《汉语大字典》专名号标注识误

《汉语大字典》引证丰富,由于编者对引用古书不熟,文意理解出现偏颇,直接导致在标点方面出现严重问题。经过十年修订,《汉语大字典》第二版对原版标点错误有所纠正,但标点问题仍然不少。现将《汉语大字典》第二版存在的专名号标注问题分作十类,列举35例进行了讨论。     

A governance network perspective on environmental conflicts in China: findings from the Dalian paraxylene conflict

Employing the Governance Network framework, this article presents an in-depth case study of the conflict that evolved from 2003 onwards over the construction and operation of a paraxylene plant in Dalian, China. The study explores the usefulness of this framework as an empirical tool to describe and make sense of policy processes and governance in multi-actor situations in China. The analysis shows the lack of anticipation and deliberation by Chinese governments, resulting in the buildup of citizens’ concerns, mediated by social media beyond government control. This results in an outbreak of protest followed by uncoordinated governmental responses, with high costs for all parties. It is argued that, because of the underlying institutional causes, the challenges are even greater for Chinese governments to come to grips with the increasing need for internal coordination, deal with new social media, and balance economic and environmental values.     

Are Overall Journal Rankings a Good Mapping for Article Quality in Specialty Fields?

Overall journal rankings, which are generated with sample articles in different research fields, are commonly used to measure the research productivity of academic economists. In this article, we investigate a growing concern in the profession that the use of the overall journal rankings to evaluate scholars’ relative research productivity may exhibit a downward bias toward researchers in some specialty fields if their respective field journals are under-ranked in the overall journals rankings. To address this concern, we constructed new journal rankings based on the intellectual influence of research in 8 specialty fields using a sample consisting of 26,401 articles published across 60 economics journals from 1998 to 2007. We made various comparisons between the newly constructed journal rankings in specialty fields and the traditional overall journal ranking. Our results show that the overall journal ranking provides a considerably good mapping for the article quality in specialty fields. 公共租赁房建设与新型城镇化

上海推进的公共租赁住房建设,是上海＂十二五＂期间住房保障体系的重要组成部分,符合深化住房制度改革和加快完善住房保障体系的总体要求,同时也与上海推进新型城镇化建设相呼应。新型城镇化的核心是＂人的城镇化＂,人的安居乐业是新型城镇化的关键所在。上海公租房政策对推动＂人的城镇化＂,具有极为重要的引导作用：强化了对非沪籍居民和中等收入阶层居住权的保障;有助于对工作者居住权利的保障;有助于带动整个区域的和谐、均衡发展。政府在推动公共租赁住房建设的过程中,还须适度扩大规模,改变产权式保障的传统思路;从严实行进出筛选机制,鼓励向上流动;坚持运作市场化、社区社会化、政策政府化;关注产业布局,突出其人才属性。     

Impacts of off‐farm employment on welfare,food security and poverty: Evidence from rural Vietnam

How off‐farm employment can enhance welfare in terms of food consumption and poverty alleviation is a critical question facing many developing countries. This study addressed that question by pursuing two objectives: (i) to quantify the impact of off‐farm employment on rural households’ welfare, food security and poverty; and (ii) to examine the factors that affect their decision to work off‐farm. Using panel data, we estimated a difference‐in‐difference combined with a propensity score matching model. The findings show that off‐farm employment improves income, ensures food security and contributes to poverty alleviation. The results also show that age, marital status, education, labour, financial capital, land, location, market access and losses from natural disasters are significant contributing factors to the decision to participate in off‐farm employment. The findings suggest that to improve the welfare of rural households, the Vietnamese government should proceed with policies that enhance their opportunities for participation in off‐farm employment.     

中国人口迁移的空间形态变化分析

文章根据2000年中国人口普查资料和历次人口调查资料,对过去50年间的人口分布及各地区人口迁移的空间形态变化进行综合分析。作者采用RobertoBachi的迁移人口偏好指数研究省际人口迁移及西部和其他地区人口迁移的形态变化,并根据一些选择因素,如迁移距离、本地人口、本地经济发展水平、地区投资、工业结构、就业率及失业率、政府政策、自然资源与环境、教育和其他一些地区性社会经济要素,建立Narayana人口迁移的修正模型,并简要讨论了与中国西部大开发和入口迁移相关的一些政策措施。     

环境问题的侵权法应对及其限度——以《侵权责任法》第65条为视角

<侵权责任法>沿袭<民法通则>以降民事立法和环境立法的做法,将环境侵权等同于环境污染致人损害,虽响应了环境时代法律"绿化"的要求,但同时亦导致了环境侵权体系的不周延与环境侵权适用上的困境.因而,有必要将生态破坏致人损害的情形亦纳入到环境侵权的调整范围.但鏊于环境议题的特殊性,这种努力并非最优的做法.整合相关制度、对环境侵害救济制度进行专门立法方是适宜的应对之道.

荀子的正义理论是其儒家思想中的重要组成部分。在荀子看来,社会正义起源于人性恶的社会现实;追求至平是社会正义的理想蓝图;通过化性起伪和社会赏罚就可以实现社会至平。探讨荀子的社会正义论,有助于我们理解中国传统文化中的优秀资源,从而在现代社会中更好地古为今用、实现正义。     

Expectation of quadratic forms in normal and nonnormal variables with applications

We derive some new results on the expectation of quadratic forms in normal and nonnormal variables. Using a nonstochastic operator, we show that the expectation of the product of an arbitrary number of quadratic forms in noncentral normal variables follows a recurrence formula. This formula includes the existing result for central normal variables as a special case. For nonnormal variables, while the existing results are available only for quadratic forms of limited order (up to 3), we derive analytical results to a higher order 4. We use the nonnormal results to study the effects of nonnormality on the finite sample mean squared error of the OLS estimator in an AR(1) model and the QMLE in an MA(1) model.
