The study examines demands placed on evaluators by the the Joint Committee on Educational Evaluation's standards. Twenty-two experts in evaluation rated the compatibility of implementing pairs of standards or rated individual standards on a series of scales. Multidimensional scaling of the compatibility judgments revealed five demands of ethical practice: evaluators must attend to the contextual and political circumstances of the evaluation; they must exhibit professionalism in their work; they must conduct the evaluation openly and consult widely; evaluators must meet canons of social science practice; and finally, evaluators' research activities must attend to the specific evaluation setting. The demand to attend to the contextual and political circumstances of the evaluation presents the greatest potential for conflict with other demands and is in greatest need of development.  相似文献

This paper analyzes the evolution of American unions’ attitudes and policies concerning employee ownership that coincided with the rapid growth of employee stock-ownership plans during the 1980s. From an initial position of opposing employee ownership and viewing it as a threat, many major unions have come to accept, and in some cases to promote, stock ownership for their members. Among the factors driving this change of view have been economic necessity, evidence that many of the labor movement’s traditional concerns about employee ownership are largely unfounded, and the growing realization among unions that employee ownership is a potentially useful strategic asset.  相似文献

There are many reasons to expect that right-to-work legislation should affect unionism, independently of whether or not such legislation reflects the sentiments of the electorate. The strongest reason is that employees protected by right-to-work legislation can quit a union without quitting their job. This should make collective job actions more difficult and prompt local union leaders to strive more for consensus among members. If so, unions in right-to-work states should negotiate less pay for seniority than do unions in non-right-to-work states. PSID wage data generally confirm this prediction. Over the last thirty years parish registers have been used with great effect to throw light on the population history of England. To decide whether a parish register was suitable to be used for such purposes systems were developed to assess the quality of that register, and in particular to assess whether a satisfactory percentage of the baptisms, marriages and burials that took place in that parish are likely to have been entered in the parish register. However, until recently relatively little consideration has been given to the quality of the individual entries in a parish register, and still less as to why entries of above average quality appear in a given register. This paper is concerned with the extended parish registers that are to be found in the late eighteenth and early nineteenth century, in particular the so-called Dade registers that are to be found in the dioceses of York and Chester, which contain substantially more information than most parish registers of the period. It will, it is hoped, lead to a clearer understanding of these registers and make local historians and demographers more aware of their potential.  相似文献

This paper examines the public policy value of looking at gambling from a public health perspective. The manner in which social issues are framed will either expand or curtail public policy debates. The existing and traditional frames for gambling (e.g. gambling as a matter of individual freedom, gambling as a form of recreation) fail to consider research on the social and economic impacts of gambling. Because a public health frame offers a broad viewpoint of society, it encompasses a number of social and economic impacts not considered in traditional frames. However, the existing gambling frames enjoy varying degrees of cultural, economic, and political support and, as a result, creating a higher profile for a public health framework will encounter a number of barriers. Research can play a decisive role in overcoming these barriers, as it has in a number of related fields (e.g., tobacco use, addiction and product liability, the epidemiology of AIDS). The paper concludes that research that identifies and quantifies the public health factors of gambling will substantially contribute to a public shift toward a public health frame.  相似文献

Classification is important generally as an aid to better understanding of complex phenomena. In the context of public sector understanding and reform, it should have added importance as a guide to policy makers and reformers. There have been some notable efforts to classify public sector organizations, mostly built on interactions between analysts and the reformers themselves. One such mid-20th century exercise postulated a division of public sector organizations into three categories: departments, local governments, and the rest embracing a mass of quasi-autonomous agencies. The developments of the later 20th century, often associated with changing views about the role of the state, have increased the complexity of this third category and have imposed new pressures on our understandings, with the result that there is now a renewed interest in classification issues.  相似文献
