建立平等就业制度:问题与机遇

在市场就业机制下,就业机会不仅表现为企业的用工自主和劳动者的择业自由,不包括政府对就业服务和扶持等制度安排——就业管理、就业服务和就业补贴。目前,制度政策的制定者、执行者、遵守者存在着明显的目标分歧。     

我国户籍制度改革现状及策略分析

随着中国特色社会主义政治与经济体制改革的不断推行,现行户籍制度由于束缚了城市化发展的步伐,阻碍了人力资源的优化配置和地区间的合理流动。因此,改革现行户籍制度,已成为迫在眉睫的问题。从浅层意义上看,户籍制度改革的是一个户口问题,是户口准入和居住准入的问题,但实际上问题的关键并不在于公民能否进入,而是在于进入后能否获得同等的待遇,是附着在户口背后的一系列不平等的、对农民的歧视性政策问题,更是关乎自由迁徙等一系列基本公民权利的问题。本文试选择国内几个典型的城市户籍制度改革方式进行分析探讨,归纳总结其存在的问题和实施难点,提出行之有效的改革策略,以期对我国户籍制度改革提供理论上的参考。     

新生代农民工的社会支持与主观幸福感研究

采用社会支持评定量表和主观幸福感量表,对439名新生代农民工进行实证调查,研究结果表明:新生代农民工的社会支持较少,主观幸福感也较低,为"相对不满意"。不同性别、婚姻、年龄、月收入、文化程度的新生代农民工,其社会支持、主观幸福感均有显著性差异,具体表现为:女性、已婚者、80后、文化水平在初中以上者、月收入在1500元以上者,这类人群感知到的社会支持显著高于其他类人群;女性、已婚者,这类人群的主观幸福感显著高于其他类人群。同时,主观支持、对支持利用度、性别、婚姻是预测新生代农民工主观幸福感的显著有效变量。为此,建议企业应发挥工会组织的作用,扩大新生代农民工的社会交往;社区应完善公共服务,为新生代农民工提供支持帮助;新生代农民工个体应不断学习,提升利用社会支持的综合素质。     

积极培育有利于多元主体共同发展的文化金融政策环境

良好的文化金融政策环境是在特定的社会环境中培养起来的,我国的文化与金融结合在政策层面还存在一些问题,如政策的科学化水平和民主化程序还有待提高,政策的稳定、协调性、周密性和配套性差,还不能适应文化产业发展规律和切实转变财政投入方式的需要,不能适应社会主义市场经济发展的需要。必须进一步细化文化与金融融合发展相关政策的制定与实施,形成投资主体多元化、融资渠道多样化及资金效率最大化的政策环境;完善文化与金融结合的长效机制和对接机制,巩固和提升文化金融产业的政策环境;加强法治环境建设,建立健全规范文化金融产业的相关法律体系和风险防范体系。要将财政政策和产业政策、行业政策、金融政策结合起来,实现文化与金融的协同共赢。     

现代汉语副词“幸亏”的极端敏感性及允准条件研究

从句法分布、语义指向和语用前提三个方面描述了现代汉语副词"幸亏"的使用特点。在Giannakidou提出的极性词语在(非)真实性语境中得到允准的原则的基础上,对"幸亏"的允准条件进行了探讨。文章论证了"幸亏"具有极端敏感性,需要真实性算子对其进行允准,它的允准条件与肯定极性词一致。

Optimal RSUs placement with delay bounded message dissemination in vehicular networks

In order to transfer emergency messages from the accident site to the control center as soon as possible, the Roadside Units (RSUs) act as the most important roles in vehicular ad hoc networks (VANETs). However, we always hope to deploy the minimum number of RSUs because of the low market penetration of VANET-enabled vehicles and the deployment cost of RSUs. This paper presents a transmission delay analysis in urban areas with IID vehicles, and then reveal the relationship between the transmission time and message dissemination distance. According to the analysis, the optimal RSUs deployment problem is formulated. We propose three heuristic greedy strategies as code methods of genetic algorithms to solve the optimal RSUs placement problem with delay bound. Simulation results show that the solutions are efficient and the time complexity is lower than those existing algorithms.     

CONSPICUOUS SPENDING AND THE INCOME DISTRIBUTION OF SOCIAL GROUPS

Using South African household expenditure data, we analyze how the spending of a household on visible goods, such as jewelry and clothes, depends on the distribution of income within its social group. We find that this spending is positively correlated with the share of peers who possess a similar income level to the household, what we dub the “local income share.” Moreover, we find that the spending of a household on visible goods is positively correlated with the average income of peers that are poorer than this household. We interpret this as evidence for cascade effects through which income changes among the poorest in the social group can trigger adjustments in the visible spending patterns of the wealthy. In line with previous research (Charles et al. 2009), we also find that visible spending of a household is negatively correlated with the average income of its social group. We present a simple model of status competition based on Hopkins and Kornienko (2004) that synthesizes these effects and can account for our results. (JEL D12, D31, O12)
