This paper evaluates the allocation, coordination, priority assignments and new directions in the research efforts towards a consumer policy. The formulation of a consumer policy is an essential component of a quality-of-life policy. It is shown how interdisciplinary efforts could foster this endeavor. The consumer welfare should be central to the political economy system. Thus a detailed analysis of the primary elements that interrelate to produce possible levels of welfare are examined. In depth consideration of the following five points consitute the bulk of the paper: (i) consumer choice and freedom, (ii) controls available to consumers over their environment, (iii) the demographic characteristics of consumer populations over the life-cycle, (iv) the interaction between the individual and the group emerging from the hierarchies of influence at the individual, group and society levels, (v) structure of the markets, degree of concentration and business practices related to sales. As a result of this analysis it can be concluded that several policy measure can redress the balance of power between consumers, business and government, however there is an urgent need for action by the consumers themselves. The initiative for effective social action in consumerism rests in the last resort with the consumers themselves. They can and do form coalitions which can be effective in influencing the course of events. 相似文献

One of the most controversial steps in Composite Indicators (CIs) construction is the selection of one (possibly) best weighting technique. In this paper, we introduce a new endogenous weighting methodology developed in an extended Item Response Theory (IRT) framework. As weighting is much more thorough when carried out by accounting for the dimensionality of a dataset rather than by ignoring it, we suggest to assign weights on the basis of the discrimination parameters estimated through a multidimensional two-parameter logistic IRT model. Specifically, the procedure is developed through two consecutive steps. The first applies a hierarchical clustering algorithm to ascertain the number of dimensions measured by the data. The second estimates the discrimination parameters under the multidimensional two-parameter logistic model selected at the first step. The discrimination parameters can then be used to compare and weight the items that refer to the same dimension. Besides, in order to make such discrimination indices comparable across dimensions, the distribution of the latent trait is standardised for each dimension. The potentialities of this novel weighting technique are illustrated through an application to educational data, which refer to a national standardised test developed and collected by the Italian National Institute for the Evaluation of the Education System. 相似文献

This article draws on qualitative research which focused on worker experiences of Workfirst activation during the Job Services Australia (JSA) contract of employment services. The Workfirst orientation of Australian labour market programmes created imperatives for activation workers to monitor job seeker compliance with activity tests. As part of the broader cohort interviewed in the study, activation workers were interviewed about the way sanctions were used to discipline job seekers in street‐level exchanges. These workers had experienced the transition from the Job Network to JSA and had observed how a shift to Workfirst became institutionalised in organisational practices and culture. Concepts from Bourdieu's field theory are used to situate activation workers in the employment services field that became more managerial during the transition to Workfirst and where sanction‐based practice was mainstreamed. Drawing also on Peillon's sociology of welfare, employment services are described as part of the welfare field in which the activation workers experienced the misrecognition associated with Workfirst, which is described as a structure of domination. The analysis employs the concept of intersubjective recognition to draw attention to the subjective and objective co‐construction of street‐level interactions. This study has implications for understanding how welfare reforms affect activation workers, the contributors to the erosion of employment services capability, and the need for investment in workforce development in the employment services sector. 相似文献

In this paper, the authors describe the first year of a project and the process undertaken to implement intergenerational (IG) programs in two sites: a continuing care retirement community and an early care and education center, which are located geographically close to one another in a small Midwestern town in the United States. This study addresses the controversial issue of how non-financial performance affects the cost of debt capital and access to it. The relationship between corporate social performance and two measures of debt cost (accounting-based and market-based) and the measure of debt access are analysed by means of a multi-theoretical framework combining economics with social theories. By observing a sample of listed European non-financial firms over an 8-year period from 2005 to 2012, we find a negative relationship between corporate social performance and interest rate. Consistent with this result, we find a positive relationship between corporate social performance and debt rating. Thus, corporate social performance has a positive role in reducing the cost of debt capital. Moreover, firms with better corporate social performance are more attractive to lenders in terms of leverage allowance. Overall, our findings provide deeper insight into the reasons why companies should improve their corporate social performance. 相似文献

In this paper, we study the performance of the most popular bootstrap schemes for multilevel data. Also, we propose a modified version of the wild bootstrap procedure for hierarchical data structures. The wild bootstrap does not require homoscedasticity or assumptions on the distribution of the error processes. Hence, it is a valuable tool for robust inference in a multilevel framework. We assess the finite size performances of the schemes through a Monte Carlo study. The results show that for big sample sizes it always pays off to adopt an agnostic approach as the wild bootstrap outperforms other techniques. 相似文献
