Another look at Huber's estimator: A new minimax estimator in regression with stochastically bounded noise

Huber's estimator has had a long lasting impact, particularly on robust statistics. It is well known that under certain conditions, Huber's estimator is asymptotically minimax. A moderate generalization in rederiving Huber's estimator shows that Huber's estimator is not the only choice. We develop an alternative asymptotic minimax estimator and name it regression with stochastically bounded noise (RSBN). Simulations demonstrate that RSBN is slightly better in performance, although it is unclear how to justify such an improvement theoretically. We propose two numerical solutions: an iterative numerical solution, which is extremely easy to implement and is based on the proximal point method; and a solution by applying state-of-the-art nonlinear optimization software packages, e.g., SNOPT. Contribution: the generalization of the variational approach is interesting and should be useful in deriving other asymptotic minimax estimators in other problems.     

我国可再生能源发展的障碍分析与政策选择

发展可再生能源对保障能源安全、调整能源结构、保护生态环境、实现可持续发展具有重大意义。但我国在发展可再生能源过程中还存在着认识不足、成本太高、技术水平较低、市场不稳定和政策法律体系不完善等诸多障碍。本文对这些障碍进行了具体分析,并有针对性地提出了相应的政策建议。     

Does the Person‐of‐the‐Therapist Training (POTT) Promote Self‐Care? Personal Gains of MFT Trainees Following POTT: A Retrospective Thematic Analysis

As we recognize how taxing our profession can be, therapist's self‐care has become a salient topic in mental health. However, we are still discerning how to promote self‐care in our practice and in training. In this paper, we present a study on the personal gains that MFT students experienced after participating in the Person‐of‐the‐Therapist Training (POTT). We propose that the reported changes (better understanding of self, change to self, relational changes, and change as a process) constitute improvements in the trainees’ well‐being, and can therefore be considered self‐caring behaviors and practices. We state that models like POTT, that focus on embracing our vulnerability, can help clinicians be more caring toward ourselves. We conclude this paper by presenting clinical and training recommendations.     

Establishing a new scopic regime: the new landscape painting of Mao’s era

ABSTRACT

After 1949, with ‘serving the people’ established as the basic guideline of art, the reform of traditional landscape painting, which had been appropriated by the cultural elites for thousands of years, was put on the agenda as well. Beginning from the early of 1950s, there were continual debates on the reform of traditional Chinese painting within the art field, through which many artists gradually reached a consensus on the development direction of Chinese painting. At the same time, stimulated by the large-scale xiesheng movement sponsored by the government, Chinese landscape painting changed dramatically in subject, theme, and brushstroke technique, and developed a new style which has its own signifying system. Blending both Chinese and western drawing skills, the new landscape painting successfully created a unique scopic regime, which can establish an organic relationship between personal aesthetic experience and collective historical experience. As a prominent cultural achievement of Mao’s era, the new landscape painting embodies the cultural politics and the technologies of the self at that time.     

民族高校培养双语法律人才的目标定位——以内蒙古为例

近年来,随着内蒙古自治区经济的迅速发展,各类经济纠纷也在日益增多。蒙古族群众,在普法宣传政策不断深入贯彻的影响下,运用法律武器维护自己权益的意识在不断地增强,随之而来的就是蒙汉双语法律人才的紧缺问题开始凸显出来。内蒙古民族高校的法学专业,应肩负起培养蒙汉双语法律人才的重任。本文阐述了内蒙古高校法学专业培养蒙汉双语人才目标定位的意义,并就人才培养中存在的困难以及解决的对策,从师资、教材、资金和生源等四个方面提出了建设性意见。     

民族法学在民族高校发展的现状及发展路径

民族法学作为中国化的一个学科体系,形成于20世纪80年代。经过三十多年的发展,民族法学的研究取得了比较丰富的成果,但民族法学教育发展却相对滞后,影响了民族法学学科建设。民族高校法学专业教育如能和民族法学学科紧密衔接,将加快民族法学学科的建设步伐,增强民族高校法学的专业特色优势,实现其办学宗旨与功能。因此,加强民族法学学科建设及民族法学教育是民族高校法学专业教育的一项紧迫任务,国家教育主管部门也应将其作为一项重点工作。     

《寡妇赞歌》的文化融合主题

葆拉·马歇尔是美国当代最具代表性的黑人女性移民作家之一.其小说《寡妇赞歌》围绕主人公艾维在加勒比海的四天之旅展开其一生寻求文化家园的历程.通过分析艾维无法在美国文化中找到归属感,最终在西印度文化中建构自我的过程,试图揭示小说的文化融合主题,并指出加勒比裔的美国移民后代可以在非洲共同的文化经验中找到文化家园.     

小城镇基础设施建设融资现状实证分析

通过对云南省小城镇基础设施关于建设需求、资金来源、融资模式应用以及影响因素的调查问卷分析,以实证数据进一步证明小城镇基础设施建设融资中存在的不足,用图形、表格等方式更加直观地呈现出目前小城镇基础设施建设融资存在投资需求矛盾突出、融资渠道单一、新型融资模式与途径难以推广等问题。在此基础上,分析总结出问题存在的根源为小城镇经济基础薄弱、产业集聚小,政府缺乏多渠道融资意识以及规模小、利益驱动规律阻碍融资。     

临终关怀制度构建:挑战与线路图

临终关怀对于减轻身心痛苦和死亡恐惧的显著作用已经得到国内外数十年研究成果的充分证明。据世界卫生组织及国内外专业期刊统计数据,中国临终关怀现状堪忧,中国社会老龄化及城市化加速发展使临终关怀事业遭遇日益严峻的挑战,体现于医疗资源分配不平等、法律法规缺位、职业培训不足和程序化措施不力。研究基于国内过去30年来临终护理经验教训的现实,以充分数据资料分析中国临终关怀体系建构在观念层面、财政保险资金层面、法律法规层面、教育培训层面和医护制度层面所面临的挑战,指出问题的核心是医护观念陈旧和政府投入严重不足,解决问题的关键在于临终关怀法律法规体系的构建,具体为临终关怀法规与医保管理的制度性优化、拓宽慈善资源和培育临终医护资源。     

企业家从政经历、参政身份与高壁垒行业的进入

企业家政治关系能帮助企业获取资源,对企业的发展具有重要意义。基于全国私营企业问卷调查数据检验不同来源政治关系对企业进入高壁垒行业的作用,实证结果发现,源于从政经历的政治关系更具"嵌入性",有助于企业进入高壁垒行业,其正面效应随着市场化的推进而增强;源于政治身份的政治关系更具"市场性",无助于企业进入高壁垒行业,其负面影响也并未随着市场化的推进而减弱。
