One of the central aims of the police reform process in Northern Ireland has been to increase the legitimacy of the policing structures and police officers amongst those who are served and policed by the Police Service of Northern Ireland (PSNI). To meet this aim, structures have been created to ensure that the PSNI is accountable to all sections of the community for its strategy and performance, and in monitoring the attitudes and behaviour of its officers. To that end, the Office of the Police Ombudsman for Northern Ireland (PONI), the Northern Ireland Policing Board and 26 District Policing Partnerships have been created. This paper aims to break ground by looking in some detail at young people's attitudes to and experiences of the workings of one of those new bodies, the Police Ombudsman, and to explore issues related to young people's willingness to engage with the PONI.  相似文献

Conclusion Each theory and, ultimately, school of theorizing exposes and criticizes the theorizing of others, and at the same time contains false or misleading statements. Theory as it is must rest on some presuppositions. Thus, Marxism exposes the flaws and lies of capitalism while positing another world view-Marxism—which it does not treat critically. Marxism also provides a critique of positivistic thinking. In The Grundrisse, Marx engages in a dialogue with economists and philosophers of his day. His theory emerges out of the rejection of their theory. Ethnomethodology can be seen as critique of positivism, too. It can also tell us something about Marxism, as some of its concerns are similar, although the methods are dissimilar. At the same time, ethnomethodology denies us certain information about itself. Theorists, then, question others and not themselves. Theory can be seen as a product of inquiry; the theorist shows only the product and hides what made the product. Indeed, just as the statistician reveals a correlation between two variables and omits all the common sense reasoning that went into the process (a method of theorizing ethnomethodologists criticize), so does the ethnomethodologist or Marxist omit, to a great extent, the process of theorizing involved.Thus, while neither form of theorizing, taken literally, can be critical (for to be critical, one must sometimes suspend belief in one's own theory, bracket it, or see it as strange), either form, if taken metaphorically (and in a way that is unfaithful to Marxism and ethnomethodology), can be used for critique.The ethnomethodological and Marxist critiques of social information, as in their processual framework and their emphasis on the thinking individual, provide critiques of contemporary society and an impetus to try to change it. Links between the two schools of theorizing would perhaps help overcome the deficiencies of each mode of theorizing. Taylor, Walton, and Young advocated (although they never carried it out) building a bridge in criminology so to speak, between ethnomethodology and Marxism. The advantage would be to enable us to escape from the straitjacket of an economic determinism and the relativism of some subjective approaches to a theory of contradiction in a social structure which recognizes in deviance the acts of men (men and women) in the process of actively making, rather than passively taking, the external world.Our special thanks to Ishna Abrams, Igor Freund, and Peter Schwarzburg for their tireless assistance.  相似文献

We present the Interview for Decisional Abilities (IDA), a semi-structured tool for use by adult protective services (APS) workers as part of their comprehensive assessments of clients. The IDA was created in response to a Federal mandate to standardize the procedures and competencies of APS agencies with a view to improving client assessments and facilitating cross-jurisdictional research on adult mistreatment. The proximal aim of the IDA is to guide workers in gathering information on the ability of suspected victims of adult mistreatment to make decisions about the risks they face.  相似文献

Cue-reactivity has received increased attention in addiction research, though not for gambling in particular. We examined cue reactivity in 18 problem gamblers by accompanying them to a gaming casino and measuring their subjective urge to gamble over a 1-h period. Half of the sample was additionally exposed to a gambling-specific negative mood induction (NMI) manipulation via guided imagery. Overall, about two-thirds of the sample reported moderate to high-gambling urges during the casino exposure. Additionally, the NMI reduced cue-reactivity. Finally, gambling urges in both groups decreased over the course of the exposure sessions. These findings suggest that a majority of problem gamblers experience the urge to gamble when exposed to gambling cues and that the intensity of these urges decrease with time, especially in the presence of a gambling-relevant NMI. Cue exposure should be studied further as a potential tool in the treatment of problem gambling.  相似文献

Disability Studies has begun to interrogate the aesthetics of disability, both in terms of artwork and sensuous apprehension more generally. The present paper is a contribution to this burgeoning literature. Here I seek to demonstrate what the aesthetics of Martin Heidegger offer to that project. I do so in three stages. I begin by reviewing some relevant disability studies literature, highlighting some general themes in Disability Studies’ recent engagement with ‘the aesthetic’, widely defined. Next, I turn to the phenomenology of Martin Heidegger, to add some further philosophical depth to this project. In third and final section, I apply Heidegger’s aesthetics to the recently unveiled thalidomide memorial, to demonstrate the empirical worth of his analysis of artwork. The aim of the article is to show how the extent of democracy in two Eastern European societies has a strong conditioning effect on the development of social movements. Hungary and Russia are chosen as contrasting cases. The experience of environmental movements before and after the regime change is used as an illustration of grassroots movements. It is shown that environmental movements in Hungary are more numerous and more successful than those in Russia, and that this is linked to the extent of support they have (or lack) from politicians, non-elected officials, and the media.
In Hungary, although ecological issues are not central, politicians and environmental groups mostly co-operate, whereas in Russia the relationship is either hesitant or sometimes even hostile. In both countries, however, apparatchiks are generally a lot more opposed to grassroots groups, such as environmental ones, but their weaker position in Hungary compared with Russia cancels out this effect. Finally, the media in Hungary have been sympathetic to environmental issues and they are also supportive of the environmental movements. In contrast, however, in Russia, after Yeltsin's arrival in power 'glasnost' has been largely reversed and the media have also been hostile to environmental groups. In sum, the position of the media, politicians and officials shapes the prospects for environmental movements and is an index of the differing degree of democracy in the two societies.  相似文献

We develop and evaluate a modeling approach for making periodic review production and distribution decisions for a supply chain in the processed food industry. The supply chain faces several factors, including multiple products, multiple warehouses, production constraints, high transportation costs, and limited storage at the production facility. This problem is motivated by the supply chain structure at Amy's Kitchen, one of the leading producers of natural and organic foods in the United States. We develop an enhanced myopic two‐stage approach for this problem. The first stage determines the production plan and uses a heuristic, and the second stage determines the warehouse allocation plan and uses a non‐linear optimization model. This two‐stage approach is repeated every period and incorporates look‐ahead features to improve its performance in future periods. We validate our model using actual data from one factory at Amy's Kitchen and compare the performance of our model to that of the actual operation. We find that our model significantly reduces both inventory levels and stockouts relative to those of the actual operation. In addition, we identify a lower bound on the total costs for all feasible solutions to the problem and measure the effectiveness of our model against this lower bound. We perform sensitivity analysis on some key parameters and assumptions of our modeling approach.  相似文献
