Inheritance and wealth composition

This paper studies the effects of variables pertaining to alternative bequest motives on the composition of households' portofolio. It relies on a 1986 survey on the assets structure of 5600 French households. The main conclusion is that bequest motives indeed influence the composition of households' wealth. However, available data does not allow one to sort out the influence of specific models of inheritance.We thank John Ermisch, Jim Lindsey and two referees for their comments and suggestions. The destination decision of political migrants

This paper deals with the destination decision of political migrants who, in spite of having strong cultural, ideological and religious ties to a particular potential destination, choose to emigrate elsewhere. The model presented characterizes the migrants, who have a choice of two possible destinations, by two properties, skill level and financial resources, and identifies those that move to each destination. The paper examines various immigration-encouraging policies and shows that although all of them will increase immigration, in some cases the economic quality of the new immigrants will rise and in some it will fall. This paper includes general evidence on the present immigration to Israel and some suggestions for empirical tests.Supported by the Schnitzer Foundation for Research on the Israeli Society and Economy.We would like to thank two anonymous referees for their valuable comments which simplified the presentation.     

Data collection: are social workers reliable?

Social workers are required to collect a considerable amount of personal information about clients and their families which may be unrelated to direct clinical work. Administrators often use this for the purpose of payment, service documentation, agency planning, and accountability. The worker's concern about the appropriateness of collecting this data may result in poor compliance or even falsification of information. In a survey of Minnesota social workers, noncompliance with data collection requirements was substantial. The authors also found a significant degree of conflict about privacy and confidentiality issues. These findings suggest a basis of concern for those who must rely on accurate data for administrative planning.     

Conference on international manpower flows and foreign investment in the Asian region

This is a report from a conference held in Tokyo, Japan, in 1991 on the economic aspects of labor mobility in Asia. The authors briefly describe selected papers given at the conference and outline conference topics. A list of participants is included. (SUMMARY IN FRE AND SPA)     

The Australian model of immigration and multiculturalism: is it applicable to Europe?

"The aim of this article is to examine the experience of Australia with regard to immigration and ethnic diversity since 1945, and to discuss the relevance of this experience for Western Europe." The author finds that "since 1945, over 5 million settlers have come from many different countries, leading to a situation of great cultural diversity.... Over the last twenty years, a policy of multiculturalism has emerged, giving rise to several special institutions. This has had profound effects both on social policy and on concepts of national identity. The relevance of the Australian model for Western Europe is discussed."     

Allocational and distributional aspects of future immigration to Western Europe

"This article shows that an analysis of the impacts of immigration [in Western Europe] has to be divided into allocational and distributional aspects. From an allocational point of view, like free trade in goods, services and capital, migration is welfare-improving as long as marginal productivities of labor are not equalized worldwide. From a distributional point of view, however, the immigration society has to bear the effects of sharing its common public goods and its social values with the new immigrants. Free immigration will only be allowed if the allocational welfare gains exceed the distributional welfare losses. According to this rule of thumb, a guideline for an efficient migration policy is sketched."     

The demographic situation in rural areas

Demographic trends in rural areas of the former Soviet Union are analyzed over the 10-year period 1979-1989, using census data. Over the whole country, the rural population decreased by 1 percent, while the urban population increased by 15 percent, although significant differences existed between the European and Central Asian republics. Factors affecting the dynamics of rural populations are analyzed, including the undeveloped social and economic infrastructure in rural areas.     

Current status of and prospects for China Population Information Centre

The China Population information Centre (CPIC), set up in May 1980, is a national institution for population information research under the State Family Planning Commission. Its main functions are to 1) collect, process, and distribute and foreign materials on population and family planning; 2) collect, tabulate, and analyze population and family planning data; 3) keep abreast of new population and family planning developments within and outside the country; 4) edit and publish information materials; and 5) provide information users with diversified services. The CPIC has 8 operational units: 1) the Library, 2) the Statistics Division, 3) the 1st Information Research Division, 4) the 2nd Information Research Division, 5) the Editorial Division, 6) the Translation Division, 7) the Computer Division, and 8) the Technical Support Division.     

Measures to facilitate the return and reintegration of highly skilled migrants into African countries

A very large number of skilled Africans are found to be operating in the developed industrialized countries of the West at a time when their national economies are crying out for their services. Ways must be found to return as many of these skilled Africans as possible to the African economy. This out-migration or brain drain has a number of causes, including: 1) real incomes in Africa have been on the decline in the past several years while prices were constantly rising. Professional and salaried workers seek employment in other countries that pay much higher salaries. 2) Promotion on criteria other than merit is common in Africa and diligence and high productivity are not often rewarded. 3) Political interference frustrates public services professionals; they are rendered unable to use their professional judgement in making decisions that affect the economic and social fabric. 4) The inadequacy of higher education facilities and opportunities in African countries encourages the brightest and best qualified Africans to go to Western Europe and North America for school; they tend not to return after graduation. 5) Political upheavals and general instability contribute to feelings of individual insecurity, sending Africans to seek sanctuary in more politically stable and less repressive environments. Actions needed to control this out-migration include: 1) incentive systems should be reviewed with a view to providing realistic levels of renumeration and working conditions should be made to promote job satisfaction and self-actualization. 2) Capacities and capabilities should be strengthened so as to ensure that production of goods and services becomes indigenized and that the development and operation of institutions emanates from within the continent. 3) Educational services should be expanded and improved to obviate the need for large numbers of Africans to seek educational opportunities abroad.
