农村集体公益性建设用地的价值诉求与认知分析

农村集体公益性建设用地对农村公共设施的完善及农民生活水平的提高具有无可代替的作用,然现行规范对其规定甚少,集体公益性建设用地本身构造不明、价值不清造成适用模糊的困境。应明确农村集体公益性建设用地以维护集体成员利益为核心,以土地资源优化利用为重点,在具体设定上暗含公私力量的平衡。农村集体公益性建设用地使用权的主体实际上是以农民集体为核心的多元混合主体,因自身的公益属性,致使部分权能受限,应以合目的性与合规划性对其流转进行限制。     

体系构建:高师院校文化素质教育的着力点

高等学校的文化素质教育工作,已成为高等学校教育教学改革的一项重要内容,是广大师生共同关心和参与的一项重要工作,亦是高等学校注重素质教育的核心内容之一。然而,真正要将文化素质教育落实到高等学校教育教学改革的实际中,还有一些问题需要进一步加以明确。本文对高师院校文化素质教育开展的缘起、重要意义、工作的着力点以及实施途径进行了梳理和探讨。     

Using Lean Six Sigma to improve mobile order fulfilment process in a telecom service sector

This study proposes and follows a specific and systematic framework for implementing Lean Six Sigma (LSS) methodology in a telecom company in order to improve customer satisfaction by minimizing the company’s response time to customer requirements. The goal of this study was achieved by utilizing several LSS tools under five phases of the DMAIC methodology. Unlike previous studies in the telecom sector that used only qualitative method, in this study, both qualitative and quantitative methods were utilized to draw meaningful conclusions. As a result of the implementation of the LSS methodology, the average order fulfilment lead time for sales orders (SO) and value-added service (VAS) orders was reduced from 10.3 to 5.9 days and from 1.5 to 0.5 days, respectively. The reduction in lead time resulted in an increase in the sigma level for SO and VAS orders from 0.44 to 1.26 and from 0.73 to 2.66, respectively. These improvements were expected to lead to a financial benefit in savings of over $600,000 per year in operational costs, enhancements to customer experience and an increase in revenue generating opportunities. Moreover, this article enriches the existing literature on the application of LSS concept in the service industry, and helps the company to speed up the response to customer requirements.     

法治:政治民主的底线与高度

法治是政治民主的前提和基础,而不是相反。法律的根本属性是说理,既是说理的依据,又是说理的保障。而说理是民主时代的根本特征,没有法律就没有民主。政治民主的底线,是保障人们有权基于自身利益在公共事务中发表不同于他人的独立意见,进而以少数服从多数的方式做出决定。政治民主的高度,则取决于国家权力是否真正受制于人民的权利,包括一切权力属于人民的宪法规定是否能够落实,法定的国家权力运行体制是否稳定有效并受到人民群众的尊重和信任,人民群众参与公共事务决策的活跃度等。这些问题的解决,最终都取决于法治发展的水平。     

地方立法听证探析

立法听证是一种重要的民主立法形式.我国把立法听证纳入地方立法程序,于促进我国的民主化进程具有非常重要的意义.但由于地方立法听证制度在我国实践的时间短,存在着许多不足.这就严重影响了我国地方立法听证的发展,进而影响着地方立法的民主化.针对其存在的问题,本文提出了相关制度建议.     

论新时期马克思主义大众化的基本经验

大众化是新时期中国化马克思主义理论创新的鲜明特点之一,中国共产党积累了一整套成功的经验,除了马克思主义自身要不断地进行理论创新,以开放的体系吸纳人类文明的一切优秀成果之外,还应从大众日常生活领域着手,观照现实,关注民生,发挥思想政治教育的功用,在大家的共同参与下,推进新时期马克思主义大众化.     

我们怎样进行道德评价

几乎任何一种道德规范都是他律性与自律性的统一,由此可论定：“合于道德”同“出于道德”的行为都具有道德价值,在对这些行为进行道德评价时,合于道德的效果,出于道德的动机,都是评价根据中的要素。然而自觉主动地出于道德而行动,比消极被动地合于道德而行动,更能体现出道德特有的自律性质,因而更具有道德价值。作为体现着道德特殊性质,决定着评价对象的道德价值程度的评价根据,应把是否出于道德动机视为评价根据系统中根本的、主导方面的、第一性的质,而把不自觉地、被动地仅仅客观上合于道德的行为效果视为从属的、第二性的质。用系统论的语言概括就是,动机的系统质高于效果的系统质。     

“两可之说”不是诡辩

邓析是春秋战国时期的论辩家,其著名的"两可之说"受到古往今来的诸多争议。从逻辑学的角度对"两可之说"进行专门、细致、深入的研究,分析"两可之说"的推理形式,我们可以发现"两可之说"不构成逻辑矛盾,也不构成悖论,不应从流于诡辩。     

Examining identity development among gay men of color

Within the past few decades, there has been an explosion of articles examining “gay identity.” Yet, much of this work continues to center on the experiences of gay White men or fail to adequately examine the process of identity development, even when “identity” is central to the discussion. This review outlines 4 theoretical perspectives used to explore gay men of color and identity development. Taken together, these 4 perspectives can offer a rich opportunity to explore the ways that gay men of color come to develop an identity that simultaneously addresses their racial and sexual identities. I argue that examining identity development among gay men of color can help sociology better understand the identity process and provide new insights into examining intersectionality by demonstrating that identities are not only intersectional but also contextual.
