Government and policymakers want to engage the public in a dialogue about the conduct and consequences of science and increasingly seek to actively involve citizens in decision-making processes. Implicit in this thinking is that greater transparency and public inclusion will help dispel fears associated with new scientific advancements, foster greater public trust in those accountable, and ultimately increase the acceptability of new technologies. Less understood, however, are public perceptions about such high-level involvement in science and how these map onto public trust and attitudes within a diverse population. This article uses the concept of public efficacy -- the extent to which people believe that the public might be able to affect the course of decision making -- to explore differences in trust, attentiveness, and attitudes toward modern genetic science. Using nationally representative data from the 2003 British Social Attitudes Survey, we begin by examining the characteristics of those who have a positive belief about public involvement in this area of scientific inquiry. We then focus on how this belief maps on to indicators of public trust in key stakeholder groups, including the government and genetic scientists. Finally, we consider the relationship between public efficacy and trust and attitudes toward different applications of genetic technology. Our findings run contrary to assumptions that public involvement in science will foster greater trust and lead to a climate of greater acceptance for genetic technology. A belief in public efficacy does not uniformly equate with more trusting attitudes toward stakeholders but is associated with less trust in government rules. Whereas trust is positively correlated with more permissive attitudes about technologies such as cloning and gene therapy, people who believe in high-level public involvement are less likely to think that these technologies should be allowed than those who do not. 相似文献

Objective . Scholars who have investigated depictions of public service in children's literature have come to a mix of conclusions regarding the portrayal of public figures in children's literature. We revisit these studies, attempting to answer the question of how public servants are portrayed in children's literature. Methods . We perform content analysis of 93 books and examine 868 characters for benevolence and competence. Results . We find that public servants are portrayed as no more incompetent or malevolent than other adults in children's literature. On a few dimensions, we find just the opposite. Furthermore, we find that women in general are portrayed as more benevolent than men, although the same patterns are not found between sexes when examining only those in the public service. Conclusions . If children are developing negative stereotypes of government officials and institutions, these stereotypes do not appear to be formed through their reading of children's literature. 相似文献

Summary Social work has traditionally drawn upon an expansive rangeof social science research and theorizing as its claim upona knowledge base. Recent debates have exploredthe need for the profession to develop its own theory of socialwork knowledge arising from practice. This paper seeks to extendthe boundaries of these ideas through an operational and epistemologicalelaboration and critique of Sheppard's (1995a; 1998) notionof a practice paradigm. We study the effect of strategic customer behavior on pricing and rationing decisions of a firm selling a single product over two periods. The seller may limit the availability of the product (that is, ration) in the second (clearance) period. Some customers are strategic and respond to the firm's decisions by timing their purchases. When capacity is nonconstraining and the seller has pricing flexibility, we show that rationing in the clearance period cannot improve revenue. However, when prices are fixed in advance, rationing can improve revenue. In the latter case, we conduct a detailed analysis for linear and exponential demand curves and derive explicit expressions for optimal rationing levels. We find that the policy of doing the better of not restricting availability at the clearance price or not offering the product at the clearance price is typically near optimal. Our analysis also suggests that rationing—although sometimes offering considerable benefit over allowing unrestricted availability in the clearance period—may allow the seller to obtain only a small fraction of the optimal revenue when the prices are chosen optimally without rationing. We extend the analysis to cases where the capacity is constraining and obtain similar results. 相似文献

Traditionally, corporate governance has focused on the problem of crafting mechanisms to align the interests of owners and
managers. The key characteristic has been to minimize the potential for managers to act in their own self-interest at the
expense of shareholders. The purpose of this paper is to focus on employees as stakeholders in the governance process. We
argue that creating an environment where employees have help in behaving ethically, in the course of their work, is the first
step in encouraging them to voice observations of wrongdoing. Seven groups of professionals in the accounting and insurance
fields were surveyed during a 10-year period and asked to indicate the extent to which 14 items were helpful in dealing with
ethical challenges. Over 2700 responses were analyzed. The findings indicate that professionals think that their organizational
culture and policy for voice was more helpful in dealing with ethical dilemmas than was their professional association.

This report describes a 2-year, longitudinal study of one school district's effort to link site-based, collaborative evaluation with formal, centralized program evaluation. Participants formed a research team in partnership with a local university. Team members assisted leadership teams in identifying issues for informal, site-based assessments and then used the information to monitor progress toward established goals. Participants collaborated in designing and conducting informal assessments of student achievement, school climate and safety, discipline, and parent involvement. Leadership teams used these data in developing their school improvement plans. Researchers and administrators used these data to revise the districtwide survey. At the end of the 2-year cycle, analysis of school improvement plans showed that collaborative evaluation is creating a connection between dialogue and data. These 17 middle schools are approaching school improvement in a more integrated fashion by actively involving key stakeholders (students, parents, and teachers) in the evaluation process. 相似文献
