The Republic of Korea (South Korea) and Japan are highly industrialized and modern nations which are both influenced by the Confucian tradition of respect for the elderly and family responsibility for the care of aging parents. In both countries the proportion of the elderly population is increasing. Japan, since the end of World War II, has utilized its government bureaucracy to help develop the social welfare system and to formulate social policies and programs for the elderly. Japan's tradition of samurai Confucianism is congruent with the commitment of the Japanese government to such social development as a matter of national policy. The Republic of Korea has not assigned a comprehensive planning role to its government bureaucracy. Lacking the mix of industrial/post-industrial infrastructure of Japan and not yet faced with the immediacy of a very large elderly population, the Republic of Korea's government has developed its social policies for the elderly in a more incremental manner, usually emphasizing small scale and piecemeal initiatives. With respect to social support, it has emphasized voluntary family efforts as congruent with the Korean (and Chinese) variant of Confucianism. This paper aims to illustrate the role of strategic risk analysis in the process of policy dialogue. An example of a new product diversification demonstrates the role of risk analysis in clarifying problem assumptions and in understanding the impact of uncertainty on decision-making. This paper provides an overview of strategic groups research and argues that it should be linked more closely to questions central to strategic management. Particularly fruitful directions for future research include industry evolution, competitive and industry dynamics, and linkages to resource-based theories. Specific observations and suggestions are made about the content and method of strategic groups research. Both the National Gambling Impact Study Commission and the National Academy of Sciences have evaluated the current state of gambling studies research in general while making specific suggestions for future efforts in the psychological and biomedical areas in particular. Recognizing the importance of evaluating the state of the field on a macro level, this paper considers and categorizes several decades of psychological and biomedical gambling research. By examining the number of references to gambling in two major bibliographic databases, quantifiable trends and observations are presented about gambling-related psychological and biomedical research. Two trends in particular are salient: the rate at which gambling-related articles are published in scholarly journals is increasing, and the plurality of these articles deals with issues of cognition and personality as related to gambling.  相似文献

During the last decade there has been an unprecedented expansion of legalized gambling throughout North America. Three primary forces appear to be motivating this growth: (1) the desire of governments to identify new sources of revenue without invoking new or higher taxes; (2) tourism entrepreneurs developing new destinations for entertainment and leisure; and (3) the rise of new technologies and forms of gambling (e.g., video lottery terminals, powerball mega-lotteries, and computer offshore gambling). Associated with this phenomenon, there has been an increase in the prevalence of problem and pathological gambling among the general adult population, as well as a sustained high level of gambling-related problems among youth. To date there has been little dialogue within the public health sector in particular, or among health care practitioners in general, about the potential health impact of gambling or gambling-related problems. This article encourages the adoption of a public health perspective towards gambling. More specifically, this discussion has four primary objectives:1. Create awareness among health professionals about gambling, its rapid expansion and its relationship with the health care system;2. Place gambling within a public health framework by examining it from several perspectives, including population health, human ecology and addictive behaviors;3. Outline the major public health issues about how gambling can affect individuals, families and communities;4. Propose an agenda for strengthening policy, prevention and treatment practices through greater public health involvement, using the framework of The Ottawa Charter for Health Promotion as a guide.By understanding gambling and its potential impacts on the public's health, policy makers and health practitioners can minimize gambling's negative impacts and appreciate its potential benefits.  相似文献
