施工企业投标优化的问题与对策

通过对某大型施工企业多个铁路、公路施工项目部的调查，总结了企业当前投标优化方面存在的问题。针对企业以铁路、公路项目为主业的特点，提出了优势项目滚动发展、建立有效激励制度、做好投标准备、优化施工组织设计、应用报价技巧等优化对策。对于施工企业改善市场经营效果，提高中标质量，增加项目盈利有重要的借鉴作用。     

国际商事仲裁裁决效力考辨

关于“国际性”与“商事”内涵的界定，已呈现出由国内标准向国际标准演进的趋势。此种趋势一方面导致了二者解释的逐步扩大，另一方面也促成各国对二者内涵的趋同认识。相比较而言，“裁决”内涵的界定受国内法影响较多，但仍应以“解决了纠纷”作为“裁决”的基本构成要件。建构在以上三个基本概念基础之上的国际商事仲裁裁决的效力，则主要是指裁决对当事人、各相关仲裁庭和法院所产生的保护力、拘束力和执行力，     

Internal consistency of demographic assumptions in the shared socioeconomic pathways

A new set of alternative socioeconomic scenarios for climate change researches—the shared socioeconomic pathways (SSPs)—includes for the first time a more comprehensive set of demographic conditions on population, urbanization, and education as the central scenario elements, along with other aspects of society, in order to facilitate better analyses of challenges to climate change mitigation and adaptation. However, it also raises a new question about the internal consistency of assumptions on different demographic and economic trends under each SSP. This paper examines whether the interactions between the demographic and economic factors implied by the assumptions in the SSP projections are consistent with the research literature, and whether they are consistently represented in the projection results. Our analysis shows that the interactions implied by the demographic assumptions in the SSPs are generally consistent with findings from the literature, and the majority of the assumed relationships are also evident in the projected trends. It also reveals some inconsistency issues, resulting mainly from the use of inconsistent definitions of regions and limitations in our understanding of future changes in the patterns of interactions at different stages of socioeconomic development. Finally, we offer recommendations on how to improve demographic assumptions in the extended SSPs, and how to use the projections of SSP central elements in climate change research.     

中国服务业显性比较优势测算——基于前向联系增加值出口

基于"前向联系增加值出口"方法,测算了1995-2011年中国服务业细分产业层面及按要素密集度特征分类层面的显性比较优势指数(RCA_F),并同基于"总出口"1的比较优势指数(RCA)进行了比较。研究发现,中国在全球价值链分工中,比较优势集中在资本密集型服务业领域,且实现了比较劣势向比较优势的转变;劳动、知识密集型服务业及健康教育公共服务均尚未取得比较优势,但是有迹象表明三个领域的比较劣势有改善的趋势。与基于前向联系增加值出口核算结果相比,基于总出口核算结果"高估"了劳动密集型产业的比较优势,其中对建筑业和零售贸易两个部门的估计偏差最大;同时,在资本、知识密集型两个领域存在不同程度的"低估"现象。     

情绪缓解方法探析：聆听脑波音乐

随着社会发展速度加快，人们负担的精神压力也越来越重，在目前的治疗基础上，研究新的更为有效的治疗方法刻不容缓。联合脑电信号和功能核磁共振信号，根据两种生理信号和音乐都具有无标度性的特点来建立对应关系，生成脑波音乐。这种脑波音乐包含有人体自身的生理信息，通过实验验证其更贴近作曲家创作的音乐。我们让具有焦虑症状的大学生聆听脑波音乐，结果表明聆听脑波音乐能一定程度上起到舒缓情绪的作用。     

论我国行政公诉的制度建构

行政公诉是由检察机关提起的行政诉讼,建立行政公诉制度既是监督行政机关依法行政、保护公共利益的有效途径之一,也是完善现行行政诉讼制度的客观需要。明确检察机关提起行政公诉的主体资格,界定检察机关提起行政公诉的范围,设立行政公诉的程序对于建构我国行政公诉制度具有重要意义。

徐复观认为，史学的价值必须对现实人生和民族文化有所鉴戒。他以心性史观为基础，显扬史家主体意识，认为治史的态度比方法重要。徐复观治史渊源脉络的形成有四方面的因素，对时代学风的反省批评，对熊十力思想的继承与拓展，关注日本汉学界的研究动向及汲取西方史学的理论方法。     

Convergence rates for uniform confidence intervals based on local polynomial regression estimators

We investigate the convergence rates of uniform bias-corrected confidence intervals for a smooth curve using local polynomial regression for both the interior and boundary region. We discuss the cases when the degree of the polynomial is odd and even. The uniform confidence intervals are based on the volume-of-tube formula modified for biased estimators. We empirically show that the proposed uniform confidence intervals attain, at least approximately, nominal coverage. Finally, we investigate the performance of the volume-of-tube based confidence intervals for independent non-Gaussian errors.     

基于“重要性-影响力”框架的非首都功能疏解路径研究——以北京市动物园服装批发市场搬迁为例

利益相关者分析法是分析复杂管理问题的重要方法,广泛应用于企业管理、项目管理及公共政策领域。随着北京市非首都核心功能的疏解思路的提出,作为低端产业代表的动物园批发市场的外迁势在必行。运用"重要性-影响力"利益相关者分析框架,对动批搬迁政策中涉及的利益相关者进行界定,分别分析其利益诉求并进行合理划分,依据各利益相关者对政策的重要性程度和影响力大小以及各相关者之间的利益冲突分别制定解决对策,同时将各种外部阻力纳入考虑范围,为北京市动物园批发市场搬迁提出可行路径,以期为其他类似公共政策制定问题提供参考。     

Precise large deviations for the difference of two sums of END random variables with heavy tails

Assume that there are two types of insurance contracts in an insurance company, and the ith related claims are denoted by {X_ij, j ? 1}, i = 1, 2. In this article, the asymptotic behaviors of precise large deviations for non random difference ∑^n₁(t)_{j = 1}X_1j ? ∑^n₂(t)_{j = 1}X_2j and random difference ∑^N₁(t)_{j = 1}X_1j ? ∑^N₂(t)_{j = 1}X_2j are investigated, and under several assumptions, some corresponding asymptotic formulas are obtained.
