How Living Wage Legislation Affects U.S. Poverty Rates

I investigate how living wage legislation affects poverty. I find evidence that living wage ordinances modestly reduce poverty rates where such ordinances are enacted. However, there is no evidence that state minimum wage laws do so. The difference in the impacts of the two types of legislation conceivably stems from a difference in the party responsible for bearing the burden of the cost.

Social Work Education in Mainland China: Development and Issues

The present paper gives an overview of the current trend of social work education in Mainland China, a fast-expanding academic subject of higher education in Mainland China during the last 20 years. This rapid development was brought about by the increasing recognition of the use of social work knowledge in tackling some of the social problems arising from the social and economic changes induced by the open door policy of China. New initiatives were undertaken by government departments, academic institutes and service providers, to explore possible reform of service delivery models in serving the elderly, children and youth, women and other vulnerable groups. It thus creates demands for personnel with new skills and knowledge. It has also led to the promulgation of government policies in 2006, in establishing a strong work force of social work, by setting up an accreditation system for social work as a vocation, making available funding for service development and setting up of NGOs. This paper also highlights some of the imminent issues that cause concern, such as the search for a theoretical model of social training and practices suitable for Chinese society, standardization of curriculum design, teaching and learning, consolidation of accreditation examination and career structure, and creation of a working environment conducive to the professionalization of social work in terms of motivating and retaining social work graduates to stay in the service sector.     

A new approach for disclosure control in the IAB establishment panel—multiple imputation for a better data access

For micro-datasets considered for release as scientific or public use files, statistical agencies have to face the dilemma of guaranteeing the confidentiality of survey respondents on the one hand and offering sufficiently detailed data on the other hand. For that reason, a variety of methods to guarantee disclosure control is discussed in the literature. In this paper, we present an application of Rubin’s (J. Off. Stat. 9, 462–468, 1993) idea to generate synthetic datasets from existing confidential survey data for public release.We use a set of variables from the 1997 wave of the German IAB Establishment Panel and evaluate the quality of the approach by comparing results from an analysis by Zwick (Ger. Econ. Rev. 6(2), 155–184, 2005) with the original data with the results we achieve for the same analysis run on the dataset after the imputation procedure. The comparison shows that valid inferences can be obtained using the synthetic datasets in this context, while confidentiality is guaranteed for the survey participants.     

Boundary Politics in the Public Sphere: Openness, Secrecy, and Leak

The issue of openness/secrecy has not received adequate attention in current discussion on the public sphere. Drawing on ideas in critical theory, political sociology, and cultural sociology, this article explores the cultural and political dynamics involved in the public sphere in modern society vis-à-vis the practice of open/secret politics by the state. It argues that the media, due to their publicist quality, are situated at the interface between publicity and secrecy, which thereby allows for struggles over the boundary of state openness/secrecy in the public sphere. A theory of boundary politics is introduced that is contextualized in the relationship among state forms, the means of making power visible/invisible (media strategies), and symbolic as well as discursive practices in the public sphere. In explaining the dynamics of boundary politics over openness/secrecy, three ideal-types of boundary creation are conceptualized: open politics, secrecy, and leak. The theory is illustrated with a case study of the Patten controversy in Hong Kong.     

For compassion or money? The factors influencing the funding of micro loans

Aided by the Internet, microfinance institutions have found new ways to expand the reach of financing entrepreneurial projects on a small scale. Using a unique data set of individual loans posted to Kiva.org, we explore the determinants of lenders’ nonprofit lending choices in the growing microfinance industry. We find that lenders make choices in purposive ways even in the absence of market interest rates, especially with respect to the demographic characteristics of borrowers and the uses of proposed funds. Hence, the results provide valuable new information about consumer choice in charitable giving and investment.     

Novel Funding Paradigm for Social Work Services in China: Reflections on the Guangzhou Experience

Three decades of Chinese economic modernization created wonders that transform the living of the population. Yet economic affluence also spawns juggernauts of new social ills, and mounting social tensions emerge from widening inequalities between the wealthy and the less privileged. Local governments are under intense pressure to identify new approaches to addressing new social problems such as rising unemployment, elderly neglect, and juvenile delinquency through social management. This article recapitulates some of the experience of non‐governmental organizations through collaborating with the authorities, in pioneering social work services using new mode of public funding mechanism.
