Out of the policy initiatives that emerged in the aftermath of the “Refugee Crisis”, none is more elusive that the hotspot approach. Our aim in this article is to shed light upon what kind of policy output the hotspot approach entails, by conducting a framing analysis of key European Commission (EC) documents. We draw on discursive institutionalist approaches which focus on the policy process. Within the policy process, we focus particularly on identifying policy frames as organizing principles and key ideas, in order to trace the representation of the problem and solutions to it. Our findings show how the hotspot approach, in incarnating both the problem and the solution to migration as primarily a concern for management, represents another string in the long-standing tensions of the harmonisation of the EU asylum and migration policies. 相似文献
This study examined how the quality of life (QoL) affects an individual’s disaster preparedness behavior (PB); furthermore, it also considered and examined the mediating effects of trust in government (GT) and the moderating effects of self-efficacy (SE). One way analysis of variance (ANOVA) was applied to test the differences in QoL, GT, SE, and PB, by socio-demographic, and the study hypotheses were verified by using hierarchical regression analysis based on 1682 samples. The Johnson–Neyman technique was used to test the conditional effects of SE on QoL and PB. All the hypotheses presented in this study were supported: (1) QoL had a positive effect on PB; (2) QoL had a positive effect on GT; (3) GT had a positive effect on PB; (4) GT mediated the relationship between QoL and PB; (5) SE moderated the relationship between QoL and PB. Specifically, when SE was high, the positive relationship between QoL and PB increased; (6) SE moderated the relationship between GT and PB. Specifically, when SE was high, the positive relationship between GT and PB increased; and (7) SE moderated the indirect effect of QoL on PB. Specifically, when SE was high, the mediating effect of GT on the relationship between QoL and PB increased. This study makes significant contributions in terms of identifying the mechanisms of QoL on PB based on the moderated mediation model. Improving individuals’ QoL is not only an important societal goal, but also an effective way to enhance people’s positive behavioral outcomes. Therefore, QoL improvement should be considered in the top-level design of government policies, and it should also be regarded as an important indicator of government performance assessment.
The case-based approach to learning is popular among many applied fields. However, results of case-based education vary widely on case content and case presentation. This study examined two aspects of case-based education—outcome valence and case elaboration methods—in a two-day case-based Responsible Conduct of Research (RCR) ethics education program. Results suggest that outcome information is an integral part of a quality case. Furthermore, valence consistent outcomes may have certain advantages over mixed valence outcome information. Finally, students enjoy and excel working with case material, and the use of elaborative interrogation techniques can significantly improve internally-focused ethical sensemaking strategies associated with personal biases, constraints, and emotions. 相似文献
In a report from 2008 the Organization for Economic Cooperation and Development came to the conclusion that Portugal is a country still very much marked by regional asymmetries and in need of better regional governance mechanisms and policies. We propose a regional development index for Portugal at the NUTS III level, based on the methodology of the human development index (HDI) from the United Nations Development Programme, which will be helpful to assess the evolution of the asymmetries between regions and evaluate the need for regional policy. Results show us a country that has most of the highest ranked NUTS III regions positioned along the coastline, although some interior NUTS III regions improved their relative positions in the ranking between 2004 and 2009. In addition to the three traditional dimensions of the HDI—income, education, and health—we include two more, given their increasing importance in the literature that criticizes the HDI and suggests the inclusion of new variables—governance and environment. Results show some considerable differences when we add the environment dimension: the interior regions improve their relative positions in the ranking, but in terms of governance they change little. Results also show that there is still the need for regional policy, although the dispersion in the ranking between the best and worst positioned NUTS III regions has decreased in all dimensions except education. 相似文献
Models of the interaction of population, the economy, and the environment often contain nonlinear functional relationships and variables that move at different speeds. These properties foster apparent unpredictabilities in system behaviour. Using a simple deterministic model of demographic, economic and environmental interactions we illustrate the usefulness of geometric singular perturbation theory in environmental population economics. In contrast to local stability analysis, the theory of slow‐fast dynamics helps to gain new insights into the global behaviour of the system. In particular, the knowledge of the basins of attraction of the stationary states enables one to determine the regions of sustainable future paths of resources and population. 相似文献
Burnout is a frequent and well-documented consequence of social work practice. The literature suggests that mindfulness-based interventions might help develop the mental states and emotional skills that are indicators of resilience. This mixed-methods, non-randomised controlled, exploratory study with 14 social workers in Canada investigated differences in social workers’ levels of stress, resilience, and burnout after a mindfulness-based intervention, compared to a waitlist group. The intervention group was also interviewed about changes in their relationships within the workplace, their perceived sense of mental health, and wellbeing. Results suggested that the mindfulness-based intervention significantly decreased the treatment group’s perceived stress compared to those on the waitlist and continued to decline for 26 weeks post-intervention. Intervention participants reported positive changes in attitudes, perspectives, behaviours, and energy in relation to their workplace relationships with peers and supervisors. Mindfulness-based interventions for reducing stress and building resilience to burnout in social workers and other helping professionals hold promise, and invite further research. 相似文献
This article examines opportunities to share job information. It adds to the growing body of research on information holders and complements existing research that explains what kinds of networks and network positions provide the greatest benefit to job seekers. Data from an exploratory study of entry‐level, white‐collar workers are used to relate opportunities to share information—defined to consist of both knowledge of a job opening and awareness of a potential applicant among one's network members—with information holders’ network composition. The data show that information holders with strong within‐industry networks have more opportunities to share information and do share more information. Information holders with diverse networks more often identify potential applicants for jobs and thus have more opportunities to share information. However, despite having more opportunities to do so, they do not share information more often than those with less diverse networks. These findings, combined with the growing literature on information holders, suggest that different aspects of network composition affect the flow of job information at different stages and thus by different mechanisms. 相似文献
