The South African Working for Water (WfW) programme is a short-term public works programme (PWP) focused on clearing invasive alien plants, while training and empowering the marginalised poor to find employment. Furthermore, it aims to develop independent, entrepreneurial contractors who should ‘exit’ from the programme into the broader labour market. However, evidence indicates that many beneficiaries have become financially dependent on this employment, and find it difficult to search for alternatives. Understanding the reasons for this dependence from the perspective of the beneficiaries of this PWP is crucial to align such projects to the actual needs of the beneficiaries, but these have not yet been considered from a sociological perspective. This article reports on data collected, through face-to-face interviews, on WfW beneficiaries’ aspirations to permanent employment in four projects in the Winelands and Overberg districts of the Western Cape. It presents the novel finding that the social structures within projects themselves seem to create a need to remain in the WfW programme. In addition, a misalignment between these projects’ implementation and beneficiaries’ aspirations to financial stability (associated with permanent employment in WfW) is highlighted. The authors argue that WfW should respond to these aspirations, rather than pursue the ostensibly unrealistic aim of creating independent entrepreneurs. Finally, the implications of these findings for PWPs globally, and their concerns regarding the inadvertent creation of beneficiary dependence, are outlined.  相似文献

This article develops a new paradigm for the study of collaboration by applying the concept to events outside the context of the Second World War. The authors examine three instances of collaboration in twentieth-century mass killings, seeking to situate them within the framework of genocide. Using a multidisciplinary approach, the article questions the validity of explanations of conflict predicated on the existence of binary systems—explanations that appear frequently in comparative genocide studies. The authors relate the decision to participate in mass murder to the history of structural inequality within a given society. The article concludes that, however vague, the concept of collaboration is useful in accentuating a bottom-up approach in the study of genocide.  相似文献

This article reconstructs how, under the umbrella of the Europea Union (EU), discreet opportunities for EU social policy agenda setting opened for academic expertise from the late 1990s to the 2020s. This began with the Dutch presidency of the EU in the first half of 1997, endorsing the notion of ‘social policy as a productive factor’, followed by the 2000 Lisbon strategy for Growth and Social Cohesion in the open economy. The social investment landmark publication was Why We Need a New Welfare State, written by Gøsta Esping-Andersen et al., for the Belgian presidency of 2001. Ultimately, cumulative academic insights and feedback from country-specific reform experiences found their synthesis in the Social Investment Package in 2013. EU political codification of social investment took effect with the adoption of the European Pillar of Social Rights in December 2017. The paper concludes on the future for social investment with some personal reflections as an engaged scholar.  相似文献

This paper considers pricing and remanufacturing strategy of a firm that decides to offer both new and remanufactured versions of its product in the market and is concerned with demand cannibalization. We present a model of demand cannibalization and a behavioral study that estimates a key modeling parameter: a fraction of consumers who switch from new to remanufactured product. As we show, this fraction has an inverted‐U shape, and, thus, the underlying consumer behavior cannot be modeled using the standard methodologies that rely on consumers' willingness to pay (WTP). We find that by incorporating the inverted‐U‐shaped consumer behavior, the firm remanufactures under broader conditions, charges a much lower price, and typically remanufactures more units—leading to an increase of profits from remanufacturing by up to a factor of two as compared with making decisions based on the WTP only. Lastly, we find that the behavior of the low‐price market segment plays an important role because the firm reacts to it differently than the WTP‐based logic would suggest.  相似文献
