A tension between strong individualization and a holistic conception of activities characterizes most of the French state's major administrative corps. By concentrating on the civil engineering corps (Ponts et Chaussées) during the early 19th century, we can see how this tension was resolved. When the Ourcq Canal was to be built, a conflict during the Ponts et Chaussées Assembly, which was responsible for examining plans for public works and making decisions about them, brought to light two contradictory rationales: incarnation and delegation, two ways of relating the individual and collective aspects of civil engineering during the drawing up of plans and their examination. These two rationales, which come into conflict in controversial situations, are normally combined in a “moral economy” — the civilities that enable this corps to relate the individualistic aspirations of the engineer in charge of a project with the collective dimensions of supervision and integration in a whole. In conclusion, the relations between design and execution, between activity and passivity, are examined in order to show how similar the administrative corps’ tense relation with the state is to the individual engineer's relation with his corps. 相似文献

The ‘new public health’ has stimulated calls to adopt an ecological approach for action aimed at improving population health. However, the implementation of ecological programs has often remained a challenge. The objective of this study was to identify factors facilitating the implementation of ecological tobacco control programming in two Public Health Departments in Québec (Canada) using Scheirer's model of program implementation as a conceptual framework and an exemplary case study design. Analysis revealed two distinct configurations of environmental, organizational and professional characteristics that were related to equally successful implementations of the framework. Key roles for factors such as provincial ministerial guidelines and financial resources, human resources, and relationships and alliances with other organizations, were highlighted. These results replicate findings from quantitative surveys and allow better understanding of the conditions required for planning ecological programming. 相似文献

Studies of industrial rationality should be reconsidered given the thoroughgoing changes under way. We have switched from a Taylorist rationality based on Scientific Management, which claimed to fit production into a single viewpoint, to a dissemination of the sources of the directions to be followed and an overall destabilization of any attempt at rationalization, and as a consequence, to a looser sense of rationality even among engineers. But this does not at all benefit wage-earners. Often without bearings, they have to cope with instructions; but have a harder time doing so whenever their organization provides them with few tools for coping and whenever the instructions, or part of them, are contradictory. 相似文献

As the international guardian of social justice, the ILO is witnessing a global revolution in accounting, which has culminated in international accounting standards (IAS-IFRS). Previously, accounting measured the economy in relation to the capacities and responsibilities of workers and their employers. Today, the exact opposite is the case: the IAS-IFRS no longer measure work and enterprises, referring instead to the abstract concept of a cybernetic entity capable of constant restructuring, at the cost of unprecedented inequality. In many countries, the collective sale of television rights by sports leagues has been challenged by the antitrust authorities. In several cases, however, the leagues won in court, on the ground that sport is not a standard good. In this paper, we investigate the conditions under which the sale of television rights collectively by sports leagues, rather than individually by teams, is preferred from a social welfare point of view. We find that collective sale is socially preferable when (a) leagues are small and relatively homogeneous in terms of clout and (b) teams get little performance‐related revenues. (JEL: L10, L83) 相似文献

This article is a critical survey of a field of research that for 20 years has been particularly active in France and is once again gaining momentum: the sociology of activist commitment. An outcome of this sociological current was the inter-actionist paradigm, i.e. how activists’ careers are embarked upon and evolve. The notion of how to reward activism has been refined and reconsidered. Theoretical debates relating to the surfacing – or not – of “new forms” of activism – or even “new activists” – are replaced in perspective and the two challenges that confront research today stressed. Both concern the social division of labor: how to account more thoroughly for the link between macro-social transformations and individual commitment, on one hand, how organizations are instrumental in formatting activism, on the other. 相似文献
