Social work in the UK remains embroiled in concerns about child protection error. The serious injury or death of vulnerable children continues to evince much consternation in the public and private spheres. Governmental responses to these concerns invariably draw on technocratic solutions involving more procedures, case management systems, information technology and bureaucratic regulation. Such solutions flow from an implicit use of instrumental rationality based on a ‘means-end’ logic. While bringing an important perspective to the problem of child protection error, instrumental rationality has been overused limiting discretion and other modes of rational inquiry. This paper argues that the social work profession should apply an enlarged form of rationality comprising not only the instrumental-rational mode but also the critical-rational, affective-rational and communicative-rational forms. It is suggested that this combined, conceptual arsenal of rational inquiry leads to a gestalt that has been termed the holistic-rational perspective. It is also argued that embracing a more rounded perspective such as this might offer greater opportunities for reducing child protection error.  相似文献

Habermas’s critical social theory has been challengedon a range of fronts. However, the authors see merit in hismediation thesis as set out in the seminal text, Between Factsand Norms (1996). Adopting a pragmatist defence of the thesis,we review and demonstrate the effectiveness of what we believeis a coincidental expression of some of its main tenets—TheFamily Group Conference in Child Protection. Drawing furtheron Habermas’s work, we then proceed to re-work aspectsof the conference’s core processes, thereby accentuatingthe possibility of empowering dialogue between its key participants:the families (who embody the ‘lifeworld’) and thesocial work professionals (who represent the ‘system’).In the final section, we argue that moral practice in childprotection must be safeguarded by communicational proceduresthat explicitly address issues relating to the use of powerand the need for ‘recognition’ between subjects.  相似文献

This study used longitudinal data from the National Child Development Study in the United Kingdom to investigate childhood predictors of labor force participation outcome (unemployed versus employed or self-employed) at age 33. In women, only general ability at age 11 was related to labor force participation at age 33, whereas in men labor force participation was negatively related to sibship size and domestic tension in childhood and psychological distress in adult life, and was positively related to presence of a partner in adult life, academic motivation in adolescence and educational attainment.  相似文献

The purpose of this study was to examine factors that contribute to the development of friendships for Latino adolescents. Of particular interest are the roles played by acculturation stress, family relationships, and adolescent mental health problems. Path analysis was completed using longitudinal data from 286 Latino adolescents living in North Carolina and Arizona. Results of the analysis suggest that indicators of acculturation stress influence family relationships, which in turn affects adolescent mental health problems and negative friend associations. Parent–adolescent conflict and externalizing problems were the most significant mediators of this relationship. Implications for practice and research are discussed.  相似文献

This paper is based on a literature review undertaken for theOffice of the Deputy Prime Minister in 2004 (Buchanan et al., 2004)on the impact of government policy in England and Wales forchildren aged from birth to thirteen at high risk of socialexclusion as recorded up until May 2004. It describes the conceptof ‘social exclusion’; its meaning for children;the aims of government policy; the specific impact of governmentpolicy on vulnerable families and children in need (includingchildren needing child protection and all ‘looked after’children) as defined by the 1989 Children Act. The paper demonstratesthat although progress has been made, there are still majorareas of concern. Recent years have seen a burgeoning interest in developing indicator frameworks for ‘Indigenous wellbeing’. Implicit in each of the frameworks are particular conceptions of what constitutes the ‘good life’ for Indigenous peoples and what ‘Indigenous development’ should entail. In developing these frameworks, then, certain judgements must be made about whether statistical equality should be prioritised as a ‘development’ goal. This issue has generated long‐standing debate and in this context must be broached anew. In this paper we briefly examine the growing interest in Indigenous wellbeing and outline three prominent indicator frameworks: the Productivity Commission's indicators for ‘Overcoming Indigenous Disadvantage’; the ‘capability indicators’ developed by the Cape York Institute for Policy and Leadership; and the indicators of wellbeing developed by the United Nations Permanent Forum on Indigenous Issues. The first prioritises statistical equality between Indigenous and non‐Indigenous Australians; the second adds a concern with ‘capabilities’; and the last emphasises the importance of distinct cultural preferences. We offer an assessment of these approaches, drawing in part on Amartya Sen's work. We argue that in seeking to improve the wellbeing of Indigenous Australians, policy‐makers should not only make their own normative assumptions clear, but also be aware of the implications of their decisions for constituents with different worldviews.  相似文献

This paper reports the findings of a survey of 250 British managers, exploring their experience and perceptions of organization politics. Political behaviour appeared to be common. Most managers viewed political behaviour as ethical and necessary, and aspects of organizational effectiveness, change, resourcing and reputation were attributed to political tactics, although 80% had no training in this area. Tactics experienced frequently included networking, using ‘key players’ to support initiatives, making friends with power brokers, bending the rules, and self‐promotion. Tactics experienced as rare, but not unknown, included misinformation, spreading rumours, and keeping ‘dirt files’ for blackmail. A consistent pattern of responses concerning willingness to engage in politics, the need to act ruthlessly and the appropriateness of reciprocity when faced with political behaviour implies an attitude of ‘you stab my back, I'll stab yours’. Findings are discussed using an ‘antecedents–behaviours–consequences’ framework of perceived organization politics to guide research.  相似文献

In this paper the problem of high-level nuclear waste disposal is viewed as a five-stage, cascaded decision problem. The first four of these decisions having essentially been made, the work of recent years has been focused on the fifth stage, which concerns specifics of the repository design. The probabilistic performance assessment (PPA) work is viewed as the outcome prediction for this stage, and the site characterization work as the information gathering option. This brief examination of the proposed Yucca Mountain repository through a decision analysis framework resulted in three conclusions: (1) A decision theory approach to the process of selecting and characterizing Yucca Mountain would enhance public understanding of the issues and solutions to high-level waste management; (2) engineered systems are an attractive alternative to offset uncertainties in the containment capability of the natural setting and should receive greater emphasis in the design of the repository; and (3) a strategy of waste management should be adopted, as opposed to waste disposal, as it allows for incremental confirmation and confidence building of a permanent solution to the high-level waste problem.  相似文献
