中国国际进口博览会市场化运作设计及其保障机制

目前,进博会主要采用政府主导的包办模式,这对于确保运行稳定性和提升效率具有重要意义,但较高程度的行政化办会也面临一定的挑战.推动进博会向市场化运作的方向发展,有助于消除西方国家和企业的疑虑,充分调动国内外各方资源,也有利于实现展会的可持续运营,减轻财政压力.鉴于进博会重要的战略意义,同时兼顾市场化发展的重要导向,其运营方式可从政府包办向政府主办转变,重点加强进博会的市场价值挖掘,提升进博会的市场化运作水平.     

Education Assistance to Africa: We Can Do More and Better

Based on the problems of Global Education Assistance to Africa (GEAA), and combined with China’s rationale and practice of Education Assistance to Africa, this paper proposes a vision and assumption to improve the GEAA, that is, using the assistance rationale of ‘Africa-based’, ‘equal-relationship’, and ‘mutual-benefits’, through ‘multi-stakeholders cooperation’, ‘multi-modes operation’, and ‘multi-goals achievement’ to build one ‘harmonious world’.

阿拉伯媒体中的中国形象分析

作为软实力的重要组成部分,良好的国家形象有助于促进国际交流合作和发挥国际影响力,实现自身发展利益。基于此,本文选择2010年1月至2011年1月《金字塔报》、《利雅得报》和半岛电视台这三家阿拉伯世界具有代表性的媒体,以"中国崛起"和"人民币汇率"问题为考察点,解读中国在阿拉伯媒体中的国家形象及其形成过程,并阐述其形成的原因,最后提出了中国改善和加强国家形象构建的六点建议。

Packing of Unequal Spheres and Automated Radiosurgical Treatment Planning

We study an optimization problem of packing unequal spheres into a three-dimensional (3D) bounded region in connection with radiosurgical treatment planning. Given an input (R, V, S, L), where R is a 3D bounded region, V a positive integer, S a multiset of spheres, and L a location constraint on spheres, we want to find a packing of R using the minimum number of spheres in S such that the covered volume is at least V; the location constraint L is satisfied; and the number of points on the boundary of R that are touched by spheres is maximized. Such a packing arrangement corresponds to an optimal radiosurgical treatment planning. Finding an optimal solution to the problem, however, is computationally intractable. In particular, we show that this optimization problem and several related problems are NP-hard. Hence, some form of approximations is needed. One approach is to consider a simplified problem under the assumption that spheres of arbitrary (integral) diameters are available with unlimited supply, and there are no location constraints. This approach has met with certain success in medical applications using a dynamic programming algorithm (Bourland and Wu, 1996; Wu, 1996). We propose in this paper an improvement to the algorithm that can greatly reduce its computation cost.     

基督教与川康边疆建设 ——以边疆服务运动为中心的考察

抗日战争及解放战争时期,中华基督教会全国总会在四川西康民族地区开展的一系列事工,在一定程度上促进了川康边疆的建设和发展。小学的兴建,改善了川康边民的教育环境,促进了边疆教育事业的发展;医院的开办,使边民首次接触了西医,促进了西医业在该地的兴起;农场的创建,扩展了该地农牧业的饲养范围,为川康民族地区培养了一批生计干事,更新了边民的农耕观念。同时,边疆服务运动在边民的信仰建设方面也取得了一定成效。以上措施在客观上积极促进了川康民族地区的建设和发展。     

四川民族地区旅游资源开发与生态安全保障机制研究

旅游资源开发一直被认为是促进四川、云南、贵州等西部民族地区地方脱贫致富的重要路径,然而过度的资源开发必将直接危及当地生态安全。四川地处长江上游,其民族地区的生态安全状况关系着长江流域以及整个国家的安全。本文从人与自然、人与社会关系的视角,探寻四川民族地区旅游资源开发过程中自然生态环境、民族文化生态环境的生态安全保障机制,以期切实有效地维护社会和谐稳定发展。     

西部民族村寨旅游业发展促进乡村全面振兴的逻辑与路径

旅游业一直是西部少数民族村寨脱贫致富、乡村社会经济发展的重要依托产业,也必将长期伴随着民族村寨乡村振兴发展的整个进程。本文在阐释乡村振兴、乡村全面振兴概念基础上,针对当前西部地区民族村寨发展面临的乡村衰落困境,提出旅游业能够促进乡村实现全面振兴是其最显著的特点,探索分析中国特色的旅游业促进西部民族村寨乡村全面振兴的道路,并按照2017年中央农村工作会议提出的“走中国特色社会主义乡村振兴道路”、2018年中央一号文件关于实施乡村振兴战略分“三步走”目标任务等一系列中央精神指导,尝试性提供旅游业促进西部民族村寨乡村全面振兴的路径选择。
