Analyzing the neutrality of referees during 12 German premier league (1. Bundesliga) soccer seasons, this paper documents evidence that social forces influence agents’ decisions. Referees, who are appointed to be impartial, tend to favor the home team by systematically awarding more stoppage time in close matches in which the home team is behind. They also favor the home team in decisions to award goals and penalty kicks. Crowd composition affects the size and the direction of the bias, and the crowd’s proximity to the field is related to the quality of refereeing. (JEL J00) 相似文献

This paper explores the influence of U. S. macroeconomic conditions and the international trade position on protectionist pressures as measured by escape clause cases brought before the International Trade Commission. Several possible difficulties with Takacs' pioneering empirical study of this topic are considered. It is argued that while further support is found for her principal conclusion that the state of the domestic economy is a significant determinant of such protectionist pressures, the quantitative strength of such aggregate factors is less than was suggested by Takacs' original study. 相似文献

Pictures in historical chapters of textbooks convey information about the values and assumptions of the authors'professions and the larger culture. We scrutinized 15 recent abnormal psychology textbooks for reproductions of art created before 1900. Thirteen works appeared in three (20%) or more textbooks. Overall, these pictures support a "Whiggish" account of history that celebrates the present and gives a distorted, incomplete rendering of the past. The 13 pictures tended to depict the mentally ill as an underclass who are released from their literal and metaphorical shackles by men who are "ahead of their time" in their struggles against prevailing ignorance. The pictures also emphasized the difference of the mentally ill by presenting a catalogue of stereotypic visual elements attributed to insanity throughout Western history. We argue for the inclusion in textbooks of "history for the sake of the past" as a way of genuinely engaging different ideologies and thereby stimulating interest in our own implicit values and biases. 相似文献

In a recent article in this Journal Browning and Culbertson (hereafter B-C) extended the theoretical investigation of the predicted effects of maximum price controls to the competitive firm and deduced an excess capacity result. In this note we extend their analysis to derive long-run adjustment paths for the industry for changes in market demand or control prices. The importance of such an extension is that the relevant industry adjustment path is different depending on whether one considers changes in the control price through such mechanisms as cost pass-throughs or through changes in industry demand. To make this extension meaningful, however, we must first consider the link between the firm and market diagrams in B-C's model. Section I is devoted to the analysis. We give a tutorial on bottleneck dynamics. Bottleneck dynamics is a scheduling framework that uses approximate dual resource prices to make decentralized decisions. The basic idea is to establish a price for a resource as a function of the set of jobs that need to be processed by the resource. Tasks are then sequenced according to a cost/benefit ratio. Starting with one resource sequencing problems, we describe how priorities for jobs can be developed and how they translate into resource prices. We then describe how resource prices can be approximated in a multiresource situation and how lead times which are critical for these approximations can be accurately computed. We also describe a number of studies that have shown bottleneck dynamics to be an effective approach in several different problem areas. 相似文献

On January 18, 2011, President Obama signed Executive Order 13563, Improving Regulation and Regulatory Review, which instructs federal regulators to do the following: coordinate their agencies activities to simplify and harmonize rules that may be overlapping, inconsistent, or redundant; determine whether the present and future benefits of a proposed regulation justify its potential costs (including taking into account both quantitative and qualitative factors); increase participation of industry, experts, and the public (“stakeholders”) in the formal rule‐making process; encourage the use of warnings, default rules, disclosure requirements, and provisions of information to the public as an alternative to traditional “command‐and‐control” rule‐making restricting consumer choice; and mandate a government‐wide review of all existing administrative rules to remove outdated regulations. Executive Order 13563 includes a qualitative “values” provision to be considered in the required cost–benefit analysis, which can potentially counteract the alleged regulatory reform rationale of President Obama. Furthermore, in Executive Order 13563, President Obama established a deadline of May 18, 2011, for all executive branch agencies to submit their plans to streamline their rulemaking operations and repeal those “overlapping, inconsistent, or redundant” rules.
