students. Secondary analysis of task data suggests that managers and supervisors with MSW degrees perform the same task regardless of the field of practice. The study suggests a need to examine assumptions of current MSW curriculum organization.  相似文献

This article describes an application of a method for assessing risks associated with the introduction of an organism into a new environment. The test organism was a binucleate Rhizoctonia fungal isolate that has potential for commercial development as a biological control agent for damping-off diseases in bedding plants. A test sample of host plant species was selected using the centrifugal phylogenetic host range principles, but with an emphasis on economic species. The effect of the fungus on the plant was measured for each species and expressed on a logarithmic scale. The effects on weights of shoots and roots per container were not normally distributed, nor were the effects on the number of plants standing (those which survived). Statements about the effect on the number standing and the shoot weight per container involved using the observed (empirical) distribution. This is illustrated with an example. Problems were encountered in defining the population of species at risk, and in deciding how this population should be formally sampled. The limitations of the method are discussed.  相似文献

The present report describes the organization and operation of a community based venereal disease clinic designed to meet the particular needs of homosexual men. Male same‐sex contact is seen as an important factor in the epidemiology of venereal disease and the community based clinic is described as a potentially important mechanism for control of the disease. Socio‐medical characteristics of male homosexual patients are described. Data are offered to document the prevalence of asymptomatic gonorrhea and the need for screening of atypical sites in this population.  相似文献

Abstract

Although audio-visual materials are commonly used on college and university campuses, frequently those materials are not evaluated to determine what impact they may have on students' attitudes. The present research compared the effect of three audio-visual programs on attitudes of college students toward homosexuality. The three programs included a film that dealt with prejudice towards numerous groups but not towards homosexuals; a video-tape of a homosexual clergyman who discussed sexual variance with particular emphasis on homosexuality; and two films in which couples were explicitly engaging in homosexual behavior. A control group was used. All groups received a lecture about homosexuality.

Using a two-way analysis of covariance, significant differences were found among the groups. Subjects that watched the film on prejudice and the video-tape of a discussion of homosexuality, as well as the control group, were all significantly more tolerant toward homosexuality than subjects who watched the explicit films. The difference among groups was immediate only. Five weeks after exposure to audio-visual programs, there were no significant differences. There was no significant difference between males and females, either immediately after seeing the programs or five weeks later. Thus, attitudes of college students toward homosexuality can be altered and were not gender specific.  相似文献

Rapid expansion of educational research and conceptualization combined with increased emphasis on relevance and effectiveness as values within the educational institution encourage expansion of the assumptions made by social work educators. Such expansion forces recognition of the complexity of the educational transaction and of the importance of flexibility as a teacher characteristic. But certain new assumptions suggest undeveloped opportunities for facilitating significant student learning. This article identifies four such opportunities based on assumptions about individual differences, cognitive functioning, and affective learning. The introduction of “replacement” teams for the first time in the NFL provided an opportunity to investigate how controversial social definitions and the meaning of such frames emerge within a modern social world. Seven processes were identified: disrupting social worlds, experiencing social ambiguity, interpreting disruption institutionally, socially constructing laminations, disattending problematics of laminations, culturally adapting to anomaly, and negating collective protest. Conclusions are based on an emergent content analysis of extensive newspaper, sport and newsmagazine, and live television and radio accounts. The value of Goffman's framing ideas for symbolic interactionism is discussed.  相似文献

Just 5 years ago, at the pinnacle of their success, New Zealand unions negotiated collective agreements covering over 720,000 employees and were successful in persuading some 603,000 of these employees to join. In May 1991, the Employment Contracts Act, which withdrew totally any state-endorsement or sponsorship of union activity, radically altered their position. Union membership fell by around 40 percent in the four years since the enactment of the Act — from 603,000 to 376,000 members in December 1994; the overall number of unions remaining has declined to around 80; a number of unions have become insolvent and have filed for liquidation; staff retrenchments within unions has been widely reported and, in some cases, this has led to a reduction in services and capacity. Data for 1993 suggest that union decline may have “bottomed out” with unions losing fewer than 20,000 members in that year. However, decline is again apparent in the 1994 data. The removal of external legitimacy has had a significant impact on unionization rates. We review the conditions under which the restoration of legitimacy would bring about a reversal of union decline.  相似文献
