"The number of forced migrants...is estimated today to exceed 40 million [worldwide]. The changed international climate of the 1990s...has shifted the focus from the asylum and resettlement countries to the countries of origin: there is today a greater willingness to intervene in other countries' affairs either to avert the creation of new flows of focused migrants or to assist internally displaced populations, and there is the expectation of large-scale voluntary returns of refugees in asylum. The refugee situation after the 1984 movement from Indonesia is examined in terms of policy implications and assistance as well as the welfare and education of refugees. Information was collected from government sources and documents and from households in camps and communities over a 3-month period and was published in a government report in February, 1988. This article provides a review of the border issues, resistance and exodus, reactions within Papua New Guinea, 1984-85 border crossings, social and demographic refugee profiles, government response, UN involvement, border refugee camp conditions, repatriation and relocation, reasons for the exodus, and relocation to and conditions in East Awin and the implications. This exodus from West Papua New Guinea (a region now called Irian Jaya) after Indonesia's take over in 1962 represents a unique situation, which also has lessons for other asylum seekers looking for refuge status in friendly neighboring countries. International agreements, such as the Geneva Convention and Protocol, can disrupt social networks and households when the relocation they permit is implemented. Full economic and social participation is hampered by a low quality provision of education and social services. The gain is in removing "destabilizing threats to the host state and society," at the expense of the economic and residential security of the migrants. Humanitarianism hides inequalities; internationalism, in this case, confirmed Indonesian sovereignty and large scale economic exploitation. An estimated 300,000 Melanesians have died since the take over, which amounts to 30% of the total population in 1970. Persecution was the reason for migration to Papua New Guinea; migration numbers are not accurate and range from the official 2000-3000 to 12,000 in 1984. Reactions to the migration have been mixed, and fear of the military might of Indonesia is real. The government was not prepared to cope with the scale of migration and had no plans for food relief, shelter, or medical assistance; the consequence for the refugees was death by starvation. Refugee camps were located along the border; the populations varied by camp. Some were 56% male or female, and 43% of the entire population were 15 years of age. 75% were dependent on subsistence crop production before leaving. Development assistance was dependent on refugee movement away from border areas, in this case to East Awin.  相似文献

This article examines the general status in international law of certain fundamental human rights to determine the minimum "no derogation" standards, and then surveys a number of formal agreements between stages governing migration matters, while examining some of the standard-setting work undertaken by the International Labor Organization (ILO) and other institutions. Article 13 of the Universal Declaration of Human Rights, proclaims the right of everyone to leave any country, including his or her own. The anti-discrimination provision is widely drawn and includes national or social origin, birth, or other status. Non-discrimination is frequently the core issue in migration matters; it offers the basis for a principles approach to questions involving non-nationals and their methodological analysis, as well as a standard for the progressive elaboration of institutions and practices. As a general rule, ILO conventions give particular importance to the principle of choice of methods by states for the implementation of standards, as well as to the principle of progressive implementation. Non-discrimination implies equality of opportunity in the work field, inremuneration, job opportunity, trade union rights and benefits, social security, taxation, medical treatment, and accommodation; basic legal guarantees are also matters of concern to migrant workers, including termination of employment, non-renewal of work permits, and expulsion. The generality of human rights is due not because the individual is or is not a member of a partucular group, and claims to such rights are not determinable according to membership, but according to the character of the right in question. The individualized aspect of fundamental human rights requires a case-by-case consideration of claims, and the recognition that to all persons now certain special duties are owed.  相似文献

Throughout the 20th century, the US has feared that political instability in the Caribbean area could be exploited by adversaries; therefore, the US and the nations of the Caribbean share a compelling interest in the region's development. The dramatic increase in legal and illegal immigration to the US from the Caribbean in the last 2 decades has offered an additional human reason for US interest in the region. This migration has also created a new source of dependence and vulnerability for the region. Curtailment of migration would undoubtedly affect the region, and if the effect were social and political instability, then the US would also share those consequences. The 1984 Conference on Migration and Development in the Caribbean held discussions to 1) enhance the benefits of migration to Caribbean development, 2) identify development strategies, policies, and projects that would reduce pressures that have accelerated the rate of international migration, making it less manageable and more costly, and 3) identify ways to reduce dependence on migration by expanding employment and assisting economies in the region to become more self-reliant. The attitudes of both US and Caribbean participants seemed to reflect a considerable degree of ambivalence on the migration issue. The US views itself as "a nation of immigrants" and yet is troubled by the recent large influx of immigrants, particularly illegal migrants and refugees. While Americans recognize that the "brain" reduces the development capacity of developing countries, the US still needs and benefits from young immigrants trained in the sciences, engineering, and computers. Caribbean participants were also ambivalent about immigration. They consider immigration "a way of life" and a "right," but they also recognize that there are significant developmental costs to some types of migration. While many want the US to keep a wide open door to Caribbean immigrants, they are aware that most Caribbean Community (CARICOM) governments are currently closing the door to immigrants even from other CARICOM countries.  相似文献

The total fertility rate of women of childbearing age of Dongguan County in China has been decreasing gradually from 5.9 during the period following the liberation in 1949 to 2.05 in 1982. In order to encourage young couples to implement the policy of family planning consciously, the people's government of Dongguan county decided in July 1980 that all cadres and employees in county towns who received 1-child certificates would be exempted from house rent of 45 square meters from the time they get their certificates and would be allocated a living space of a 2-children family until their children reached age 16. It also stipulated that every couple could enjoy 1 month's holiday every year for 3 years and during the holiday, their salary, bonus and rate of attendance would not be affected. Because women bear less children today, they are relieved from heavy household chores and become the main working force in collective production. As a result, the development of town-run enterprises was stimulated and the total industrial output value of these enterprises increased. The average monthly salary of each female worker is about 100 yuan. In 1984, the average income per capita of the country rose to 649.2 yuan. The implementation of family planning work has eased the tension in the education field. Previously, because of the large number of school-age children in rural areas, teachers had to teach 2 classes. In the past 4 years, great emphasis was laid on intellectual investment. During this period, 2351 schools were built and several fundraising projects were implemented. Since 1981, more than 200 new running water projects were built, and new public services have been developed, including old age homes.  相似文献

The growing concern with illegal, or undocumented, migration in developing countries is described. The author notes that although such migration occurred in the past without causing concern, changing economic, political, and social factors since the 1970s have caused governments to attempt to control such flows. "This article examines the incidence of [job-related] transfers in Malaysia. The retrospective migration data from the Malaysia Family Life Survey [conducted in 1976-1977] are used to demonstrate that transfers comprise 18 percent of all migration in the country and that there has been a rise in the incidence of transfers over a 35 year period. Factors underlying this trend are outlined. Furthermore, significant differences in age, educational attainment and other characteristics between transferees and other types of migrants are identified and their implications discussed."  相似文献
