Three‐Stage Decision‐Making Model under Restricted Conditions for Emergency Response to Ships Not under Control

A ship that is not under control (NUC) is a typical incident that poses serious problems when in confined waters close to shore. The emergency response to NUC ships is to select the best risk control options, which is a challenge in restricted conditions (e.g., time limitation, resource constraint, and information asymmetry), particularly in inland waterway transportation. To enable a quick and effective response, this article develops a three‐stage decision‐making framework for NUC ship handling. The core of this method is (1) to propose feasible options for each involved entity (e.g., maritime safety administration, NUC ship, and ships passing by) under resource constraint in the first stage, (2) to select the most feasible options by comparing the similarity of the new case and existing cases in the second stage, and (3) to make decisions considering the cooperation between the involved organizations by using a developed Bayesian network in the third stage. Consequently, this work provides a useful tool to achieve well‐organized management of NUC ships.

The Structure of Legal Relations in Online Transactions*

As the civil law expression of internet plus transactions, the legal relations in online trading platform transactions constitute a complex aggregate of legal relationships composed of groups of legal relations. Specifically, they consist of three basic interlinked legal relationships: Contract relations for online trading platform services between the platform provider and the seller or service provider, and between the platform provider and the consumer. This includes the sales or service contract relations between the triad of the seller, the service provider and the consumer. These relations contain five kinds of major content, viz., the provision of transaction space, the publishing of transaction information, price escrow payment, distribution and delivery of the commodity, and transaction credit evaluation. They involve three forms of supplementary legal relations: the supplementary contract relationship between the platform provider and a third party payment institution; between the seller and third party credit reporting agency; and between the seller and a logistics enterprise. The three forms of supplementary contractual legal relations are set up to act on the major contents of the basic legal relationships in online transactions. On the basis of the online trading platform service contract relationships between the platform provider and the triad of the seller, the service provider and the consumer, the flow of the above- mentioned legal relations centers on the contract of sales or service set up between the seller, the service provider and the consumer to accomplish the aim of the online transaction, meet social needs and boost economic development.

Uniformly strong consistency and Berry-Esseen bound of frequency polygons for α-mixing samples

In this article, the frequency polygon investigated by Scott is studied as a nonparametric estimator for α-mixing samples. By some known exponent and moment inequalities, we obtain the uniformly strong consistency and Berry-Esseen bound of the estimator. The present results relax the relevant conditions used by Carbon et al. Furthermore, the convergence rate of the uniformly asymptotic normality is derived, which is O(n^{? 1/11}) under the given conditions.

基于超总体模型的设计效应分解

本文基于超总体模型研究抽样调查中设计效应的计算问题。首先以随机效应模型为基础，明确了简单随机、二阶段、不等概率和分层抽样对应的超总体模型，进而通过所给模型推导出分层、类集、加权单因素设计效应的计算公式和多因素组合的设计效应计算公式并给出了对应估计量，公式表明：多因素同时存在的组合设计效应等于对应单因素设计效应的乘积。最后，对设计效应的理论值、估计值和真实值之间的关系进行了蒙特卡洛仿真，并利用相对偏倚、相对均方误进行了评价。本文的研究，对复杂抽样设计中正确计算、使用设计效应具有指导意义。

An omnibus lack of fit test in logistic regression with sparse data

The usefulness of logistic regression depends to a great extent on the correct specification of the relation between a binary response and characteristics of the unit on which the response is recoded. Currently used methods for testing for misspecification (lack of fit) of a proposed logistic regression model do not perform well when a data set contains almost as many distinct covariate vectors as experimental units, a condition referred to as sparsity. A new algorithm for grouping sparse data to create pseudo replicates and using them to test for lack of fit is developed. A simulation study illustrates settings in which the new test is superior to existing ones. Analysis of a dataset consisting of the ages of menarche of Warsaw girls is also used to compare the new and existing lack of fit tests.
