基于最优停止理论的应急终止机制设计

终止机制是保持应急管理周期完整性必不可少的最后一环。现实中,即使意识到有效终止应急状态的重要性,也很有可能因为无法选择恰当的终止点而造成巨大损失或资源浪费,确定最优的终止时间点成为急需解决的问题。本文基于有限情形的最优停止理论对此问题进行了建模,并分析了模型的改进和完善的可能,将其扩展至整个应急过程,以期解决应急中的动态终止决策问题,为行业和领域应急的实践提供方法依据。     

农民工工伤保险相关利益集团行为取向的影响因素——基于湖南五个城市的调查

以2008年湖南湘中五城农民工工伤保险调查情况为依据,对地方政府、用工企业、农民工自身、工伤医疗服务及保险经办机构等利益集团的经济人行为进行深入分析,结果表明：在农民工工伤保险问题上,地方政府及企业因农民工劳动力成本优势的丧失态度消极;就业环境恶劣加剧及实际工资下降使部分农民工持迟疑态度;医疗服务及保险经办机构因保险扩面收益显著积极响应。因此,有必要在培养地方政府科学的全局观和发展观的同时建立企业社会责任共担机制,进一步扩大农民工工伤保险覆盖面,以稳定的基金和优质医疗服务保障农民工工伤权益的实现。

“长三角”制造业经济拉动力分析

制造业是拉动长江三角洲经济发展的主要源动力.为了更加准确的界定制造业在长江三角洲产业发展中的拉动作用,论文深入分析了长江三角洲16个城市的制造业和经济发展水平之间的关系,揭示了长三角地区制造业经济拉动力的变化及其影响因素,指出:虽然长三角制造业从总体上具有较强大的经济拉动力,但其内部各行业之间仍然具有明显的差异,并由此表现出制造业经济拉动力的某螳具体特征.文章最后从长江三角洲制造业引申开来,阐述了促进我国制造业发展、进一步强化制造业经济拉动作用的新思路.     

Construction of the nearest neighbor embracing graph of a point set

This paper gives optimal algorithms for the construction of the Nearest Neighbor Embracing Graph (NNE-graph) of a given point set V of size n in the k-dimensional space (k-D) for k = 2,3. The NNE-graph provides another way of connecting points in a communication network, which has lower expected degree at each point and shorter total length of connections with respect to those using Delaunay triangulation. In fact, the NNE-graph can also be used as a tool to test whether a point set is randomly generated or has some particular properties. We show that in 2-D the NNE-graph can be constructed in optimal time in the worst case. We also present an time algorithm, where d is the -th largest degree in the utput NNE-graph. The algorithm is optimal when . The algorithm is also sensitive to the structure of the NNE-graph, for instance when , the number of edges in NNE-graph is bounded by for any value g with . We finally propose an time algorithm for the problem in 3-D, where d and are the -th largest vertex degree and the largest vertex degree in the NNE-graph, respectively. The algorithm is optimal when the largest vertex degree of the NNE-graph is .

'A man in the making': sexual masculinities within changing training cultures

The academic representation of social transformation in Britain has underplayed the key contribution of sexual politics. More specifically, sociological accounts of changing social relations within institutional sites has served to make invisible sexual identities. From research on a Modern Apprenticeship in the mid 1990's, empirical material is used to make visible male sexualities within Further Education. Importantly, we suggest that in order to capture the dynamics of the interplay between labour process restructuring and regendering, there is a need to refocus upon sexual cultures. In this local site, currently experiencing rapid institutional changes in training practices, a range of young male sexual cultures are identified. With reference to institutional spaces and micro-cultural relations, we illustrate how these sexual cultures construct themselves through sexual difference. Finally, we also consider the importance of sexual knowledges in young people's post-16 education and training.
