建设服务型政府,实现公共服务提供主体多元化

服务型政府将满足公民需求作为最高工作目标,不仅要求强化社会管理和公共服务职能,更需要通过体制机制创新来促进公共服务的有效供给。其中,公共服务的供给机制有效与否是政府不同层级和不同部门都要面对的普遍性问题。针对公共服务的混合性和复杂性,以及我国在公共服务提供方面的问题,参考发达国家的政府改革经验,我国应培育多元化的公共服务供给主体,通过将分散、异质性的服务需求与非规模化的服务供给对接来间接满足服务需求。多元化供给机制有利于发挥行政机制、市场机制和社会机制的各自优势,并实现三者的有机结合,从而有利于整合各种社会资源,满足公民的异质性公共服务需求。     

从清华简《金縢》看周公与《鸱鸮》的关系

《鸱鸮》是《诗经.豳风》中的一首诗,其作者历史上都说是周公。近世学者对此表示怀疑,然无确凿证据。近来清华简《金縢》的发现,证明《鸱鸮》实非周公所作,而是他东征归来,以此诗遗献成王,略近赋诗言志。用意在于消除君臣间的误解,表明自己公忠为国的心迹,体现出一种高超的政治艺术。

Optimal RSUs deployment with delay bound along highways in VANET

In order to broadcast an alert message from the accident site to the control center as soon as possible, the roadside units (RSUs) act as the critical component in vehicular ad hoc networks (VANETs). It is not possible to make a pervasive RSU deployment due to the huge cost and market requirement. Hence, how to deploy a minimum number of RSUs in a given region becomes a challenge problem. In this paper, we present an analysis for the total delay of broadcasting alert messages in VANETs along highways. Based on the analysis, the relationship between optimal number of RSUs with the highway distance is given. Moreover, the experiment results verifies the delay analysis and the optimization of RSUs deployment.     

Maximizing Business Returns to Corporate Social Responsibility (CSR): The Role of CSR Communication

By engaging in corporate social responsibility (CSR) activities, companies can not only generate favorable stakeholder attitudes and better support behaviors (e.g. purchase, seeking employment, investing in the company), but also, over the long run, build corporate image, strengthen stakeholder–company relationships, and enhance stakeholders' advocacy behaviors. However, stakeholders' low awareness of and unfavorable attributions towards companies' CSR activities remain critical impediments in companies' attempts to maximize business benefits from their CSR activities, highlighting a need for companies to communicate CSR more effectively to stakeholders. In light of these challenges, a conceptual framework of CSR communication is presented and its different aspects are analyzed, from message content and communication channels to company- and stakeholder-specific factors that influence the effectiveness of CSR communication.     

On Shortest k-Edge-Connected Steiner Networks in Metric Spaces

Given a set of points P in a metric space, let l(P) denote the ratio of lengths between the shortest k-edge-connected Steiner network and the shortest k-edge-connected spanning network on P, and let r = inf l(P) P for k 1. In this paper, we show that in any metric space, r 3/4 for k 2, and there exists a polynomial-time -approximation for the shortest k-edge-connected Steiner network, where = 2 for even k and = 2 + 4/(3k) for odd k. Blocking Rumor by Cut

In this paper, a rumor blocking problem is studied with an objective function which is neither submodular or supermodular. We will prove that this problem is NP-hard and give a data-dependent approximation with sandwich method. In addition, we show that every set function has a pair of monotone nondecreasing modular functions as upper bound and lower bound, respectively.

对军政关系的研究是军事政治学的学术功能与核心议题。同时,也为我们观察和理解当代革命军人核心价值观打开了新视域,提供了新工具。解构当代革命军人核心价值观,可以认为,＂忠诚于党、热爱人民、报效国家、献身使命、崇尚荣誉＂的革命军人核心价值观是中国特色军政关系的明确反映和集中体现。践行当代革命军人核心价值观是维护中国特色军政关系的基本途径和必然要求。     

CoFe2O4的磁性和交换偏置场研究

“留白”是中国画中的一种绘画技法,指的是国画中对空白部分的留取。中国画利用“留白”来营造出虚实相生的意境,同样,现代平面设计也可以利用“留白”的手法,在继承传统的基础上进行创新。通过“色彩留白”及“构图留白”两种设计方式,使设计作品获得更好的版面视觉效果。同时,“留白”中的传统艺术精神,还能够丰富设计的文化内涵,增加平面设计作品的意境。通过将“留白”运用于平面设计中,对于创作优秀的平面设计作品有积极意义。     

对农村义务教育校车制度的探讨

在我国目前的农村义务教育体制下,学生接受教育与因上学远而引发的学生安全问题的矛盾日益突出。是一概采取寄宿制,还是另辟蹊径,现实地摆在了政府和理论界面前。寄宿制对未成年学生造成的不利影响难以避免,建立农村义务教育校车系统是一种理性选择。
